3.2 Recognition of the PartiCipants ofthe 2007-2008 City of Dublin 101 Program (150-80)
The City Council will recognize the participants of the 2007-2008 Dublin 101 Program.
STAFF RECOMMENDATION: Recognize the Participants.
3.3 Appointment to Livermore-Amador Valley Transit Authority JP A Board of Directors
(110-30)
The City Council will consider confirming the appointment of Councilmember Hildenbrand
to the LA VT A Board of Directors, as of February 5, 2008. The next appointment to the
Board will be considered in December 2008.
STAFF RECOMMENDATION: Confirm the Mayor's appointment of Councilmember
Hildenbrand as one of the City's representatives on the Livermore-Amador Valley Transit
Authority JP A, designate an alternate, and direct Staff to notify LA VT A of the appointment.
3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (31 MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting conceming the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Govemment Code Section 54954.2(b)(1 )(2)(3).

4.2 Adoption of Ordinance Amending Dublin Municipal Code (DMC) Chapter 5.52 (Public
Dances) (585-25)
This is the second reading and adoption of an ordinance amending Chapter 5.52 of the Dublin
Municipal Code relating to public dances in regard to permit requirements.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance amending Chapter 5.52
of the Dublin Municipal Code.
4.3 Adoption of Ordinance Amending Chapter 1.04 and Chapter 8.136 of the Dublin
Municipal Code, Regarding Mediation (610-25)
This is the second reading and adoption of an ordinance amending Chapter 1.04 and Chapter
8.136 of the Dublin Municipal Code regarding mediation.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance amending Chapter 1.04
and Chapter 8.136 of the Dublin Municipal Code.
4.4 Adoption of Ordinance Amending Dublin Municipal Code Chapter 5.84 (Use of CORPUS
Data) (585-45)

Municipal Code (Use of CORPUS Data)

4.5 Adoption of Ordinance Amending Dublin Municipal Code (DMC) Chapter 5.40 (Hotel
Registration) (585-35)
This is the second reading and adoption of an ordinance amending Chapter 5.40 of the Dublin
Municipal Code (Hotel Registration)
STAFF RECOMMENDATION: Waive reading and adopt Ordinance amending Chapter 5.40
of the Dublin Municipal Code.
4.6 Adoption of Ordinance Amending Section 2.08.020 of the Dublin Municipal Code to
Provide for Increase in the Salary for Members of the City Council (700-20)
This is the second reading and adoption of an ordinance amending the Dublin Municipal Code
to provide for increase in the salary for members of the City Council.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance amending Section
2.08.020 of the Dublin Municipal Code.
4.7 Adoption of Ordinance Repealing and Re-enacting Dublin Municipal Code Chapter 5.12,
Relating to Parades and Events; and Adoption of Resolution Establishing Designated
Parade Routes (650-30)
This is the second reading and adoption of an ordinance repealing and re-enacting Dublin
Municipal Code Chapter 5.12, relating to parades and events, and adoption of a resolution
establishing designated parade routes.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance repealing and re-enacting
Dublin Municipal Code Chapter 5.12; and adopt Resolution establishing designated parade
routes.
4.8 Continuation of Emergency Action and Progress Report Regarding Remediation Work at
Dublin Civic Center (200-20)
The Civic Center incurred fire and water damage on December 18,2007. At its December 17,
2007 meeting, the City Council approved a declaration of emergency in order to allow a
waiver of competitive bid for necessary environmental remediation and building restoration.
This item would approve a continuation of the declaration of emergency while the
remediation work continues and provide an update on the progress of the project to date.
STAFF RECOMMENDATION: Adopt Resolution continuing the emergency action to the City
Council meeting of February 19,2008.

