3.2 Public Comments
At this time, the public is permitted to address the City Council on non..agandizad items. Please step to the podium and cleerly state
your neme for the record. COMMENTS SHOULD NOT EXCEED THREE f3J MINUTES. In accordance with Stata Law, no action
or discussion may take place on any ~em not appearing on the posted agenda. The Council may tespond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the C~y Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The e)(ceptlons
under which the City Council MAY discuss andlor take action on items not appearing on the agenda are contained in Government
Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are conslde18d for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of February 1, 2005
STAFF RECOMMENDATION: Approve
4.2 Award of Bid - Contract 04.14, Police Evidence Ventilation System (File #600-35)
This project would provide a new HVAC (heating, ventilation, air conditioning) unit for the
evidence storage area of the Civic Center Police Wing, as well as installation of two
independently vented storage containers for the storage of evidence.
STAFF RECOMMENDATION: Adopt Resolution awarding Contract 04-14, Police Evidence
Ventilation System, to CaI-Neva Environmental Systems.
4.3 Approval of Replacement Recreational Use License Agreement with Zone 7 of the Alameda
County Flood Coutrol and Water Conservation District (File #600-40)
The City entered into a license agreement with Zone 7 in 1987 for the use of Zone 7 property
for trail and recreational use. In lieu of further modification of this agreement, it is proposed
to replace the agreement with a single new Recreational Use License Agreement
incorporating the existing trail segments, as well as the new portion of the Tassajara Creek
Regional Trail.
STAFF RECOMMENDATION: Adopt Resolution approving the Recreational Use License
Agreement with Zone 7.
4.4 Acceptance of Improvemenu for Trad 7279 (Tassajara Creek Phase ß - Greenbriar by
GHC Investments, LLC) (File #600-60)
As part of the development of Tract 7279, the Developer completed improvi1ments associated
with Tassajara Creek Phase ß - Greenbriar, a residential neighborhood located west ofTasslijara
Road. It is now appropriate for the City to accept the streets for maintenance, and release the
bonds that gu¡1J"anteed the work.
STAFF RECOMMENDATION: Adopt Resolution accepting improvements associated with Tract
7279 (Tasslliara Creek Phase ß - Greenbriar) and approving the regulatory traffic control devices.
4.5 Acceptance of Improvements for Tract 7075 (fassajara Creek Phase I ~ Greenbriar by GBC
Investments, LLC), and Approval of Access and Maintenance Agreement with Tassajara
Creek Maintenance Association for Landscape of Zone 7 Creek Parcels (File #600-60/600-30)
As part of the development of Tract 7075, the Developer completed improvements associated
with Tassajara Creek Phase I - Greenbriar. It is now appropriate for the City to accept the streets
for maintenance and release the bonds that guaranteed the work In addition, the City will execute
a license agreement with the Tassajara Creek Maintenance Association for trail and landscape
maintenance on Zone 7 property.
STAFF RECOMMENDATION: Adopt Resolution accepting the improvements and approving the
regulatory traffic control devices; and adopt Resolution approving the Access and Maintenance
Agreement with the Tassajara Creek Maintenance Association for landscape maintelUUlce of Zone 7
creek parcels.
4,6 Acceptance of Grant Award from the California Office of Traffic Safety (OTS) iu Support of a
California Seat Belt Compliance Campaign (File #580-40)
This $11,999 OTS mini-grant offsets overtime and reporting costs for seat belt enforcement
during a three-week (May 16-Jtme 5, 2005) mobilization period that includes the Memorial Day
holiday.
STAFF RECOMMENDATION: Accept grant award; and approve Budget Change.
4.7 City Council Organization/Committee Appointments (File #110-30)
Individual members of the City Council represent the City of Dublin on various local and regioual
boards/committees/commissions. An updated appointment list was considered and approved by
the City Council at its December 7 and December 21, 2004, meetings. Since that time, Staffhas
been advised of several modifications to the list, which result in the need to appoint additional
representatives.
STAFF RECOMMENDATION: Confirm appointment ofCm. Hildenbrand as Alternate to the
Livermore-Amador Valley Transit Authority JPA; confirm the appointment of Mayor Lockhart as
Representative and Cm. Hildenbrand as Alternate to the rri-Valley Triangle Study Policy Advisory
Committee; and direct Staff to notify affected agencies of the appointments, as appropriate.
4,8 Approval of a Memorandum of Agreement (MOA) for Cost Sharing of Senoices Provided by
BJW Geospatial, lne.. and approval of an Agreement for Consulting Services with HJW (File
#600-30)
The City ofLivennore, City ofPleasanton and Alameda County Flood Control & Water
Conservation District Zone 7 require new imagery that would overlap with the City of Dublin's
boundary. The City of Dublin will be part of a group purchase of aerial imagery for the Dublin-
Livermore-Pleasanton area. By using a data sharing agreement and dividing costs proportionally
between the City ofLivennore, City of Pleasant on, and Zone 7, the City of Dublin can acquire
imagery for the entire Dublin area at a significantly reduced cost.
