PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of December 22, 1986 STAFF RECOMMENDATION: Approve 4.2 Appropriation for the Trustee Fees Associated with the Certificate of Participation Issue for the Civic Center In August, the City received an invoice from Pacific Trust Company for $5,744.90 which was for services rendered to issue, cancel and mail the Certificates of Participation that Dublin sold. In order to properly account for all expenses associated with the issue, a transfer of funds is required. STAFF RECOMMENDATION: Approve Budget Change Form 4.3 Purchases of material, supplies and equipment through use of the California Department of General Services The City has the opportunity to purchase equipment, material, and supplies exceeding $500 through the State GSA, who secures prices annually by competitive bidding. Because of the larger quantities that the State bids on, the bid prices received can be favorable. The City is not locked into using the GSA service, however, when other less expensive sources are available. STAFF RECOMMENDATION: Adopt Resolution allowing the City to purchase items through the State. 4.4 City Treasurer's Investment Report for Period Ending December 31, 1986 STAFF RECOMMENDATION: Approve 4.5 Financial Report for Period Ending November 30, 1986 STAFF RECOMMENDATION: Approve 4.6 Award of Bid for Shannon Community Center Janitorial Service Staff was directed to solicit bids for janitorial service for Shannon Community Center. A total of 5 bids were received on December 30, 1986. The low bidder was Central Cleaning Company. Staff reviewed the bidder's references and discussed the scope of work with representatives of the firm. STAFF RECOMMENDATION: Award bid to Central Cleaning Company and authorize Mayor to execute agreement. 4.7 Report Regarding 1987 St. Patrick's Day Celebration The 4th Annual St. patrick's Day Celebration is scheduled for Saturday, March 14. The days festivities will include a parade, a community celebration and a dinner dance. The events will be planned in cooperation with the Dublin-San Ramon Lions Club. STAFF RECOMMENDATION: Approve celebration & parade route and authorize installation of banner. 4.8 Dublin Boulevard Traffic Signal Interconnect System, Contract 87-1 This is Phase I of a project to electronically interconect all traffic signals in the City. STAFF RECOMMENDATION: Authorize Staff to advertise Contract 87-1 for bids. 4.9 Downtown Improvement Plan Budget Adjustments A budget adjustment is needed to complete the Downtown Improvement Plan because of additional traffic analysis and additional meeting costs. STAFF RECOMMENDATION: Approve budget transfer of $13,050 from reserves. 4.10 Agreement for Towing Services for Abandoned Vehicles Tow companies typically lose money on most abandoned vehicles and are therefore, reluctant to tow. Dublin Police Services tow approximately 250 abandoned vehicles from City streets each year. The City has developed an agreement whereby the City will pay a bonus of $25 per vehicle towed. This fee will help defray costs associated with towing, storage and lien sale incurred by the tow company. STAFF RECOMMENDATION: Approve program & authorize Mayor to execute agreement; authorize budget transfer of $3,000 from the Contingent Reserve. 4.11 Warrant Register dated January 12, 1987 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 From the Coalition to Save Our Delta This Coalition, consisting of Supervisors representing the Counties of Contra Costa, Yolo, Solano, San Joaquin and Sacramento and the Delta Advisory Planning Council, expresses an interest in pursuing legislation which would address a financing program for the rehabili- tation of levies within the Delta. The group has proposed a program which would be funded at $10 million per year. The existing program is being funded at $2 million per year. The proposal would require joint-funding between the State and local landowners or beneficiaries. STAFF RECOMMENDATION: Consider request for support of the Save Our Delta organization, and consider designating a liaison for this program. 5.2 From the Tri-Val1ey Community Television Corporation The Tri-Valley Community Television Corporation has requested that the City forward $45,000 for public access purposes to the Community Television Corporation Board. These monies will be turned over to Community Television for the purchase of studio equipment. STAPF RECOMMENDATION: Direct Staff to prepare a letter to the Tri-Val1ey Community Television Corporation requesting that a long term expenditure plan be developed before the City commits $45,000 to the Corporation Board, and ultimately Community TV. 5.3 Prom the Dublin San Ramon Services District regarding 1987 Aquatics Program The District has advised the City that it will not be providing the necessary personnel to conduct swimming programs at the Valley Community Swim Center for 1987. The District is willing to cooperate with the City, should the City desire to take over the Aquatics Program for this upcoming year. STAPP RECOMMENDATION: Direct Staff to notify the District the the City will be willing to assume responsibility for the 1987 Aquatics Program, provided that the District agrees to the disposition of other District services as proposed by the Cities of Dublin and San Ramon. 6. PUBLIC HEARING 6.1 Appeal of Planning Commission's decision to deny PA 86-117 Pet Prevent-A-Care Conditional Use Permit request to operate a Mobile Pet Vaccination Clinic Appeal of the Planning Commission's action of December 1, 1986, to deny Pet Prevent-A-Care Conditional Use Permit request to operate a mobile pet clinic on 4 separate days within the parking lot of the Village Square Shopping Center, Village Parkway and Amador Valley Boulevard. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution denying Conditional Use Permit -or- adopt resolution approving Conditional Use Permit -or- continue item and provide direction to Staff and/or Applicant. 6.2 Sign Ordinance Amendment PA 86-129 Proposed amendment to the City Sign Ordinance relating to: 1) providing for 2 freestanding signs on large parcels adjacent to the freeways, and 2) clarifications to service station, special easement, identification, low profile and other types of signs. STAFF RECOMMENDATION: Conduct public hearing; adopt resolution approving Negative Declaration for PA 86-129; waive reading and introduce ordinance amending City Zoning Ordinance relating to Sign Ordinance. 