DUBLIN CITY COUNCIL
REGULAR MEETING - February 8, 1993 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting in the City Clerk's Office and aLso at
the Dublin Library.

2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
3.1 Introduction of Police Services Deputy John Freeman
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Corrments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action~ Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent calendar.
4.1 Minutes: Adjourned Regular Meeting of January 21 (East Dublin
GPA & SP), and Regular Meeting of January 25, 1993
STAFF RECOMMENDATION: Approve
4.2 Acceptance of Improvements - Tract 5616 (Brighton Meadows)
This tract is located on Brighton Drive adjacent to Kolb
Park and is made up of 17 single family house lots. The
public improvements have been completed and are ready for
acceptance by the city.
STAFF RECOMMENDATION: Adopt Resolution accepting improvements
and letter of credit in lieu of maintenance bond.
4.3 Resolution Trust Corporation (RTC) - Affordable Housing
Program Public Conveyance Program
A Notice of Interest form would permit the City to be
placed on the RTC's list, should any properties within
Dublin become available for conveyance.
STAFF RECOMMENDATION: Authorize Staff to complete and submit
the RTC Notice of Interest form.
4.4 Community Development Block Grant (CDBG) Budget Amendment for
Fiscal Year 1992-93
This item would authorize an appropriation in the amount of
$23,781 to the Arroyo Vista Playground Equipment Project to
allow the City to pay the Dublin Housing Authority for
funds expended. The city will be reimbursed by the Alameda
County Department of Housing and Community Development from
CDBG funds.
STAFF RECOMMENDATION: Authorize additional appropriation of
$23,781.
4.5 Dublin Police Services 1992 Calendar Year Report
Dublin Police Services prepares an annual report which
documents activity performed during the previous year.
STAFF RECOMMENDATION: Receive Report.
4.6 Warrant Register Dated February 8, 1993
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Change of No Parking Except Saturday Zone to No Parking
Anytime Zone on Dublin Boulevard Near Big-O Tires and DSRSD
Building
City Staff is requesting authorization to change a "No
Parking Except Saturday" zone to a "No Parking Anytime"
zone so that a right turn lane can be extended. The right
turn lane will reduce congestion and minimize conflicts
between drivers turning right and those continuing straight
on Dublin Boulevard.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
7. UNFINISHED BUSINESS
7.1 Heritage Center Acquisition
The city council will consider approval of purchase
agreements for the Heritage Center, as well as an agreement
for an environmental assessment of the site.
STAFF RECOMMENDATION: Approve agreements and authorize Mayor
to execute same; provide direction on acquisition of original
Murray Schoolhouse.
8. NEW BUSINESS
8.1 State Budget Impact on 1993-94 Budget
The city of Dublin may be faced with a budget shortfall in
excess of $1 million in FY 1993-94. The city has 3
fundamental alternatives or combination of alternatives
which can be pursued: 1) reduce operating costs/services;
2) increase revenues; or 3) utilize General Fund reserves.
STAFF RECOMMENDATION: Review options for addressing potential
shortfall, select those options which Staff should pursue in
the development of the 1993-94 Preliminary Budget, and set
monetary targets for those major options selected.

10.1 Potential Litigation in accordance with Government Code
Section 54956.9(c).
11. ADJOURNMENT - The city council will hold a Goals & Objectives Study
Session on Wednesday, February 17th (7:30 p.m.), to review the status
of goals established in 1992, and to establish and prioritize goals for
1993.
The next Regular Meeting of the city Council will be on Monday,
February 22nd (7:30 p.m.).
The city council Public Hearing on the East Dublin General Plan
Amendment and specific Plan will continue on Tuesday, February 23rd
(7:30 p.m.).