STAFF RECOMMENDATION: Waive competitive bid process pursuant to Dublin Municipal Code
§2.36.050(a)(6); adopt Resolution approving the MOA with the City of Livermore, City of
Pleasanton and Zone 7 regarding sharing the costs for services provided by IUW in the amount of
$43,199.44; and adopt Resolution approving an Agreement for Consulting Services between the City
of Dublin, City of Livermore, City ofPleasanton, Zone 7, and IUW Geospatial, Inc., for aerial
orthophotography services.
4.9 Warrant Register ($2,990,089.28) dated Febroary 15, 200S (File # 300-40)

6. PUBLIC JJJ!:ARING
6.1 Enea Properties Starward Row Residential Project - Mitigated Negative Declaration,
General Plan Amendment, Planned Development Rezoning Stage 1 and Stage 2
Development Plan, and Site Development Review, PA 04-006 (File # 420-30)
The Council will consider a General Plan Amendment to change the land use designation
fTom Retail/Office to Medium Density (6.1-14_0 units per acre); a Planned Development
Rezoning State 1 and Stage 2 Development Plan; and a Site Development Review for a lO-lot
single-famî1y residential subdivision in the primary planning area on a .77-acre site located at
7475 Starward Drive, and owned by Enea Properties.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution adopting
a Mitigated Negative Declaration and Mitigation Monitoring Program; adopt ResolutioQ
approving General Plan Amendment; waive reading and INTRODUCE Ordirnuice approving a
Planned Development (PD) Rezoning with related Stage 1 and Stage 2 Development Plan; and
adopt Resolution approving the Site Development Review for the project, subject to conditions.
6.2 Zoning Ordinance Amendment Chapter 8,76, Off-Street Parking and Loading Regnlations,
as it Pertains to Recreational Vehicle Parking on Residential Lots, PA 03-028 (File #450-20)
This is the first reading of a proposed Ordinance amendment which would create greater
flexibility with respect to the size of a recreational vehicle parked in the area between a
residential driveway and nearest side lot line, and establish a Conditional Use Pennit process
by which residents can ask for deviations to the size of a recreational vehicle parked in this
area, as well as deviations 1Ì"0m the permitted locations for off-street recreational vehicle
parking.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance approving amendments to Title 8 ofthe Dublin Municipal Code,
Zoning Ordinance Chapter 8.76, Off-Street Parking and Loading Regulations.
6.3 Amendment to Fire Facilities Fee (File #390-20)
A public hearing for the amendment to the City of Dublin's Fire Facilities Fee has been
properly noticed for February IS, 2005, Council meeting. Subsequent to the noticing to the
development community and the placement of the public notice in the newspaper, Staff was
made aware of a discrepancy in the fonnula used to calculate the Fire Facilities Fee that needs
correction. For that reason, Staff is requesting that the City Council withdraw this item to
provide Staff with the opportunity to work with the consultant to make the necessary
corrections to the Fire Facilities Fee report. .
STAFF RECOMMENDATION: Tak.e no action on this item at this time.

8. NEW BUSINESS
8,1 Review of AJternative Land Use Plans for Future Private Development at Camp Parks
(File #610-20)
Staffis asking the City Council to review the alternative land plans developed through the
community charrette process and identify which aspects of the plans have the most merit.
STAFF RECOMMENDATION: Review top 3 alternative land use plans and provide comments
on the positive and negative aspects of each plan.
8.2 Alameda County AItamont Landf¡)1 Open Space Fund - Application for Grant Funding
(File #530.40)
The Altamont Landfill & Resource Recovery Facility Open Space Advisory Committee has
received an application for funding ITom the East Bay Regional Park District. A
subcommittee of the Advisory Committee consisting of representatives ftom Pleasanton,
Alameda County and the Sierra Club is recommending approval of the request. As per the
settlement agreement, the request must be fonnally approved by the Pleasanton City Council
and the Alameda County Board of Supervisors. However, neither body can approve the
application without the City of Dublin's approval.
STAFF RECOMMENDATION: Approve application for funding ITom East Bay Regional Park
District; and direct Staff to notify the City of Pleasant on and the County of Alameda of the
. Council's action.
8.3 Agreement with Godbe Research to Conduct a Housing Needs Survey of Prospective
Housing Needs and Programs (File #600-30)
The City Council will consider entering into an agreement with Godbe Research to provide a
housing needs survey to better plan for future residential development and programs in the
City of Dublin.
STAFF RECOMMENDATiON: Adopt Resolution approving a Consulting Agreement with
Godbe Research; and approve Budget Change in the amount of$IO,OOO ITom the Affordable
Housing Fund.