6.3 Installation of Stop Signs on Larkdale Avenue at Intersection of Bristol Road The City's Traffic Engineer has recommended replacing existing yield signs with stop signs. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance on an urgency basis; authorize Staff to replace existing yield signs and pavement markings with stop signs and pavement markings. 6.4 Ordinance Changing Violations of Building and Zoning Regulations from a Misdemeanor to Infractions This proposed ordinance is intended to facilitate enforcement of building and zoning codes, leading to a higher compliance rate. STAFF RECOMMENDATION: Conduct public hearing; waive reading and introduce ordinance; approve policy and procedures. 6.5 Ordinance Increasing City Council Salaries The City Attorney's Office has prepared a draft ordinance which would provide for the increase of Council salaries after November, 1988. STAFF RECOMMENDATION: Conduct public hearing; waive reading and introduce ordinance. 6.6 Ordinance Regulating Massage Establishments and Massage Services This ordinance is brought to the City Council as part of the comprehensive revision of the City's ordinances and development of a Municipal Code. The ordinance was introduced at the regular City Council meeting on December 22, 1986. STAFF RECOMMENDATION: Conduct public hearing; waive reading and adopt ordinance. 6.7 Ordinance Requiring the Enclosure of Swimming Pools This ordinance, which was introduced on December 22, 1986, is part of the program to incorporate provisions of County Ordinances into the proposed Municipal Code. STAFF RECOMMENDATION: Conduct public hearing; waive reading and adopt ordinance. 6.8 Ordinance Establishing a Street Address Numbering System This ordinance, which was introduced on December 22, 1986, is part of the program to incorporate provisions of County Ordinances into the proposed Municipal Code. STAFF RECOMMENDATION: Conduct public hearing; waive reading and adopt ordinance. 6.9 Ordinance Relating to Auctioneers This ordinance is brought to the City Council as part of the comprehensive revision of the City's ordinances and development of a Municipal Code. The ordinance was introduced at the regular City Council meeting on December 22, 1986. STAFF RECOMMENDATION: Conduct public hearing; waive reading and adopt ordinance. 6.10 Ordinance Amending Time for Filing Campaign Contribution Statements The City Attorney's Office has prepared a draft ordinance amending the time schedule for filing campaign contribution statements. The amended ordinance would consolidate 7 filings into 4, as well as bring the filing period for the City's ordinance into conformance with the filing period for the State. STAFF RECOMMENDATION: Conduct public hearing; waive reading and introduce ordinance 7. UNFINISHED BUSINESS 7.1 Resolution Establishing Rules for the Selection of Mayor and Vice Mayor The City Attorney's Office has prepared a draft resolution establishing rules for the selection of Mayor and Vice Mayor, as well as the annual confirmation in December of odd numbered years. STAFF RECOMMENDATION: Consider 7.2 City Council Committee Appointments On December 8, 1986, Staff presented a list of those commissions and governing bodies upon which Councilmembers presently serve. STAFF RECOMMENDATION: Review and take appropriate action. 7.3 Report on Volunteer Recognition Program, Organization of the Year & Citizen of the Year Awards The Council Sub-Committee consisting of Vice Mayor Vonheeder and Cm. Moffatt have developed a Volunteer Recognition Program, as well as a program format for the selection of the Citizen of the Year. The Sub-Committee is also recommending that the Council consider an award to the Organization of the Year. STAFF RECOMMENDATION: Discuss and provide direction with respect to volunteer recognition program and discuss and consider action taken re Organization of the Year and Citizen of the Year awards. 8. NEW BUSINESS 8.1 Appeal of Planning Commission denial of Zoning Approval for occupancy regarding PA 85-071 Admiral/LDM Moving System Site Development Review for a new building at 6270 Houston Place Donald Hogue of Admiral/LDM Moving Systems is appealing the Planning Commission denial of Zoning Approval to occupy the new building at 6270 Houston Place. The structure is not complete. The Planning Commission determined that the project has not complied with the Conditions of Approval and a cash deposit cannot be accepted to guarantee completion of private construction work. STAFF RECOMMENDATION: Receive Staff presentation; hear Applicant's presentation and public comments; question Staff, Applicant and the public; deliberate; adopt resolution denying Zoning Approval for occupancy -or- instruct Staff to review the legal implications and bring the matter back at the next meeting. 8.2 Dolan Park The landscape architectural firm of Cardoza, Dilallo, Harrington was selected to prepare the final design and construction documents for Phase I of Dolan Park based on the masterplan done by singer & Hodges, Inc. Phase I improvements include: site preparation & clearing, grading, drainage, irrigation, lawn, trees, walkways, park furniture, lighting and children's play area. STAFF RECOMMENDATION: Receive presentation from Cardoza, Dilallo, Harrinton and public input; approve design as proposed; authorize Architect to prepare construction documents based on approved design. 8.3 Shannon Center Building Improvement Plan The architectural firm of Hansen/Murakami/Eshima, Inc., have completed their assessment of the Shannon Community Center and have prepared the Building Improvement Plan Report. STAFP RECOMMENDATION: Receive presentation and consider proposed recommendations. 8.4 Contract Service Evaluation Study Session The Council has requested that evaluations of services provided by contract service providers to the City take place concurrently. The Council will need to evaluate the following contract services: 1) Building & Safety; 2) Engineering; 3) Police; 4) Animal Control; 5) Vector Control; 6) Public Works Maintenance; 7) Paratransit Services. STAFF RECOMMENDATION: Select a date after January 26th to conduct a special meeting for contract review. 8.5 1987 Goals & Objectives Study Session Annually, the City Council holds a special meeting to establish Goals & Objectives for the City for the upcoming year. STAFF RECOMMENDATION: Call a Special Meeting for Goals & Objectives Study Session and advise Staff of any desired changes in the format of the Study Session. 9. OTHER BUSINESS 10.
