The purpose of the Special Meeting will be for the Council to
continue the discussion related to the 147 acre Hansen Hill
Ranch. Venture Corporation/ Hansen Hill Development Corporation
has submitted revised plans proposing a General Plan Amendment to
consider a 240 dwelling unit residential development on this site
west of Silvergate Drive & north of Hansen Drive. General Plan
issues to be clarified/resolved are:
1) Conflict with General Plan Open Space Policies;
2) Significant Environmental Impacts on Oak/Bay Woodland and
Stream Corridor;
3) Type and Number of Dwelling Units (Land Use Designation &
Density);
4) Adding entire project site to Primary Planning Area;
5) Amending tables and figures regarding residential
development sites;
6) Amending policies and map regarding Hansen Drive extension;
7) Amending policies and map regarding alternate roadway to
serve project;
8) Amending policies regarding maximum acceptable level of
service for major street intersections;
9) Amending policies regarding fire protection buffer zones;
10) Amending policies regarding open space maintenance;
11) Any other General Plan policy amendments;
12) Other EIR issues (mitigation measures, overriding
considerations and EIR monitoring program).
STAFF RECOMMENDATION: Open the public hearing, hear Staff
presentation, accept testimony from the Applicant and the public,
discuss issues, give the Applicant and Staff direction on each
issue, and continue the public hearing to a specific date, time
and place.
