DUBLIN CITY COUNCIL
REGULAR MEETING - February 11, 1984

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City
Council on any item which is not on the City Council Agenda. Comments
should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with
the City Manager to have their particular concern placed on the agenda for a
future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are
considered for approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent
calendar for purpose of public input may request the City Council to remove
the item from the consent calendar. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in
removing an item from the Consent Calendar.
4.1 Minutes of Regular Meeting of Regular Meeting of January 28, 1985

4.3 Banner Installation - Children's Theatre Workshop
The Children's Theatre Workshop (CTW) has requested approval for
the posting of a banner advertising their productions. The City
Council has previously adopted a policy regulating the posting of
banners.
STAFF RECOMMENDATION: Approve installation of banners for CTW
productions on 9/27-10/11/85; 11/22-12/9/85 and 2/7-2/21/86 in
accordance with the adopted City policy.
4.4 Financial Report for Period Ending December 31, 1984

4.6 Award of Bid - Contract 85-1, Handicap Ramps, Annual Sidewalk
Program and Silvergate Drive Median Modifications
This project combines 3 projects from the adopted 1984-85 Capital
Improvement Program. The projects are 1) Silvergate Drive Median
Modifications; 2) Annual Sidewalk Repair Program; 3) Handicap Curb
Ramps project. Bids were taken on February 4, 1985. Low bid was
$43,653 from Hess Construction Company.
STAFF RECOMMENDATION: 1) Award bid to Hess Construction Company;
2) Authorize Mayor to execute agreement; 3) Authorize City
Engineer to negotiate a change order with Hess Construction
for additional handicap ramps.
4.7 Award of Bid - Contract 84-11, Traffic Signals (3), Downtown Street
Lights and Street Tree Program
This project will provide traffic signals at 3 locations: 1)
Amador Valley Boulevard/Stagecoach Road; 2) Dublin Boulevard/Clark
Avenue; 3) Dublin Boulevard/Dublin Court. It will also provide
street trees and street lights at various locations and traffic
signal detector loops at the Dublin Boulevard/Dougherty Road
intersection. Bids were opened on 2/4/85 with two bids being
received. The low bid was $441,234.09 from Rosendin Electric, Inc.
STAFF RECOMMENDATION: 1) Award bid to Rosendin Electric, Inc.
2) Authorize Mayor to execute agreement
4.8 Award of Bid - Contract 84-9, Village Parkway Sidewalk and
Landscaping, West Side of Street
These improvements consist of concrete sidewalk between the
existing curb and sidewalk, with trees spaced at 34 feet and quarry
waste aggregate or concrete placed behind the sidewalk with vines
and shrubs being planted against the new soundwall along the west
side of Village Parkway. The landscaping will also be irrigated
automatically. The low bid was $103,945.22 from MCE Corporation.
STAFF RECOMMENDATION: 1) Award bid to MCE Corporation; 2)
Authorize Mayor to execute agreement; 3) Authorize City
Engineer to negotiate a change order to substitute concrete
for quarry waste not to exceed $20,000; 4) Authorize a budget
transfer of $29,500 from the three (3) signal projects.
5. PUBLIC HEARING
5.1 PA 84-076 Kaufman & Broad Single Family Prezoning and Annexation
Application
On January 28, 1985 the City Council indicated their desire to
review the architecture of the proposed single family dwelling
units prior to adopting the ordinance. Kaufman & Broad has
submitted the detailed site development review information. Staff
has reviewed the information and finds the proposals acceptable.
STAFF RECOMMENDATION: Open public hearing; hear presentation/tes-
timony; close public hearing; adopt resolution
establishing revised general provisions; waive second
reading and adopt ordinance.
5.2 Establishment of Speed Limits
The first element of a comprehensive Traffic Engineering Study
funded through a grant from the California Office of Traffic Safety
is the establishment of speed limits. The consultant preparing the
project has reviewed the streets as required by the California
Vehicle Code. Consideration was given to prevailing speeds,
accident records and roadside conditions not apparent to the
driver, as required by State Law.
STAFF RECOMMENDATION: Open public hearing, receive consultant's
report and public testimony, deliberate, waive the reading and
introduce the ordinance.
5.3 Dublin General Plan
Over the past two years, the City has developed the Dublin General
Plan and EIR. Public comments have raised concern regarding 1)
jobs/housing relationship and 2) land use designation at Amador
Valley Boulevard and Dougherty Road.
STAFF RECOMMENDATION: Open public hearing, hear Staff
presentation, receive public comments, close public hearing;
consider job/housing relationship policy; adopt responses to
EIR comments and certify EIR; adopt findings and statement of
overriding considerations; adopt General Plan.
6. WRITTEN COMMUNICATION
6.1 Dougherty Hills Open Space
Dublin Hills Partnership is requesting the City to consider
accepting ownership of the open space on the west side of the
Dougherty Hills. Staff suggests a field trip to review the
potential merits and concerns of the request.
STAFF RECOMMENDATION: 1) Establish a date for a field trip to the
Dougherty Hills open space; 2) Direct Staff to make
arrangements for the field trip.
6.2 Dublin Connection
Dr. Richard Cochran, Murray School District Superintendent has
inquired as to whether or not the City Council would be interested
in either hosting a reception or undertaking some form of
recognition for the Irish Marathon Runner, Dick Hooper, who will be
in our area from July 15 - 21, 1985.
STAFF RECOMMENDATION: Consider
7. NEW BUSINESS
7.1 Branaugh Quarry Surface Mining Permit - Draft EIR
Alameda County has prepared a Draft EIR for the Branaugh Surface
Mining Permit application. The project involves a quarry on 40
acres on Collier Canyon Road west of Doolan Road. Staff has
prepared comments regarding conflict with the Dublin General Plan
and Sphere of Influence, coordination with adjoining parcels,
aesthetic impacts and traffic.
STAFF RECOMMENDATION: Direct Staff to transmit comments to Alameda
County.
7.2 General Plan Consultant Budget Adjustment
The 1984-85 budget for General Plan Consultant

8.1 1985 Goals & Objectives Study Session Date
STAFF RECOMMENDATION: 1) Set a meeting date for review and
consideration of 1985 City Goals & Objectives; 2) Authorize
Staff to take out display ad to encourage citizen
participation.
