available for public information and perusal several days prior to a Council meeting in the City Clerk's Office
and also at the Dublin Library.

3.1 Proclamation Honoring Boy Scout Brian Anderson for community
service project
3.2 Presentation of Clean Sweep Award to Valley High School
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. COIIITlents should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City
Council with one single action. Members of the audience who would like an item removed from the Consent Calendar
for purpose of public input may request the City Council to remove the item. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent
Calendar.

STAFF RECOMMENDATION: Approve
Authorization for the City Manager to Adjust Work Schedule
for Exempt Employees
A minor modification is being proposed to the Salary Plan
which would grant the City Manager the latitude to allow
for FLSA Exempt positions to work a reduced work schedule.
An employee in this situation would be compensated on an
hourly basis and would have a set work schedule which
could not exceed 40 hours per week.
STAFF RECOMMENDATION: Adopt Resolution.
Dublin Boulevard Extension Contract 92-01
This project would construct the easterly extension of
Dublin Boulevard from Dougherty Road to the SPRR right-of-
way, as well as a connector road along Chabot Channel from
Scarlett Court to the Dublin Boulevard extension.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids
and schedule a special city Council meeting for Tuesday,
January 21, 1992 to review and consider approval of the
Engineer's Report and related documents for the Dublin
Boulevard Extension Assessment District.

6. PUBLIC HEARING
6.1 No Parking Zones - Intersection of Peppertree Road & Ladera
Drive
At the request of a resident, staff investigated painting
a centerline strip at the Peppertree Road/Ladera Drive
intersection. If the centerline is installed, Staff
recommends that parking be prohibited in 3 areas where the
street width is not sufficient.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution establishing 3 no parking zones.
6.2 Repeal of Limited Parking and Loading Zones on Scarlett Court
These zones are no longer needed by the businesses who
originally requested them. The owner of Miracle Auto
Painting has stated that additional on street parking
would be helpful to his business, particularly after the
Dublin Boulevard extension has been constructed.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance repealing Ordinance No.
48-876 sections 1 and 2 only.
6.3 Zoning Ordinance Amendment Related to Massage Establishments
The City proposes to amend the Zoning Ordinance to include
a definition of Massage Establishment and to identify
massage establishment as a conditional use in the C-N,
Neighborhood Business District, C-1, Retail Business
District and C-2, General Commercial District.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution approving Negative Declaration; waive
reading and INTRODUCE Ordinance.
6.4 Implementation of Mandatory Residential Garbage Service
The City Council has conceptually discussed the need for
all residences to receive regular garbage service. The
proposed Ordinance would require residences to subscribe
to a minimum service level costing $6.65 per month and
providing for removal of one 20 gallon can per week. The
garbage company would be required to provide service to
each residence, including curbside recycling. The
proposed Ordinance includes procedures for the City
Council to assess property owners for delinquent garbage
bills.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance and authorize Mayor to
execute Second Amendment to Agreement.
6.5 Establishment of 1992 Garbage Collection Rates
The City Council has received a report reviewing the 1992
Rate Application submitted by Oakland Scavenger Company.
The original request was for a 13% companywide increase in
revenue. After review by the Joint Refuse Rate Review
Committee, and a change in methodology, Staff has
recommended that the majority of rates in the City of
Dublin be reduced. The proposed rate schedule also
provides for a reduced level of service for small waste
generators.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
7. UNFINISHED BUSINESS - None
8. NEW BUSINESS
8.1 1991-92 Mid Year Financial Review
The City Manager will review the status of the City's
projected revenues and expenditures for Fiscal Year 1991-
92.
STAFF RECOMMENDATION: Consider potential reduction in
expenditures.
8.2 League of California cities Proposed 1992 Dues
In order to balance the League's budget, the Board of
Directors is recommending a 4% increase in dues for 1992.
This would increase the City of Dublin's dues from $3,801
to $36953 for Fiscal Year 1991-92.
STAFF RECOMMENDATION: Review and instruct the city's
representative to the East Bay Division of the League as
appropriate.
8.3 Adoption of Resolution approving Negative Declaration for
construction of two-lane access road
A two-lane access road is proposed for construction which
would run parallel to 1-580 from Dougherty Road to
Tassajara Road and which would connect to the Hacienda
Interchange.
STAFF RECOMMENDATION: Adopt Resolution.

10.1 Pending Litigation, City vs. Schaffer, Gov't Code 54956.9(a).
11. ADJOURNMENT - If approved by the Council, a Special City Council
meeting will be held on Tuesday, January 21, 1992 related to the
Dublin Boulevard Extension Assessment District.
The next Regular Meeting of the Dublin City Council will be on Monday,
January 27, 1992, 7:30 p.m., Council Chambers.
until further notice, the Tri-Valley Joint Council will meet every
Monday morning at 7:30 a.m., (except holidays) in the Regional Meeting
Room of the Dublin civic Center.
A Study Session will be held on Tuesday, February 25, 1992, 7:30 p.m.,
Council Chambers, for the Council to review the City's 1991 Goals &
Objectives and to establish and prioritize 1992 Goals & Objectives.
