3. ORAL COMMUNICATIONS
3.1 Acceptance of Donation from the Anthony and Angela Bilich Family and Preferred
Financial (150-70)
Anthony and Angela Bilich and family, owners and operators of Preferred Financial mortgage
brokerage, have donated $1,000.00 to Dublin Police Services. They have requested that the
funds be used for the youth of Dublin.
STAFF RECOMMENDATION: Accept the $1,000.00 donation, approve the Budget Change,
and direct Staff to formally acknowledge the donor, and use the funds toward the Kids in Action
program.
3.2 Acceptance of Donation from the Altamont Cruisers Car Club (150-70)
The Altamont Cruisers Car Club has donated $2,000 to Dublin Police Services to update its
"Parent Handbook" to include a chapter(s) on the ever-increasing problem of the abuse of
prescription and over-the-counter medications by teenagers. The funds will be additionally
used for the facilitation of educational forums on prescription and over-the-counter
medication abuse.
STAFF RECOMMENDATION: Accept the $2,000 donation; approve the Budget Change, and
direct Staff to formally acknowledge the donor.
3.3 Proclamation Honoring 2-1-1 Alameda County (610-50)
3.4 Certificate of Recognition to Dublin Police Commander Gary Thuman (610-50)
3.5 Presentation by East Bay Regional Communications System Authority (EBRCSA) (600-40)
The East Bay Regional Communications System Authority (EBRCSA) will make a
presentation on the progress of the project.
STAFF RECOMMENDATION: Receive presentation.
3.6 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE /3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes -None
4.2 Authorization to Prepare Engineer's Report for Street Lighting Maintenance Assessment
District 83-1 (360-20)
This assessment district pays the cost of energy and maintenance for the City's street light
system, except for the lights included in Dublin Ranch Street Light Maintenance Assessment
District 99-1. This action authorizes City Staff to prepare the Engineer's Report for the Fiscal
Year 2009-2010 assessment. A public hearing will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution Directing Preparation of the Engineer's
Annual Report for Street Lighting Maintenance Assessment District 83-1.
4.3 Authorization to Prepare Engineer's Report for Landscaping and Lighting Maintenance
Assessment District 83-2 (Stagecoach Road Area) (360-20)
This assessment district pays the cost of utilities and maintenance for landscaping
improvements along Stagecoach Road and on the "interior slopes" of the Dublin Hills Estates
development. This action authorizes City Staff to prepare the Engineer's Report for the Fiscal
Year 2009-2010 assessment. A public hearing will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution Directing Preparation of the Engineer's
Annual Report for Landscaping and Lighting Maintenance Assessment District 83-2.
4.4 Authorization to Prepare Engineer's Report for Landscaping and Lighting Maintenance
Assessment District 86-1 (Villages at Willow Creek) (360-20)
This assessment district pays the cost of utilities and maintenance for certain landscaping
improvements associated with the Villages at Willow Creek development. This action
authorizes City Staff to prepare the Engineer's Report for the Fiscal Year 2009-2010
assessment. A public hearing will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution Directing Preparation of the Engineer's
Annual Report for Landscaping and Lighting Maintenance Assessment District 86-1.
4.5 Authorization to Prepare Engineer's Report for Landscaping and Lighting Maintenance
Assessment District 97-1 (Santa Rita Area) (360-20)
This assessment district pays the cost of utilities and maintenance for certain landscaping
improvements within the Santa Rita development area. This action authorizes City Staff to
prepare the Engineer's Report for the Fiscal Year 2009-2010 assessment. A public hearing
will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt the Resolution Directing Preparation of the Annual
Report for Landscaping and Lighting Maintenance Assessment District 97-1.
4.6 Authorization to Prepare Engineer's Report for Street Lighting Maintenance Assessment
District 99-1 (Dublin Ranch and Tract 7067) (360-20)
Assessment District 99-1 pays the cost of utilities and maintenance for the street lighting
system in Dublin Ranch and Tract 7067 (Clifden Parc). This action authorizes City Staff to
prepare the Engineer's Report for the Fiscal Year 2009-2010 assessment. A public hearing
will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution Directing Preparation of the Annual Report
for Street Lighting Maintenance Assessment District 99-1 (Dublin Ranch and Tract 7067).

4.7 Approval of Streetlight License Agreement with PG&E for SmartMeter Program (600-40)
PG&E requests the lease of City-owned street light poles for the purpose of installing
SmartMeter equipment. The SmartMeter metering system will improve PG&E's accuracy in
reading meters and allow customers to monitor usage on-line. This agreement will remain in
effect for a period of 20 years from the date of execution.
STAFF RECOMMENDATION: Adopt Resolution Approving Streetlight License Agreement
Between Pacific Gas & Electric (PG&E) and the City of Dublin as part of the Smartmeter
Program.