4.9 Approval of Reimbursable Services Agreement with the State Department of California
Highway Patrol for the I-590lFallon Road Interchange Improvement Project (600-50)
The I-580/Fallon Road Interchange Improvement project will require closing lanes on the
1-580 mainline during day- and night-time construction of the project. . To enhance
enforcement in construction work zones during lane. closures, the City has requested the
services of the California Highway Patrol (CHP) to provide enforcement. Approval of the
Agreement will reimburse the CHP for services provided during construction.
STAFF RECOMMENDATION: Adopt Resolution approving the Reimbursable Services
Agreement with the State Department of California Highway Patrol for the I-580/Fallon Road
Interchange Improvement Project.
4.10 Adoption of Resolution Amending Resolution No. 120-84, to Allow Waiver of Fees and
Charges for Specified Activities Sponsored by Dublin Based Non-Profit Groups and
Organizations (180-50 / 650-20)
The City Council will consider minor revisions to Resolution No. 120-84 to conform to the
City's longtime administrative implementation of the resolution. Specifically, it will require
the request for a fee waiver to be submitted with the application for certain permits and will
require approval of the fee waiver if the request is submitted in a timely manner and includes
the required information.
STAFF RECOMMENDATION: Adopt Resolution amending Resolution No. 120-84, to allow
waiver of fees and charges for specified activities sponsored by Dublin based non-profit groups
and organizations.
4.11 City Treasurer's Investment Report for 2nd Quarter 2007-2008 (320-30)
The City's investment portfolio totals $108,388,715 (market value). As of December 31,
2007, funds were invested at an average yield of 4.48%.
STAFF RECOMMENDATION: Receive report.
4.12 Acceptance of Work - Contract No. 07-09, 2007 Annual Slurry Seal Program (600-35)
This project resurfaced several City streets and the Civic Center and Library parking lots with
a slurry seal that will prolong the life of the existing pavement surface.
STAFF RECOMMENDATION: Approve a budget change in the amount of$1,954; and accept
improvements under Contract No. 07-09, 2007 Annual Slurry Seal Program, and authorize the
release of retention after 35 days if there are no subcontractor claims.
4.13 Conversion from "Yield" Control to "Stop" Control on Carlow Way and Bluebell Way at
Edenberry Street (590-40)
This item seeks City Council approval to install STOP signs on Carlow Way and Bluebell
Way to establish "stop" control in place of the current "yield" control. Concurrent with the
STOP signs, pavement markings would be installed.
STAFF RECOMMENDATION: Adopt Resolution to install STOP signs on Carlow Way and
Bluebell Way at Edenberry Street.
4.14 Amendment to the Agreement with HKIT Architects for Consulting Services for the
Maintenance Yard Programming Study (600-30)
The City originally entered into a Consultant Services Agreement with HKIT Architects to
conduct a programming study for a future maintenance facility. Additional costs were
incurred in order for the consultant to perform necessary changes to the Study.
STAFF RECOMMENDATION: Approve Budget Change in the amount of$3,237; and
adopt Resolution approving the amendment to the agreement with HKIT Architects.

