At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Adjourned Regular Meeting of January 21, 1992 and
Regular Meeting of January 27, 1992
STAFF RECOMMENDATION: Approve
4.2 English Language Amendment H.R.123 & S.434
Federal bills have been proposed which would make English
the official language of the federal government. Staff was
directed to prepare a resolution supporting and encouraging
passage of the bills.
STAFF RECOMMENDATION: If adopted, direct Staff to send
Resolution to Federal Representatives as appropriate.
4.3 City Treasurer's Investment Report as of January 31, 1992
STAFF RECOMMENDATION: Receive Report
4.4 Acceptance of Gifts to City
A Dublin resident has donated a computer system to the
Dublin Senior Center.
STAFF RECOMMENDATION: Accept gift and direct Staff to prepare
formal acknowledgment to Jim Lewis.
4.5 Status Report on Regional Affordable Housing Legislation
The Tri-Valley Affordable Housing Committee, made up of
representatives from the 7 cities and counties in the Tri-
Valley Area, is seeking Regional Affordable Housing
Legislation that would permit credit for jointly developing
affordable housing in the Tri-Valley area.
STAFF RECOMMENDATION: Receive Report.

6. PUBLIC HEARING
6.1 Hansen Hill Ranch Project Development Agreement PA 91-099
The proposed contract between the City and the Developer of
the 180 unit Hansen Hill Ranch project would extend the
project approval for 8 years. The Developer would provide
the City with various items including: $150,000 for
affordable housing; park fees by April 1, 1992; public
access to Martin Canyon Creek area; and a gravel trail next
to the creek.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution adopting Negative Declaration; waive reading
and INTRODUCE Ordinance approving agreement for project.
6.2 Establishment of Commercial Garbage Can Collection and
Disposal Rate
The Resolution establishing garbage rates inadvertently
omitted a rate for individual commercial can service. The
proposed rate is the same as the rate charged in 1991.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution amending Resolution No. 3-92 to provide for a
Commercial Can Rate.
6.3 Amendment to Fee Schedule Related to Receipt of Meeting
Agendas, Annual Budget Document and Annual Capital Improvement
Program Document
A review was recently done of fees charged for certain
municipal services. No adjustments to charges for the
above listed services have occurred since the fees were
established in 1984.
STAFF RECOMMENDATION: Conduct pUblic hearing; deliberate;
adopt Resolution adjusting fees for receipt of City Council
agendas to $40 per year; Planning Commission agendas to $30
per year; Park & Recreation Commission agendas to $18 per
year; Annual Budget document to $10 per copy + postage; and
Annual CIP document to $10 per copy + postage.
6.4 Dublin Municipal Code Ordinance Amendment - Management Audit
PA 91-067
Amendments are being proposed to the Municipal Code related
to Planning Commission, Planning Director and Zoning
Administrator authority, Administrative Conditional Use
Permit, Conditional Use Permit, Parcel Map, Signs, site
Development Review and establishing a new zoning clearance
process. Changes are being recommended as a result of the
Management Audit conducted in July 1989 by Hughes, Heiss &
Associates.
STAFF RECOMMENDATION: Conduct pUblic hearing; deliberate;
adopt Resolution approving Negative Declaration; waive reading
and INTRODUCE Ordinance -OR- provide direction to Staff and
continue the matter.
6.5 Ordinance Amending Municipal Code Sections Relating to Right-
of-Way Dedications and Improvements
This proposed Ordinance would amend the existing Municipal
Code to require dedication and/or improvement of adjacent
right-of-way when a proposed new project requires a
discretionary permit and generates increased traffic or
causes a public safety problem. The existing sections
require dedication and/or improvement of right-of-way in
conjunction with construction.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance amending Municipal Code
Sections 7.72.020, 7.72.040 & 7.72.080; adopt Resolution
establishing enforcement guidelines, to become effective on
the effective date of the proposed Ordinance.
7. UNFINISHED BUSINESS
7.1 Administrative Procedures for Exemptions Requested from
Mandatory Garbage Service
The City Council has amended the Solid Waste Management
Ordinance to require garbage service for all residences.
The revised Ordinance contains provisions for exemptions
from this requirement. The procedures used in granting an
exemption are required to be adopted by the City Council.
STAFF RECOMMENDATION: Review and provide input on proposed
procedures and adopt Resolution approving procedures.
8. NEW BUSINESS
8.1 Amicus Brief - Sacramento County Board of Supervisors vs.
Sacramento Local Agency Formation Commission
The Court of Appeal in this case held that the provision of
the Cortese-Knox Act that requires a vote of the electorate
only in the area to be incorporated was unconstitutional as
applied to the proposed incorporation of citrus Heights.
This decision would make it very difficult for new cities
to incorporate in the future and the rationale of the
decision could possibly be extended to annexations, thus
requiring a vote of the entire county for an annexation to
be approved.
STAFF RECOMMENDATION: Authorize city to join in the "amicus
curiae" brief to be written in support of the appellants in
this case. There will be no cost to the City for such
participation.
8.2 Presentation of Design Development Drawings for Dougherty
Regional Fire Authority station No. 1 on Donohue Drive
The Dougherty Regional Fire Authority is currently
processing plans to construct a new fire station on Donohue
Drive in the City of Dublin. Given that this is a public
facility, City Council and public input is requested on the
proposed design.
STAFF RECOMMENDATION: Receive presentation, review and
approve preferred exterior color scheme and direct Staff to
continue working with DRFA to finalize the project.

10. CLOSED SESSION - None
11. ADJOURNMENT - The next Regular Meeting of the Dublin City Council
will be on Monday, February 24, 1992, 7:30 p.m., Council Chambers.
The Tri-Valley Joint council meets every Monday morning at 7:30 a.m.,
(except holidays) in the Regional Meeting Room of the Dublin Civic
Center.
The Dublin City Council will hold a Special Meeting on Tuesday,
February 25, 1992, 7:30 p.m., in the Council Chambers, to review the
City'S 1991 Goals & Objectives and to establish and prioritize 1992
Goals & Objectives.
