REGULAR MEETING - January 25, 1993 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at the Dublin Library. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Presentation of February Customer Service Award to Rebecca Hopkins, Recreation Specialist 3.2 Status Report by city Clerk on city Song Contest At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Corrments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of January 11, 1993 STAFF RECOMMENDATION: Approve 4.2 Shannon Community Center Fee Schedule Exemption On January 11, 1993, the City Council waived the 51% Dublin residency requirement and granted 18 month exemptions from the new fee schedule for 3 senior groups which use the Shannon Community Center on a continuous basis. STAFF RECOMMENDATION: Adopt Resolution. 4.3 city Treasurer's Investment Report as of December 31, 1992 The City'S investment portfolio totals $18,786,652.06 and is invested at an annual average yield of 4.93%. STAFF RECOMMENDATION: Receive Report. 4.4 December 1992 Financial Report STAFF RECOMMENDATION: Receive Report. 4.5 certification of Results of January 5, 1993 Special Election On January 5, 1993, 32% (4,087) of Dublin's registered voters voted on 2 ballot measures related to the western Dublin General Plan Amendment and Specific Plan. The referendum (Measure A) received 937 yes votes and 3,041 no votes. The initiative (Measure B) received 1,518 yes votes and 2,514 no votes. Because the referendum was successful, the Council may not approve the same or substantially the same plan for a period of one year. STAFF RECOMMENDATION: Adopt Resolution. 4.6 Evaluation of options Available for Waste oil Recycling Various options were reviewed which include curbside pick- up, assisting private entities such as Kragen Auto Parts, or other service stations to promote their programs, and the Household Hazardous waste Facility currently under construction. STAFF RECOMMENDATION: Defer implementation of any city initiated program until the effectiveness of the County sponsored Hazardous Waste Facility in Livermore is evaluated. 4.7 Annual Report to the City Council on the Status of the General Plan Government Code 65400(b) requires that an annual report be made to the City Council on the status of the General Plan and progress in its implementation, including the progress in meeting its share of the regional housing needs. STAFF RECOMMENDATION: Receive Report. 4.8 Authorization to Apply for Funding for Transportation Development Act (TDA) Projects This project would construct a bike path along the east side of the Alamo Creek Channel between Dublin Boulevard and Amador Valley Boulevard as a portion of a link between Pleasanton and Danville. A joint use agreement with Zone 7 will be required for access along the Alamo Creek Channel. STAFF RECOMMENDATION: Adopt Resolution directing Staff to apply for funding. 4.9 Authorization to Prepare Engineer's Report for street Lighting Maintenance Assessment District 83-1 This action would authorize staff to begin preparation of the annual Engineer's Report for the citywide street Lighting Maintenance Assessment District STAFF RECOMMENDATION: Adopt Resolution. 4.10 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance Assessment District 83-2 (Tract 4719) This action would authorize staff to begin preparation of the annual Engineer's Report for the Stagecoach Road Landscape Maintenance Assessment District. STAFF RECOMMENDATION: Adopt Resolution. 4.11 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance Assessment District 86-1 (Tract 5511) This action would authorize Staff to begin preparation of the annual Engineer's Report for the Dougherty Road (villages) Landscape Maintenance Assessment District. STAFF RECOMMENDATION: Adopt Resolution. 4.12 Warrant Register Dated January 25, 1993 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Request for stop Signs on Village Parkway at Hastings Way and Staff Recommendation for Removal of Crosswalk The Traffic Safety Committee recently received a request for stop signs on Village Parkway at Hastings Way. The TSC recommends against installing stop signs at this location, as the warrants for all-way stop signs have not been met. The TSC is further recommending that the existing crosswalk on Village Parkway at Hastings Way be removed, as controlled crossings exist within a short distance in either direction. STAFF RECOMMENDATION: Receive Staff presentation and public comment; authorize Staff to remove crosswalk -OR- direct Staff to take other action. 6. PUBLIC HEARING 6.1 Repeal of Provisions in Municipal Code for Mandatory Garbage Service In accordance with Council direction, Staff has prepared the necessary documents which would repeal the Mandatory Garbage Ordinance which was adopted on January 27, 1992. Costs incurred for non-subscribers and unpaid bills will be paid for by the ratepayers. STAFF RECOMMENDATION: Conduct pUblic hearing; deliberate; waive reading and INTRODUCE Ordinance. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Residential Curbside Recycling Promotions Plan Experience has shown that the amount of recycling collected is due to market conditions, consumer preference, and convenience more than being due to any promotional activity. As an attempt to set foundations for long term participation, as well as stimulating short term participation levels, new promotions are being proposed which include Earth Day Tree Planting, a School Curriculum Program, and a Recycling Contest whereby through a drawing, winners would receive a U.S. Savings Bond. STAFF RECOMMENDATION: Approve Livermore-Dublin Disposal's proposal to implement new programs to promote residential curbside recycling. 8.2 Recommended Projects for Application for Funding within the Alameda County Congestion Management Program The Congestion Management Authority (CMA) Staff has requested application for transportation projects to fill five different programs that the CMA either controls or deals with. The Staff Report explains the various programs and recommends five application projects for Dublin. STAFF RECOMMENDATION: Approve list of recommended projects. 9. OTHER BUSINESS 10.