6. PUBLIC HEARINGS
6.1 Ordinance Amending Dublin Municipal Code Chapter 5.88 (Dangerous Weapons)
(660-60)
This is the first reading of an Ordinance Amending Chapter 5.88 of the Dublin Municipal
Code to provide clarification of provisions relating to Dangerous Weapons.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance Amending Chapter 5.88 of the Dublin Municipal Code relating to
dangerous weapons.
6.2 Ordinance Repealing Chapter 4.24 of the Dublin Municipal Code relating to Drug
Paraphernalia (660-60) .
This is the first reading ofan Ordinance repealing Chapter 4.24 of the Dublin Municipal Code
as the Chapter conflicts with State Law.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance repealing Chapter 4.24 of the Dublin Municipal Code.
6.3 Ordinance Repealing Chapter 4.32 of the Dublin Municipal Code relating to Private
Patrols (660-60)
This is the first reading of an Ordinance repealing Chapter 4.32 of the Dublin Municipal Code
relating to Private Patrols as private patrol operators are regulated by the State.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance repealing Chapter 4.32 of the Dublin Municipal Code.
7. UNFINISHED BUSINESS
7.1 Construction Contract Change Orders - Devany Square Project 96540 & Inspector Trailer
Relocation Project 93462 (600-35)
Valley Crest Landscape Development has been contracted by the City to complete site
improvements for the Inspection Trailers and Devany Square. Staff is seeking City Council
approval on two proposed change orders and the required budget change.
STAFF RECOMMENDATION: Approve Change Orders # 3 and #4, approve Budget Change
and authorize remaining contingency expenditure by the City Manager.
8. NEW BUSINESS
8.1 St. Patrick's Day Parade Float (950-40)
The City Council will consider options for entry of a City Council float in the 2008
St Patrick's Day Parade.
STAFF RECOMMENDATION: Consider alternatives for the City Council's 2008 St. Patrick's
Day parade entry and provide direction to staff.
8.2 Consulting Services Agreement with Veronica Tam & Associates, LLC'to Prepare the
2009-2014 Update to the Housing Element of the General Plan, Extension ofthe Housing
Committee Pilot Program through Completion of the Housing Element Update and the
Appointment of One City Councilmember as a Non-Voting Liaison to Participate on the
Housing Committee through the Completion of the Housing Element Update (600-30)
The City Council will consider approving a Contract for Services Agreement to perform the
City's 2009-2014 Housing Element update. The City Council will also consider extending
the Housing Committee pilot program through completion of the Housing Element update and
appointing one City Councilmember as a non-voting liaison to participate on the Housing
Committee through completion of the Housing Element update.
STAFF RECOMMENDATION: Adopt Resolution Approving a Consulting Services
Agreement with Veronica Tam & Associates, LLC to prepare the 2009-2014 update to the
Housing Element of the General Plan and authorizing the City Manager to execute the
Agreement for $89,900; extend the Housing Committee pilot program through completion of the
Housing Element update; and appoint one City Council member as a non-voting liaison to
participate on the Housing Committee through the completion of the Housing Element update.

8.3 Stagecoach Park Play Equipment Proposals (290-30)
In December 2007, Staff distributed a Request for Proposal to qualified play equipment
representatives to replace the existing play equipment at Stagecoach Park. At its January 22,
2008 meeting, the Parks and Community Services Commission recommended the Option #2
Play Equipment proposed by Ross Recreation in the blue, green and tan color scheme. City
Council will review the proposal and provide Staff direction on play equipment selection.
STAFF RECOMMENDATION: Approve the Option #2 play equipment proposal, or provide
alternate direction; and adopt Resolution to accept the proposal for the equipment and authorize
City Manager to execute a Purchase Order for the equipment; and Authorize Staff to seek bids
for installation. .
8.4 Approval for Plan to Use 2007-2008 Proposition 1B - Local Streets and Roads
Improvement, Congestion Relief, and Traffic Safety Funds (660-40/820-20/390-10)
In order to receive the State distribution of $701,759 in State Bond Funds, the City is required
to submit a plan for the use of the funds. The proposed plan would apply these funds to
Capital Improvement Program Project No. 96852, Dougherty Road Improvements - Houston
Place to 1-580. The adopted City budget requires an adjustment to the revenue in order to
reflect the full allocation from the State.
STAfF RECOMMENDATION: Adopt Resolution Approving a Plan to Use 2007-2008
Proposition IB - Local Streets and Roads Improvement, Congestion Relief, and Traffic Safety
Funds; and approve a Budget Change in the amount of $302,428.
8.5 Update on Municipal Regional Permit for Stormwater and Review of Comment Letter to
the San Francisco Bay Regional Water Quality Control Board (1000-60/1000-20)
The new proposed Municipal Regional Permit for Stormwater will be presented to the City
Council, together with potential impacts to various aspects of the City's operation.
STAFF RECOMMENDATION: Accept the report; and authorize the Mayor to sign the letter to
the San Francisco Bay Regional Water Quality Control Board outlining the City's concerns with
the Permit and requesting that the Regional Board's staff revise the Permit to address these
concerns.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
