PlEDGE OF ALlEGIANCE 'ill THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CAlENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of January 13, 1986 STAFF RECOMMENDATION: Approve 4.2 Fiscal Year 1984-85 - City Audit The independent auditor has completed his review of the 1984-85 fiscal records. The actual expenditures were 39. &/0 less than the budget due to a delay in several major capital projects. The revenues were approximately 16.4% higher than the budgeted amount. The Audit Committee has met with the Auditor and reviewed the findings. STAFF RECOMMENDATION: Approve Budget Changes and accept 6/30/85 Financial Statement 4.3 Banner Installation - Dublin Rotary Club Dublin Rotary Club has requested to hang a banner to publicize their 1986 Casino Night on March 22, 1986 at the Shannon Community Center. The banner would be displayed from February 21 through March 3, 1986. STAFF RECOMMENDATION: Approve installation of banner 4.4 PA85-035 Hatfield Development Corporation/Investec, Inc. - Property Tax Revenue Agreement The City Council previously directed Staff to begin the process to annex the Hatfield/Investec project site. The City and County must agree to exchange property tax revenue to process the annexation application with the Local Agency Formation Commission. STAFF RECOMMENDATION: Adopt resolution 4.5 Approval of Final Map, Tract 5402, and Acceptance of Grant Deed for Parkland Dedication Tract 5402 creates 88 single family lots located at the Dolan School site which is west of Castilian Road. STAFF RECOMMENDATION: Adopt Resolutions 4.6 Claim submitted on behalf of Douglas Finley Morrison The City has received a claim submitted on behalf of douglas Finley Morrison. The claimant broke his index finger when a door slammed on it at a City sponsored after-school playground program. The claim requests a total of $50,000 in damages. STAFF RECOMMENDATION: Deny claim and direct Staff to notify claimant and City's insurance broker. 4.7 Report from Recreation Director - Fall Quarter Recreation Programs The Recreation Department has recently completed one of their most successful quarters to date. Offerings included special interest classes, special events, after-school playgrounds, trips and tours, teen programs, developmentally disabled programs, adult sports and public service programs. STAFF RECOMMENDATION: Recei ve report 4.8 Final Financial Report for Period Ending June 30, 1985 STAFF RECOMMENDATION: Approve 4.9 Financial Statement for Period Ending 12/31/85 STAFF RECOMMENDATION: Approve 4.10 Authorization for City Attorney to attend League of California Cities Land Use Regulations Seminar The League of CA Cities is sponsoring a seminar on Land Use Regulations. This is a one-day conference in Oakland, and is one element in the League's Continuing Education for Municipal Attorney's Program. STAFF RECOMMENDATION: Authorize attendance and reimbursement for seminar 4.11 Warrant Register dated January 27, 1986 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 From Pleasanton Housing Authority Regarding Insurance The Pleasanton Housing Authority has requested that the City of Dublin contribute 75% of their insurance costs. The City Attorney has advised that the City should not contribute to this program until such time as the City has the responsibility for Arroyo Vista. At that time, it may be appropriate to contribute a pro-rated share of the costs. STAFF RECOMMENDATION: Authorize Staff to send letter on behalf of the City of Dublin to the Pleasanton Housing Authority 5.2 League of California Cities proposed dues increase The League of CA Cities Board of Directors have proposed a &/0 dues increase. They are soliciting comments from elected officials through the regional divisions. STAFF RECOMMENDATION: Instruct the City's representative to the East Bay Division of the League of California Cities to convey the City of Dublin's position to that body. 6. PUBLIC HEARING 6.1 PA85-017 Kaufman & Broad of Northern California, Inc., Planned Development (PD) Pre zoning , Rezoning, Annexation, Tentati ve Map and Site Development Review Application On January 13, 1986, the City Council adopted a resolution approving the Kaufman & Broad Planned Development Pre zoning and Rezoning. The City Council introduced an ordinance amending the Zoning Ordinance. The project involves the pre zoning and annexation of approximately 14.9 acres that are outside of the City limits. STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; pose questions; close public hearing; deliberate; waive reading and adopt ordinance. 7 . UNFINISHED BUSINESS 7.1 Adoption of Dublin Housing Authority Organizational Resolutions and Report on Process Required to Provide for Transfer of the Arroyo Vista Project The City Council has established a Dublin Housing Authority and authorized the procurement of specialized legal services. The attorney has prepared the necessary resolutions to appoint a Chairperson and a temporary Secretary/Executive Director. STAFF RECOMMENDATION: Adopt Resolutions appointing the first Chairperson and a Temporary Secretary and Executive Director of the Dublin Housing Authority 8. NEW BUSINESS 8.1 Dougherty Road Right-of-Way - Camp Parks In approving this action, the City Council will formally request approximately 40 feet of right-of-way in the form of an easement for the future widening of Dougherty Road to the east (Camp Parks). It would also offer certain concessions to the Army regarding future Camp Parks access and utility relocations. STAFF RECOMMENDATION: Approve conceptual agreement and authorize the City Manager to deliver a letter to Colonel Pellegrino at Camp Parks outlining this conceptual agreement. 9. OTHER BUSINESS 10.
