REGULAR MEETING - February 10, 1986

At this time, members of the audience are permitted to address the City Council on any item
which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any
person feels that this is not sufficient time to address their concern, that person should
arrange with the City Manager to have their particular concern placed on the agenda for a
future meeting.
4. CONSENT CAlENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for
approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for
purpose of public input may request the City Council to remove the item from the consent
calendar. The request may be made at the time that the Mayor asks the audience members if
there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes of Regular Meeting of January 27, 1986
STAFF RECOMMENDATION: Approve
4.2 City Treasurer's Investment Report for Period Ending January 31, 1986
STAFF RECOMMENDATION: Approve
4.3 Acceptance of Work - Tract 4929
Dilsville, the developer of Tract 4929, has completed the public improvements
but has not yet provided the 25% maintenance bond. Letter of Credit is to
remain in force until a replacement bond is provided for the one-year
guarantee.
STAFF RECOMMENDATION: Adopt Resolution accepting improvements; Authorize Staff to
accept maintenance bond
4.4 San Ramon Road Underground Utility District Number 1
Due to problems with the undergrounding of some of the telephone lines, the
San Ramon Road underground utility project is behind schedule. This reso-
lution will extend the date by which the property owners are to be ready and
the date of the pole removal.
STAFF RECOMMENDATION: Adopt resolution revising underground deadlines.
4.5 Dublin Boulevard Underground Utility District Number 1
The Dublin Boulevard underground utility project is behind schedule but is
now under construction. This resolution will extend the date by which
property owners are to be ready for underground service to March 31, 1986,
and the date of the pole removal to May 30, 1986.
STAFF RECOMMENDATION: Adopt resolution revising underground deadlines.
4.6 Report on City's Liability Insurance Program
The City has been advised that effective March 1, 1986, the City's liability
insurance will expire . It is probable that in the coming year, the City will
require the services of a claims administrator. The lack of liability
insurance could impact existing contracts for services.
STAFF RECOMMENDATION: Direct Staff to evaluate alternatives available for claims
administration. Direct Staff to begin discussions with Alameda County on
modification to existing agreements requiring the City to provide primary
liability insurance coverage. Direct notice to DSRSD regarding current insurance
situation.
4.7 Implementation of Section 414(h)(2) of the Internal Revenue Code
The Internal Revenue Code allows member contributions to a qualified
retirement plan to be treated as tax deferred income. The legislative body
must adopt a resolution implementing the change. The change will create no
additional cost to the City.
STAFF RECOMMENDATION: Adopt resolution and authorize Staff to implement the
provisions of Internal Revenue Code Section 414(h)(2) effective with the payroll
period beginning February 15, 1986.
4.8 Emergency Response P~~n Consultant Services
St3ff has reviE:-. ..;d services available to preparE:- .t multihazard response plan
as required by law. The firm of Disaster Consultants Inc., has submitted a
proposal to complete the plan and provide related services. They have also
indicated the ability to meet the State mandated deadline of October 1, 1986.
STAFF RECOMMENDATION: Authorize the Mayor to execute the agreement.

5. WRITTEN COMMUNICATIONS
5.1 Regarding City Council participation in the St. Patrick's Day Parade
The Dublin-San Ramon Lions Club is organizing the Third Annual St. Patrick's
Day Parade and has invited the City Council to participate.
STAFF RECOMMENDATION: Consider
6. PUBLIC HEARING
6.1 Amendment to Public Employees' Retirement System Contract
PERS has provided the City with the necessary documents to remove the
exclusion for elected officials. Pursuant to the State Government Code, the
disclosure of the costs of the amendment must be made at a public meeting.
The estimated annual cost is between $2,976 and $7,700.
STAFF RECOMMENDATION: Open public hearing; receive Staff Report and public input;
deliberate; adopt resolutions; introduce ordinance; continue the second reading of
the ordinance to the meeting of March 10, 1986; authorize budget transfer from the
Contingent Reserve in the amount of $2,955.
6.2 Recreation Vehicle Ordinance
On January 13, 1986, the City Council directed the City Attorney to rewrite
the RV Ordinance to address the City Council's concerns and bring the item
back to the City Council. The City Attorney has prepared a revised ordinance
in accordance with City Council directions.
STAFF RECOMMENDATION: Open public hearing; hear Staff presentation; take
testimony from public; question Staf and public; close public hearing; deliberate;
waive reading and introduce ordinance.
7 . NEW BUSINESS
7.1 Goals & Objectives Study Session Date
Each year the City Council establishes goals and objectives which are used to
prepare the annual budget document. Due to the complexity of this process,
it is usually conducted at a special study session.
STAFF RECOMMENDATION: Set date for Study Session
7.2 Bay Area Rapid Transit District Livermore-Pleasanton Extension Study Supplemental
Analysis - Draft Final Report
BART has prepared a Draft Final Report of the Livermore-Pleasanton
Supplemental Analysis. The report includes cost and ridership projections
which were not included in the interim report. The final report also
recommends that the first stage include the Dublin and Pleasanton stations
with the development of an interim maintenance and storage yard.
STAFF RECOMMENDATION: Review report and identify any concerns with respect to the
Supplemental Analysis so that those concerns may be conveyed at the Technical
Advisory committee level.
7.3 Initiation of Zoning Ordinance Amendment Regarding Fortune Telling
The City has received a request to review the existing Ordinance which
prohibits fortune telling for compensation. It would be appropriate for the
City Council to initiate a Zoning Ordinance Amendment to allow fortune
telling in the C-l Retail Business District with a Conditional Use Permit and
to prohibit fortune telling as a home occupation.
STAFF RECOMMENDATION: Refer the review of the Zoning Ordinance Amendment to the
Planning Commission.
7.4 Amador Valley Boulevard Landscaping Schematics (Village Parkway to Dougherty Road)
This item involves the review of schematic landscape plans for Amador Valley
Boulevard median and parking curb protrusions and gives Staff direction so
that design of the contract documents may be completed.
STAFF RECOMMENDATION: Review and provide direction on the proposed landscape
schematics.
