DUBLIN CITY COUNCIL
REGULAR MEETING - Monday, February 8, 1988, 7:30 p.m.

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
4. CONSENT. CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of January 25, 1988

4.2 City Treasurer's Investment Report for Period Ending January 31, 1988

4.3 Annual Statement of Investment Policy
Section 53646 of the Government Code requires that the City Treasurer or Chief Fiscal
Officer annually render to the City Council a Statement of Investment Policy. The safety of
each type of investment instrument is specifically addressed.
STAFF RECOMMENDATION: Adopt Resolution
4.4 Policy for Approval of Contract Change Orders
This policy establishes monetary limits for CIP contract change orders which may be approved
by the City Manager. Change orders over those limits would be referred to the City Council.

4.5 Quitclaim of Storm Drain Easement over Parcel Map 518
A blanket storm drain easement was granted to Alameda County by Vo1k-McLain in 1961, with
the stipulation that the easement be quitclaimed if the property was subdivided and/or other
adequate drainage facilities were provided.
STAFF RECOMMENDATION: Adopt Resolution
4.6 Kolb Park Improvements Contract 87-6 Proposed Change Order
During the course of construction, the tennis court surfaces were found to be damaged by
tree roots. This $17,666 change order provides for resurfacing the courts and modifying the
perimeter fencing to fit.
STAFF RECOMMENDATION: Approve Change Order for resurfacing the two tennis courts at Kolb Park.
4.7 1988 Summer Aquatics Program
The City assumed the aquatic programming responsibility from DSRSD effective January 1,
1988. Staff has prepared cost estimates for operation of the pool, as well as revenue
estimates that will be generated by the programs at the pool.
STAFF RECOMMENDATION: 1) Authorize additional appropriation in the amount of $10,000 to be
offset by aquatic fees; 2) authorize budget transfer from the Contingent Reserve in the amount
of $4,500; 3) authorize recruitment of part-time aquatic staff.
4.8 Authorization for Out of State Travel for City Manager, Assistant to the City Manager and City
Attorney, February 17-19, 1988, related to refinancing 1985 Certificates of Participation
This travel is necessary in order to make formal presentations to the rating agencies in New
York City in order to obtain the most favorable rating for the refinancing of the City's
1985 Certificates of Participation.
STAFF RECOMMENDATION: Authorize out of state travel.
4.9 Award of Bid for Trustee Bank
As part of the refinancing of the 1985 Certificates of Participation, the City is required
to contract with a Trustee to perform functions of escrow agent, trustee, registrar,
custodian, and paying agent in the refinancing and new issue of the Civic Center
Certificates of Participation. Nine bids were submitted.
STAFF RECOMMENDATION: Award bid to the Bank of California and authorize Staff to sign all
necessary agreement documents.
4.10 Warrant Register dated February 8, 1988

4.11 Tri-Valley Wastewater Authority (TWA) Informational Report
At the January 25, 1988 Council meeting two residents addressed the Council regarding
current activities of the Tri-Valley Wastewater Authority. The Dublin San Ramon Services
District is a member of this agency and their elected Board has input on the Authority's
operations. Staff has met with the General Manager of TWA to obtain an update on their
current plans. The report is provided as an informational item.

5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 The Good Guys/Enea Property Sign Location Variance Request, PA 87-161, Southwest Corner of
Amador Plaza Road & Dublin Boulevard
The Good Guys are requesting a sign location variance to allow a wall mounted sign on the
west side of Building B in the Enea Plaza Shopping Center. This item was continued from the
January 25, 1988 City Council meeting with direction to consider a resolution approving the
application.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt resolution
approving application, or give direction and continue the item.
6.2 Ordinance Amending Ordinance No. 10-82 Regulating the Sale and Use of Fireworks
At its meeting of January 25, 1988, the City Council adopted 3 Resolutions calling a special
election for a Fireworks Advisory Ballot Measure for June 7, 1988, and introduced an
ordinance which would amend Ordinance No. 10-82 by noticing potential fireworks applicants
for 1988 of the potential repeal of Ordinance No. 10-82 and No. 12-82 prior to June 28,
1988.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.3 Ordinance Adopting Alameda County Code Title 3, Chapter 6, Article 14, By Reference
(Construction, Repair, Reconstruction, Destruction, or Abondonment of Wells)
This Ordinance incorporates the County Ordinance by reference and sets up standards and
permit procedures for work relating to wells.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.4 Ordinance Increasing City Council Salaries
Section 365l6(b) of the Government Code allows for an increase in Councilmember's salaries
not to exceed 5% for each calendar year. If the Council adopts this Ordinance, salaries for
the City Council would be $347.29 per month, after the November, 1988 election.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.5 Ordinance Relating to Oversize Truck Operations
The Surface Transportation Assistance Act of 1982 requires that local jurisdictions be
responsible for providing reasonable access to certain large commercial vehicles operating
on the State's Designated System of Routes.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce
ordinance.
6.6 Ordinance Relating to Property Maintenance
This ordinance would make it unlawful to maintain unsightly materials visible from a public
street in residential property. The ordinance declares certain conditions to be a public
nuisance and prescribes the procedure for abatement.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce
ordinance.

8. NEW BUSINESS
8.1 Request from Dublin High School to Utilize Valley Community Swim Center
The Council will consider a request from Dublin High School to open the swimming pool at the
Valley Community Swim Center for use by the swim team.
STAFF RECOMMENDATION: 1) Request DSRSD to reseal the swimming pool deck at a cost of $4,800;
2) consider request from Dublin High School for early utilization of the Valley Community Swim
Center.
8.2 Informational Report on Traffic Signal Interconnect
The signal interconnect system provides improved traffic flow on Dublin Boulevard during
peak periods, with the result being greater fuel efficiency.
STAFF RECOMMENDATION: Receive Report
8.3 Review of Negative Declaration Report for the proposed improvements to 1-580/1-680 east and
south of the 1-580/1-680 interchange
Staff has reviewed the recently issued Environmental Assessment for proposed freeway
interchange improvements near the 1-580/1-680 juncture and suggests forwarding comments to
CalTrans regarding construction phasing and the Dublin Boulevard Extension.
STAFF RECOMMENDATION: Receive presentation; formulate comments and direct Staff to provide
written comments on the EIR.
8.4 Appointment of Member and Alternate to Alameda County Waste Management Authority
The City has been advised that the Alameda County Solid Waste Management Authority ceased to
exist on January 27, 1988, and the new Alameda County Waste Management Authority became
effective on that same date. Legal Counsel for the new agency has advised that it is
necessary for each member agency to designate by resolution, a member and alternate to
represent each agency of the new Authority.
STAFF RECOMMENDATION: Adopt Resolution
8.5 Property Exchange with Dublin Information, Inc., and Approval of Amendment of Lease Agreement
The Civic Center project property is currently owned by Dublin Information, Inc. (DII), and
the City of Dublin. A property exchange is required to avoid dual ownership of the portion
of the project which is now under construction. Once the property exchange is complete, it
is also necessary to amend the Lease Agreement which describes the property conditioned by
the Lease.
STAFF RECOMMENDATION: Adopt Resolutions
8.6 Dublin Boulevard Extension PA 88-010 General Plan Amendment Study Authorization
Staff has identified a potential realignment of Dublin Boulevard extension between the
Southern Pacific right-of-way and Tassajara Road. The realignment is different than that
shown in the existing Dublin General Plan. The potential alignment may provide for a better
land use pattern and better roadway network.
STAFF RECOMMENDATION: Authorize the General Plan Amendment Study.
