DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Tuesday, January 23, 1996, 7:00 p.m.
DUBLIN CIVIC CENTER, 100 Civic Plaza
A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.
1.CALL TO ORDER
2.PLEDGE OF ALLEGIANCE TO THE FLAG
3.ORAL COMMUNICATIONS
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of January 9, 1996
STAFF RECOMMENDATION: Approve
4.2Consent as Lessee of Civic Center Site to Sale of Easement to Pacific Bell for Controlled
Environmental Vault (CEV)
Pacific Bell is proposing to install an underground vault at the northwest corner of the Civic
Center property and has requested to purchase (for $3,000) an easement from Dublin
Information, Inc. (the property owner). The City of Dublin is the lessee of the Civic Center
property and must agree to this transaction before it can be consummated.
STAFF RECOMMENDATION: Adopt Resolution
4.3Establishing a Policy on the recording of Fixed Assets in the City Financial Records
(General Fixed Asset Account Group)
Finance Department Staff have developed a policy regarding the reporting and control of City
fixed assets. The policy will assure that records are maintained in accordance with generally
accepted accounting principles.
STAFF RECOMMENDATION: Adopt Resolution and authorize Staff to proceed with
implementation.
4.4Adoption of Records Retention Schedules for City Records
Records Retention Schedules have been developed in accordance with State and Local Laws
and Regulations to serve as the basis for periodic disposal of City records as they become
obsolete.
STAFF RECOMMENDATION: Adopt Resolution adopting certain Records Retention
Schedules, designating certain City departments as the Official Office of Record and authorizing
the destruction of certain records.
4.5Adoption of Annual Investment Policy
A new State Law was passed last year related to local agency investments. In order to comply
with the law, Staff is recommending that the City Council adopt a resolution which will slightly
modify the current investment policy. The primary areas of change relate to the reporting
frequency and content of the reports.
STAFF RECOMMENDATION: Adopt Resolution
4.6Acceptance of Gifts to City
The Dublin Senior Center has received a $500 grant to help sponsor a Senior Resource Fair
and the Shannon Center Preschool received a Magnavox compact disk player valued at $175.
STAFF RECOMMENDATION: Accept gifts and direct Staff to prepare formal
acknowledgments to the donors.
4.7Contract Finance/Accounting Services
The adopted 1995-96 Budget included an appropriation for contract professional accounting
services to assist City Staff with tasks in the Finance division. Staff has prepared a proposed
agreement with a consulting firm which has experience in municipal finance accounting and
related issues.
STAFF RECOMMENDATION: Authorize the City Manager to execute the agreement.

5.WRITTEN COMMUNICATIONS - None
6.PUBLIC HEARING
6.1Revision to Eastern Dublin Traffic Impact Fee/Area of Benefit Fee
The City Council has directed Staff to periodically review and update this Traffic Impact Fee.
These revisions are the result of more detailed studies, updated land values, inflation, changes
in land use categories and interest on funds already advanced.
STAFF RECOMMENDATION: Conduct public hearing; determine value of protests (to area of
benefit fee only) and deliberate; adopt Resolution revising the Traffic Impact Fee/Area of Benefit
Fee for future developments within the Eastern Dublin area.
6.2Establishment of I-580 Interchange Fee for Eastern Dublin General Plan Area
The City of Pleasanton, in constructing interchanges on I-580 at Hacienda Drive and at
Tassajara/Santa Rita Road, expended more money than their fair share based on projected
traffic from Pleasanton and Dublin. This fee, to be levied on new development in Eastern
Dublin, will reimburse Pleasanton for their excess contribution.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
establishing a Freeway Interchange Fee for future developments within the Eastern Dublin area.
6.3Amendment to the Grading Ordinance to Expand Definitions
This Ordinance which was introduced at the January 9, 1996 City Council meeting, would
expand the definitions included in the City’s Grading Ordinance to eliminate the exemption for
work under 150 cubic yards and to include other types of sitework such as drainage, onsite
concrete and paving and parking lot striping.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
amended Ordinance.
6.4Dublin Ranch Phase I PD Rezone PA 95-030
The Applicant is requesting a Planned Development (PD) District Rezone approval for an
approximate 210 acre site located within the Eastern Dublin Specific Plan Area. The project
involves rezoning the site to PD Single Family Residential (570 dwelling units), and PD
Medium Density Residential (277 dwelling units) for a total of 847 dwelling units; and 57.5
acres of PD Open Space. This rezone request also includes a 5 acre neighborhood park and a
2 acre private recreational facility.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving
the Planned Development District Rezone; waive reading and INTRODUCE Ordinance
7.UNFINISHED BUSINESS
7.1Report on Weeds along I-580 Freeway at Westbound Offramp to San Ramon Road
The City Council recently directed Staff to investigate a weed problem in this area. Caltrans is
proceeding with maintenance of the area at this time. Staff is requesting direction from the
City Council for future action.
STAFF RECOMMENDATION: Receive report and provide appropriate direction.
7.2Status of the Alameda County Air Raid Siren: Dublin Boulevard @ Silvergate Drive
In November of 1995, a local resident raised the issue of reactivating the air raid siren located
at the corner of Dublin Boulevard and Silvergate Drive. The City Council directed Staff to
research the issue and a report has been prepared related to this air raid siren.
STAFF RECOMMENDATION: Direct City Staff to contact Alameda County and request
removal of the air raid siren.
8.NEW BUSINESS
8.11996-97 Community Development Block Grant (CDBG) Program Project Applications
A total of $99,552 in CDBG funds is anticipated for Dublin for the 1996-97 Program. Staff
proposes to submit an application for this amount, to be spent as follows: 1) Jurisdiction
Improvement Projects - $73,660; 2) Housing Rehabilitation - $19,292; and 3) General
Administration - $6,600.
STAFF RECOMMENDATION: Direct Staff to submit applications for $99,552 in CDBG
funding for Program Year 1996-97 to be distributed as follows: Mape Park Improvements -
$51,750; Arroyo Vista Handicapped Accessibility Renovations - $21,910; Housing Rehabilitation
(Mandatory) - $19,292; and Program Administration - $6,600.

The next Regular Meeting of the Dublin City Council will be on February 13, 1996 at 7:00 p.m., in the
Council Chambers.
On Tuesday, February 6, 1996, the City Council and Planning Commission will hold a joint study
session to discuss issues related to the City’s overall housing goals. The meeting will be held in the
Regional Meeting Room beginning at 7:00 p.m.
On Wednesday, February 21, 1996, beginning at 5:00 p.m., in the Regional Meeting Room, the City
Council will hold a Special Meeting to review the status of the City’s 1995 Goals & Objectives and to
establish, review and prioritize the City’s Goals & Objectives for 1996. The Council will also provide
direction to Staff with regard to preparation of the 1996-97 Budget and Capital Improvement Program.
