3.1 Mayor's Appointments to Senior Center Advisory Committee (110-30)
In response to advertisement for two vacancies, six (6) applications were received by the
January 4, 2007 deadline for the Senior Center Advisory Committee.
STAFF RECOMMENDATION: Confirm Mayor's appointment of Martin Baron and Diane
Bonetti to the Senior Center Advisory Committee for 4-year terms which expire in December
2010.
3.2 Proclamation declaring January 2007 as "National Blood Donor Month" (610-50)
3.3 Awards of Achievement from the California Parks and Recreation Society (150-20)
The Parks and Community Services Department has been selected to receive three Awards of
Achievement from the California Parks & Recreation Society (CPRS) in the categories of
Neighborhood/Community Life, Agency Brochure and Special Focus Brochure. Staff will
give a brief presentation on these award winning programs.
STAFF RECOMMENDATION: Receive report.
3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting conceming the matter. Any member of the public may contact. the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Approval of Minutes - None

4.2 Acceptance of Work - Contract No. 06-10, Hazardous Materials Abatement for the
Building at 6380, 6386 and 6396 Scarlett Court (600-35)
As part of the Dougherty Road Improvements - Houston Place to 1-580 Project, the City
acquired a 12,600-square foot building in order to accommodate the widening of Dougherty
Road and Dublin Boulevard. The work covered by Contract No. 06-10 involved removing
and properly disposing of hazardous materials from the building located at 6380, 6386 and
6396 Scarlett Court (Gil Building). The City Council will consider accepting the work
performed by Synergy Enterprises, Inc., a licensed and certified contractor in the field of
hazardous materials abatement.
STAFF RECOMMENDATION: Accept work performed by Synergy Enterprises, Inc., under
Contract No. 06-10, Hazardous Materials Abatement for the Building at 6380, 6386 and 6396
Scarlett Court.
4.3 Acceptance of Work - Contract No. 06-08, Library Repairs (600-35)
This project repaired damage to the rear wall of the library building, which occurred as the
result of a vehicle accident in March 2006. The cost of the work is expected to be reimbursed
through insurance claims.
STAFF RECOMMENDATION: Accept work under Contract No. 06-08, and authorize payment
to RoSa Construction, less retention to be paid in 35 days if no subcontractor or supplier claims
received.
4.4 Approval of Master Agreement between the City of Dublin and Caltrans for Federal-Aid
Projects (600-50)
In order to receive $3.3 million in federal funds for transportation projects, the City must enter
into a master agreement with Caltrans that reflects new provisions of the Federal Safe,
Accountable, Flexible, Efficient Transportation Equipment Act: A Legacy for Users and
Caltrans' Local Procedures Manual and Program Guidelines.
STAFF RECOMMENDATION: Adopt Resolution approving master agreement between City
of Dublin and Caltrans for federal-aid projects; and authorize Public Works Director to execute
master agreement, any subsequent project-related supplemental agreements and forms, and any
. succeeding amendments to the master and supplemental agreements.
4.5 . Authorization for City Manager to Execute an Agreement with SoftResources, LLC, for
System Procurement Services (Accounting & Building Permit Systems) (600-30)
The City Council will consider entering into an agreement with SoftResources, LLC, to assist
with defining system needs and selection of a vendor to provide accounting and building
permit software systems.
STAFF RECOMMENDATION: Adopt Resolution authorizing City Manager to execute a
consulting agreement with SoftResources, LLC, at a total cost of $107,000.
4.6 Fiscal Year 2006-2007 Goals & Objectives Status Report and CIP Schedule (100-80)
Staff has prepared a report apprising the Council of the status of the Fiscal Year 2006-2007
Goals & Objectives as of December 31, 2006, as well as a schedule of the City's Capital
Improvement Program (CIP) indicating estimated project start and completion dates.
STAFF RECOMMENDATION: Receive report.
4.7 Warrant Register ($3,097,581.06) dated January 16,2007 (300-40)

7. UNFINISHED BUSINESS
7.1 Update on Regional Housing Needs Allocation Methodology for Income Allocations for the
2007-2014 Housing Element Cycle (430-20)
The City Council will review updates to the Regional Housing Needs Allocation (RHNA)
methodology for income allocations for the 2007-2014 Housing Element cycle as proposed by
the Association of Bay Area Governments (ABAG) in consultation with the Housing
Methodology Committee.
STAFF RECOMMENDATION: Receive report and direct Staff to forward comments to ABAG
regarding the proposed Alternative Income Allocation Methodology for the 2007-2014 Housing
Element cycle - OR - Accept the proposed Alternative Income Allocation Methodology for the
2007-2014 Housing Element cycle.
7.2 Request for Funds by the Dublin Housing Authority for Services Associated with the
Redevelopment of Arroyo Vista Project and Authorization of a Letter of Support for the
Application of Dublin Housing Authority to Demolish and Dispose of the Arroyo Vista
Public Housing Project (600-40)
The City Council will consider entering into an agreement with the Dublin Housing Authority
(DHA) for services rendered by the Housing Authority of Alameda County (HACA) related
to the redevelopment of the Arroyo Vista Public Housing Project in Dublin. The Council will
also consider approving a letter of support to the U.S. Department of Housing and Urban
Development to demolish and dispose of the Arroyo Vista Housing Project.
STAFF RECOMMENDATION: 1) Authorize the City Manager to negotiate an agreement
between the City of Dublin and Dublin Housing Authority in an amount not to exceed $60,000;
2) Authorize an additional appropriation from the Inclusionary Zoning In Lieu Fee Fund to the
Housing Budget in the amount of $60,000; and 3) Authorize Mayor to sign the letter of support
to the Department of Housing and Urban Development.
8. NEW BUSINESS
8.1 Improvement Developer Agreement for Schaefer Ranch Park (600-60)
The City Council will consider an Improvement Developer Agreement for the Schaefer Ranch
Park Improvements. The agreement provides that the Developer will develop plans and
specifications for the park improvements based on the conceptual design that was approved
by the City Council on October 3, 2006, and that the Developer will construct the park
improvements and, upon completion, dedicate the park improvements to the City.
STAFF RECOMMENDATION: Adopt Resolution approving Improvement Developer
Agreement for the Schaefer Ranch Park Improvements.
8.2 Proposed Impact Fee Assistance Program for Second Units (430-60)
The City Council will consider options to develop an Impact Fee Assistance Program for
second units, attached or detached, to single-family residences.
STAFF RECOMMENDATION: Direct Staff to proceed with the development of an Impact Fee
Assistance Program for Second Units pursuant to Option 1 - OR - Select another Option - OR -
Provide Staff with alternative direction.
8.3 Request from Vice Mayor Hildenbrand to Designate a Street for Naming by a Nonprofit
Organization (820-60) .
This request proposes to utilize the City's street naming policy for nonprofit organizations to
raise funds for the benefit of Dougherty Elementary School, a public school in Dublin. The
City Council will consider approving the request to designate a street within the Wallis Ranch
development.
STAFF RECOMMENDATION: Approve request to designate a street within Wallis Ranch for
naming by a nonprofit organization subject to the provisions of the City of Dublin's policy for
street naming by or for benefit of nonprofit organizations.
