DUBLIN CITY COUNCIL
REGULAR MEETING - February 11, 1991 DUBLIN CIVIC CENTER
Monday - 7:30 p.m. 100 CIVIC PLAZA
A complete packet of information containing all Staff Reports and
exhibits related to each agenda item 1S available for public
information and perusal several days prior to a Council meeting at
the Dublin Library and also in the City Clerk's Office at the Civic
Center.
1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of January 28, 1991
STAFF RECOMMENDATION: Approve
4.2 City Treasurer's Investment Report as of January 31, 1991
STAFF RECOMMENDATION: Accept Report.
4.3 Contract 91-1 Annual Sidewalk Safety Repair
This project repairs hazardous sidewalks in various
locations throughout the City.
STAFF RECOMMENDATION: Adopt policy resolution for Sidewalk
Repair Program and authorize Staff to advertise for bids.
4.4 Acceptance of Improvements Tract 5073 Bordeaux Estates
Work in this tract has been completed to the satisfaction
of the City Engineer.
STAFF RECOMMENDATION: Adopt Resolution; authorize Staff to
accept maintenance bond; and authorize Staff to recommend that
Alameda County release the performance bond once the
maintenance bond has been received.
4.5 Agreement regarding development of a Proposed Alameda County
Nonpoint Source Control Management Program
This agreement provides for cost-sharing between Alameda
County and the cities within Alameda County for the purpose
of developing a nonpoint source control management permit
application. The nonpoint source program is the result of
requirements in the Federal Clean Water Act.
STAFF RECOMMENDATION: Adopt Resolution and authorize budget
transfer of $7,037.55 to the Engineering Operating Budget from
the Contingent Reserve.
4.6 Acceptance of Work Contract 89-8 Civic Ctr Courtyard Fountain
Work on this project was completed within overall funds
budgeted; however, the cost exceeded funds budgeted for FY
1990-91 by $7,877.
STAFF RECOMMENDATION: Accept improvements; authorize
retention payment, less liquidated damages, in amount of
$7,877 to Golden Bay Construction; authorize budget transfer
($7,877) from unallocated reserves.
4.7 Final Acceptance of Sculpture ("Gaia" by Ned Smyth) from the
Dublin Fine Arts Foundation
Gaia was unveiled at the Civic Center on January 22, 1991.
This action will allow the Artist to proceed with the
transfer of ownership.
STAFF RECOMMENDATION: Adopt Resolution
4.8 Additional Appropriation - Shannon Community Center Building
Renovation
The City Council previously approved an additional
appropriation for FY 1989-90, related to this project. Due
to a delay in receiving the final invoice and completion of
punchlist items, some of the expenses were required to be
recorded in FY 1990-91. This appropriation does not change
the total project cost.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Award of Bid - Contract 90-10A Pedestrian Signal Handicap
Modification
The low bid received, $18,592, exceeds funds budgeted for
construction of this project.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to
Richard A. Heaps; authorize budget transfer of $7,022 from San
Ramon Rd Improvements Phase IV project to Pedestrian Signal
Handicap Modification project; & authorize Mayor to execute
agreement.
4.10 Warrant Register Dated February 11, 1991
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION
5.1 Letter from Bryan & Murphy Associates regarding Capital
Improvement Projects
This letter requests a public discussion of the City's
policy with regard to contracts for Engineering Services.
Staff has not had sufficient time to prepare a response for
this meeting.
STAFF RECOMMENDATION: Receive written communication and
direct Staff to prepare a response for a future agenda -OR-
take other appropriate action.
6. PUBLIC HEARING
6.1 Passenger Loading Zone
This is the second reading of a proposed Ordinance to
establish passenger loading zones on Amarillo Road in front
of Nielsen School.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
7. UNFINISHED BUSINESS
7.1 City Support of Troops stationed in the Middle East - Purchase
of Banners and Adoption of Resolution
The City Council will consider the purchase of red white
and blue banners for display on the City's banner poles.
Alternate location quantities will be discussed, with costs
ranging from $1,400 to $8,970. The Council will also
consider adoption of a Resolution supporting the leadership
of the President of the united States and commending the
men and women on the front lines of the Persian Gulf War.
STAFF RECOMMENDATION: Review information regarding banners
and provide Staff with direction; review and adopt Resolution,
if appropriate.
7.2 Bay Vision 2020 Draft Report - written Response
The City Council discussed the Draft Bay Vision 2020 Report
at a meeting on January 28, 1991. Staff was directed to
prepare a written response to the report for consideration
by the City Council.
STAFF RECOMMENDATION: Review proposed letter, provide any
additional input and authorize the Mayor to distribute the
letter on behalf of the City of Dublin.
8. NEW BUSINESS
8.1 Dougherty Road Median Modification at Pak'N Save Driveway
A number of accidents have occurred as a result of drivers
making left turns in or out of the Pak'N Save driveway on
Dougherty Road. The City's Traffic Engineer recommends
closing the median to prevent left turns at this location.
STAFF RECOMMENDATION: Receive Staff presentation and public
comment and authorize Staff to proceed with the median
modification.
8.2 Agreement to Install Home composting Education site @ Shannon
Park
At a previous meeting, the City Council conceptually
approved the installation of a compost education site at
Shannon Park. Staff has worked with representatives of
Alameda County Vector Control to develop an agreement
outlining the proposed project.
STAFF RECOMMENDATION: Adopt Resolution.

11. ADJOURNMENT - A Joint City Council/Planning commission Study
Session will be held on Thursday, February 14, 1991, 7:30 p.m., in
the Regional Meeting Room related to the East Dublin Study.
