ORAL COMMUNICATIONS DUBLIN LIBRARY, Meeting Room 7606 Amador Valley Boulevard At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. 3.1 Presentation by Representatives of BART regarding the Proposed BART Dublin/Pleasanton Extension Project 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of January 9, 1989 STAFF RECOMMENDATION: Approve 4.2 Senior Center Heating System Repairs The total cost of repairs was $16,923. This amount was within the funds authorized by the City Council in November, 1988. STAFF RECOMMENDATION: Receive Report 4.3 Annual Sidewalk Safety Repair Contract 89-2 This project will repair hazardous sidewalks throughout the City. Estimated construction costs for this project are within funds budgeted. STAFF RECOMMENDATION: Adopt Resolution & authorize Staff to advertise for bids 4.4 Landscape Architectural Services for the Renovation of Shannon Park Six proposals were received for the Shannon Park renovation. Staff conducted interviews and reviewed the proposals. STAFF RECOMMENDATION: Retain Beals/Lechner Associates to provide landscape architectural services for the renovation of Shannon Park and direct Staff to prepare the necessary contract documents at a cost not to exceed $54,300. 4.5 Authorization to Circulate Proposals for Telecommunications System and Telephone/Data Cabling and Paging System Included in the Civic Center project budget is funding for a new phone system. The City's Consultant has prepared design criteria which can be used to obtain information from vendors. STAFF RECOMMENDATION: Approve the RFP's and authorize Staff to circulate them among providers and waive the formal bidding requirements. 4.6 Warrant Register dated January 23, 1989 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS - None 6. PUBLIC HEARING - None 7. UNFINISHED BUSINESS 7.1 Award of Community Calendar Bid Bid Packets were distributed to 14 firms and bids were scheduled to be opened on Friday, January 20, 1989 (after distribution of agenda). STAFF RECOMMENDATION: Award bid, if appropriate. 7.2 Directly Elected Mayor The City Attorney's Office prepared a report outlining those policy issues and provisions of the law for Council consideration which relate to the direct election of the Mayor. STAFF RECOMMENDATION: Consider and provide Staff with appropriate direction. 8. NEW BUSINESS 8.1 Authorization to Submit Proposal for Funding One-Time-Only to State Department of Education for Planning and Coordinating Child Development Services The Council will consider joining with the Cities of Livermore and Pleasanton to submit an application for grant funds for planning and coordinating childcare services valley-wide. STAFF RECOMMENDATION: Adopt Resolution and should the grant application be successful, authorize Staff to develop a contract appropriate for administering the grant funds with Livermore and Pleasanton. 8.2 Request from Soroptimist International of Dublin for exclusive use of the Dublin Sports Grounds The City Council will consider a request from Soroptimist International of Dublin to have exclusive use of the Dublin Sports Grounds on August 5 and 6, 1989, for their 3rd Annual Shamrock Ascot Concours d'Elegance. STAFF RECOMMENDATION: Consider request. 8.3 1989 Goals & Objectives Study Session The City Council annually holds a special meeting to define the Goals & Objectives for the City for the upcoming year. STAFF RECOMMENDATION: Provide direction to Staff regarding desired format changes, if any, and call a Special meeting for a Goals & Objectives Study Session. 8.4 Alameda County Board of Supervisors approval rezoning 8.5 acres located at 8555 Dublin Canyon Road, from Agricultural District to a Planned Development District, allowing open storage of recreational vehicles and boats through the Conditional Use Permit process This information item provides background on Alameda County's recent rezoning approval of the unincorporated 8.5 acre site located at 8555 Dublin Canyon Road. STAFF RECOMMENDATION: Discuss issue and provide direction to Staff so that appropriate action can be taken. 8.5 Alameda County Homeownership Assistance Program Alameda County is designing a joint county-cities program to assist first time homebuyers, including a Mortgage Credit Certificate Program and a Supplemental Mortgage Assistance Program. STAFF RECOMMENDATION: 1) Indicate interest in participating in the Mortgage Credit Certificate Program; and 2) indicate no interest, at this time, in the Supplemental Mortgage Assistance program. 8.6 Secret Witness Program The WeTip Secret Witness Program, which was formed in 1983, was designed to take anonymous information on drug related activity and has been expanded to cover all types of crime. WeTip will provide computerized scanning and sorting of information with regard to wanted persons and/or M.O. 's on specific major crimes in any area of the United States. STAFF RECOMMENDATION: Approve Agreement and authorize City Manager to execute same. 8.7 Alameda County Request for Input on Healthy Cities/Healthy Counties The Mayor has received a communication from the Alameda County Health Officer regarding the State sponsored "Healthy City/County" Program. STAFF RECOMMENDATION: Consider request to participate. 9. OTHER BUSINESS lO. CLOSED SESSION - None 11.
