should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, t;hat; person should arrange with
tne City i~anager to have their particular concern placed on the agenda for a
future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are
considered for approval by the City Council with one single action.
Members of tI1e audience who would like an item removed from the consent
calendar for purpose of public input may request the City Council to remove
the item from the consent, calendar. The request may be made at the time
that the jvlayor asks the audience members if there is anyone interested in
removing an item from the Consent Calendar.

4.4 1985-86 Insurance Program Status Report
The Cit,y's Insurance Broker nas been seeking proposals for t,he
provision of insurance beginning February 1, 1985. Due to several
factors inpacting the municipal insurance market, t,he availability
of carriers has narrowed. Therefore, a one month extension with
the current carrier is necessary prior to presentation of a
comprehensive annual program.

4.5 1985 Mortgage Revenue Bond Program
The County of Alameda is preparing to sell mortgage revenue bonds
to finance newly constructed single farnily housing. A cooperation
agreement; is required for the bond proceeds to be used for projects
within the City of Dublin. The City has participated in t,he 198)
and 1984 issues. Three developers in the Cit,y have expressed an
interest in the program. The developers selected to participate
will be det,ermined by specific criteria by Alameda County. The
agreement will continue in effect until rescinded. The County will
advise tIle City of future issues prior ~o the selling of the bonds
to alloyv' the Cic,y the option to rescind the agreement.

5. PR~S~NTATIONS
5.1 Southern Pacific Right-of-Way/I-680 Transportation Feasibility
Study
The Counties of Alameda and Contra Costa are jointly conducting a
study of the Southern Pacific San Ramon Branch Line Right-of-Way.
Mr. Murphy of the Contra Costa County Public Works Department has
requested the opportunity to make a presentation. Staff has
identified some concerns with the area being developed as a transit
corridor.

5.2 Bissel & Karn He: 1-580 at Dougherty Road and Hopyard Hoad
Improvements
The improvement of t,he Hopyard/Doughert;y Road connections to 1-580
are scheduled to begin within the next two months. The cost; of
t,his work is being paid by the North Pleasanton Assessnlent, Dis-
trict. Staff has requested that the Engineer for the project Jnake a
presentation outlining the work to be completed and the timing.

6.1 From Housing Needs Task Force He: Elder Housing Program
The Housing Needs Task Force has sent correspondence relating to
the development of an Ad Hoc Senior Housing Task Force. They have
requested each City appoint a Qember t,o serve on the Task Force.
The purpose of this organization will be to identify senior housing
needs and develop a plan to meet those needs.
STAFF RECO~~ENDATION: Determine if the City wishes to participate
and appoint a representative as appropriate.
7. PUBLIC HEARING
7.1 PA 84-076 Kaufman & Broad Single Family Prezoning - Adoption of
Ordinance
Kaufman & Broad has request~u a prezoning and annexat;ion to allow
34 single farflily dwelling units tooe developed in the City rather
Lnan che unincorporated County territory. The Ci-cy Council nas
adopted a resolutioll approving the single family Planned
Uevelopment prezoning. The City Council needs to consider the
second reading and adoptjoIl of an ordinance.

8. UNFINISHED HUSINlSSS
8.1 Zone 7 linal Arroyo lvianagement Plan - Administrative Draft
Zone 7 of the Alameda County Flood Control & Wa~er Conservation
District. has prepared an Administrative Draft of the Final Arroyo
l1anagement Plan. The Oraft Plan recommends Alamo Creek as part of
the Lrail systern. Staff has prepared comments regarding policy,
security, development and maintenance, recreat,ion and the Draft
General Plan.

8.2 Proposal for Fire Services Study for Cities of Dublin & San Ramon
Through an earlier action, the City Council has expressed its
desire to evaluate the provision of Fire Safety Services. The Ci~y
Council Liaison Committees from San Ramon and Dublin have met to
discuss t;he proposed study with ~he Consultant. The Dublin Liaison
Committee has met with the City Manager and discussed several
issues, including an extended study of other services now provided
by DSrlSD.
STAFF RECOMMENDATION: Authorize City's participation in a study
which will not include Dublin's extended planning area, or a
two City Fire Department as alternatives. The cost will be
~22,500 and shall be authorized through a budget transfer froDl
the contingent reserve. In addition, Staff shall solicit
proposals for the study of the remaining services provided by
DSRSD, including Parks & hecreation, Water, Sewer and Garbage.
The Cit;y of San rlamon will be notified that Dublin will
proceed with a study of these areas three months after
commencement of tile Fire Study. The City of San Ramon shall
be invited to participate in this extended study.

9.1 Development of a Comprehensive Public Information Program
In an effort to complement the existing methods of providing public
information, Staff has developed a proposal which would add two
elements. The first is a Service Request Form which would allow
for citizen feedback. The second is the development of a City
Newsletter to be distributed twice annually.

LAVvJlilA Sewage Capaci ty Negotiations
f.ilembers of LAVvJivIA are attempting to reach a negotiated settlement
for the distribution of expanded sewer capacit;y authorized by
voters June 5, 1984. The Ballo~ Measure language specified a
distribution in which each of the three agencies would receive 33%.
DSRSD has presented two negotiating positions and requested the
City Council's position.
STAFF HECO~~ENDATION: Consider City's position and direct Staff to
notify Dublin San Kaman Services District.