4.8 Warrant Register ($2,205,207.20) dated February 3, 2009 (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
5. WRITTEN COMMUNICATIONS
5.1 Approve Letter of Support for Inclusion of Local Parks and Recreation Infrastructure
Funding in the American Recovery and Reinstatement Act of 2009 (920-90)
The American Recovery and Reinvestment Act of 2009, also known as H.R. 1, is an
expansive plan to stimulate our economy and create jobs. Unfortunately, the bill, released
January 23, 2009, does not include programs to strengthen our nation's local parks and
recreation infrastructure. The Council will consider approval of a draft letter of support to
Senator Dianne Feinstein, Senator Barbara Boxer and Congressmen Jerry McNerney for
inclusion of local parks and recreation infrastructure funding in the American Recovery and
Reinvestment Act of 2009, and authorize Mayor Sbranti to sign the letters.
STAFF RECOMMENDATION: Approve draft letter of support for inclusion of Local Parks
and Recreation Infrastructure Funding in the American Recovery and Reinvestment Act of 2009,
also known as H.R. 1, and authorize Mayor Sbranti to sign the letters.
6. PUBLIC HEARINGS -None
7. UNFINISHED BUSINESS
7.1 Diversion Subcommittee Report (810-50)
The City Council will consider approving the Diversion Subcommittee's Diversion Action
Plan proposal, which was developed in coordination with members of the City Council, the
City's waste hauler, Amador Valley Industries, and City Staff. The proposed Diversion
Action Plan would serve as a strategic plan guiding document to focus the City's efforts in
diverting recyclable materials away from disposal at the landfill.
STAFF RECOMMENDATION: Review and approve the Diversion Subcommittee's proposed
Diversion Action Plan.
8. NEW BUSINESS
8.1 Request for Proposals to Prepare a Specific Plan and Environmental Impact Report for the
Camp Parks (Dublin Crossings) Project Area (PA 08-049) (410-55/400-20)
The City Council will consider directing Staff to prepare a Specific Plan and Environmental
Impact Report for the Camp Parks (Dublin Crossings) Project Area, provide input as to
whether a Task Force should be solicited for the Specific Plan process, and select a City
Councilmember to participate on the Evaluation Committee that will evaluate the proposals
that are submitted in response to the Request for Proposals and direct Staff to work with the
Planning Commission to identify a Planning Commissioner to participate on the Evaluation
Committee.
STAFF RECOMMENDATION: 1) Receive the report and authorize Staff to distribute the
Request for Proposal; 2) Provide input as to whether a Task Force should be solicited for the
Specific Plan process; and 3) Select a City Councilmember to participate on the Evaluation
Committee that will evaluate the proposals that are submitted in response to the Request for
Proposals and direct Staff to work with the Planning Commission to identify a Planning
Commissioner to participate on the Evaluation Committee.

8.2 Designation of a No Parking Zone on Oak Bluff Lane (570-20)
As recommended in the December 2008 Staff Report regarding the School Crossing Guard
and Pedestrian Operations/Safety Study prepared by Omni-Means, Staff recommends the
establishment of a 95-foot no parking zone on the south side of Oak Bluff Lane at Newfields
Lane, and a 50-foot no parking zone on the north side of Oak Bluff Lane at Newfields Lane.
The purpose of these proposed "No Parking" zones is to increase the visibility of pedestrians
to oncoming traffic before pedestrians enter the crosswalk.
STAFF RECOMMENDATION: Adopt Resolution Approving a No Parking Zone on Oakbluff
Lane at Newfields Lane.
8.3 Annual Video Newsletter (150-40)
The City Council will consider alternatives for the preparation of an annual Video Newsletter.
STAFF RECOMMENDATION: Provide Staff with direction on the completion of the City
Council's Goal of an Annual Newsletter or direct Staff to release a Request for Proposal for the
production of a specific Video Newsletter and provide direction on areas of focus.
8.4 St. Patrick's Day Parade Float (950-40)
The City Council will consider its method of participation in the 2009 St. Patrick's Day
Parade.
STAFF RECOMMENDATION: Consider alternatives for the City Council 2009 St. Patrick's
Day parade entry and provide direction to staff.
8.5 Establishing City Manager's Annual Performance Evaluation (600-30)
The City Council will consider engaging consulting services in an effort to establish specific
evaluation criteria for the City Manager's Annual Performance Evaluation.
STAFF RECOMMENDATION: Authorize Staff to engage Sherry L. Lund Associates to
facilitate the development of specific criteria for the City Manager's Annual Performance
Evaluation or direct Staff to release a Request for Qualifications for a facilitator and appoint two
Councilmembers to work with Staff to interview applicants.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
