3.1 Introduction of New Employee Rosemary Alex, Parks & Facilities Development
Coordinator (File # 700-10)
3.2 Presentation related to East Bay Stand Down for Needy Veterans (File # 520-40)
For the third year, the Vietnam Veterans of Diablo Valley, a non-profit veterans organization,
will be using Parks RFTA (Camp Parks) to host their East Bay Stand Down for needy
veterans on September 7th - 10th. Stand Down is a term coined during the Vietnam War,
which describes the practice of removing combat troops from the field and taking care of their
basic needs in a safe area.
STAFF RECOMMENDATION: Receive presentation.

contained in Government Code Section 54954.2(b)(1)(2)(3).

Consent Calendar items are typically non.controversial in nature and are considered for approval by the City Council with one single

STAFF RECOMMENDATION: Approve
4.2 First Amendment to the License Agreement with Alameda County Transportation
Authority (ACTA) for use of City-owned property at Broder Boulevard and Madigan
Drive (File # 600-40)
The proposed First Amendment to the License Agreement between the City of Dublin and the
Alameda County Transportation Authority (ACTA) allows ACTA to retain their construction trailers
for the 1-580/1-680 Direct Connector Project on the City's furore fire station site at the southwest
comer of Broder Boulevard and Madigan Drive on a month-to-month basis at a rate of $100 per
month.
STAFF RECOMMENDATION: Authorize Mayor to execute First Amendment to Agreement.
4.3 No Parking Zone in Front of the Bay Tree Business Park Office Building at 11750 Dublin
Boulevard (File # 570-20)
This no parking zone is being proposed.to solve a driveway sight distance safety problem.
The request is from a tenant and the owner of the building fronting the proposed no parking
zone.
STAFF RECOMMENDATION: Adopt Resolution.
4.4 Support of Measure K~ East Bay Regional Park District's Parcel Tax Measure on the
March 5, 2002 Ballot (File # 660-30)
At the February 5th City Council meeting, representatives of the EBRPD made a presentation
related to and requested support for Measure K, which would fund 1) environmental
maintenance, 2) public safety, 3) resource protection/restoration, and 4) public access. Staff
was directed to place a Resolution of Support for Measure K on this agenda for consideration
by the Council.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Authorizing Request to the Department of California Highway Patrol to Enhance
Enforcement in the Construction Work Zone for the 1-580/Tassajara Road InterChange
Improvement Project (File # 600-50)
The 1-580/Tassajara Road Interchange Improvement Project will require the closure of lanes
on the 1-580 mainline during day and night time construction of the project. This request is
necessary as a first step in securing the services of the CHP to provide enforcement services.
STAFF RECOMMENDATION: Approve draft letter and authorize Mayor to sign
4.6 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 83-2 (Stagecoach Road Area) (File # 360-20)
This assessment district funds maintenance and utility costs for landscaping along Stagecoach
Road and on the interior slopes of Dublin Hills Estates. This action would authorize Staff to
begin preparation of the preliminary Engineer's Report for Fiscal Year 2002-03. At least one
public hearing will be held prior to levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Authorization to Prepare Engineer's Report for' Street Lighting Maintenance Assessment
District 83-1 (File # 360-50)
This assessment district funds the maintenance and energy cost for street lighting throughout
the City, except for Dublin Ranch and Clifden Parc. This action would authorize Staff to
begin preparation of the preliminary Engineer's Report for Fiscal Year 2002-03. At least one
public hearing will be held prior to levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution.
4.8 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 86-1 (Dougherty Road) (File # 360-20)
This assessment district funds maintenance and utility costs for landscaping associated with
the Villages ~ Willow Creek development along Dougherty Road. This action would
authorize Staff to begin preparation of the preliminary Engineer's Report for Fiscal Year
2002-03. At least one public hearing will be held prior to levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 97-1 (Santa Rita Area) (File # 360-20)
This assessment district funds maintenance and utility costs for landscaping in the Santa Rita
development area bounded by Arnold Road and Gleason Drive, Tassajara road and 1-580.
This action would authorize Staff to begin preparation of the preliminary Engineer's Report
for Fiscal Year 2002-03. At least one public hearing will be held prior to levy of assessments.

Authorization to Prepare Engineer's Report for Street Lighting Maintenance Assessment
District 99-1 (Dublin Ranch) (File # 360-20)
This assessment district funds maintenance and utility costs for street lighting in Dublin
Ranch and the Clifden Parc subdivision (Tract 7067). This action would authorize Staffto
begin preparation of the preliminary Engineer's Report for Fiscal Year 2002-03. At least one
public hearing will be held prior to levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution.
Award of Bid, Contract 01-17, 2001-02 Sidewalk Safety Repair Program and Curb Ramp
Installations (File # 600-35)
This project repairs sidewalk locations that are offset 3A" or more and may pose a tripping
hazard. Nine pedestrian curb ramps will also be installed at various street corners.
STAFF RECOMMENDATION: Adopt Resolution awarding contract to AJW Construction
($45,557.50).
Approval of Right-of-Way Contract for the Dublin Boulevard Widening Project from
Village Parkway to Sierra Court/Civic Plaza (7051 Dublin Boulevard - DSRSD Property)
(File # 600-30)
The widening of Dublin Boulevard from 4 to 6 lanes is an improvement identified in the
City's General Plan to provide for the expected traffic frOm the buildout of the City. This
right-Of-way contract would allow for the acquisition of one of the 10 parcels needed for this
widening.
STAFF RECOMMENDATION: Approve purchase of real property located at 7051 Dublin
Boulevard and authorize the City Manager to sign the contract for the DSRSD parcel and issue a
check in the amount of $39,600 payable to American Title Company for deposit into escrow.
Revisions to the Personnel System (File # 700-20)
The City Council will consider amendments to the City's Classification and Salary Plans to
add a new job description and salary range for a Heritage & Cultural Arts Supervisor.

UNFINISHED BUSINESS
7.1 Review of Schematic Design for Fire Stations 17 and 18 (File # 540-70)
The Architect has prepared revised drawings reflecting the Council's comments and has
further defined the building materials and colors. The Architect will review the revised
drawings and color selections with the Council. The goal for the presentation is to provide
further direction and design input and to authorize the Architect to begin Design
Development.
STAFF RECOMMENDATION: Receive presentation, provide direction and authorize design
development.
NEW BUSINESS
8.1 Senior Center Feasibility Study (File # 240-30)
The City Council will receive a report prepared by Noll and Tam Architects related to the cost
effectiveness of renovating the existing Library Building for a Senior Center, or demolishing
it and constructing a new Senior Center. The report also identifies the potential for senior
housing on the site.
STAFF RECOMMENDATION: Provide direction on preferred plan for new Senior Center
(renovation versus new construction) and whether to further study the site for senior housing and
authorize Staff to prepare a financial analysis of funding options based on the preferred plan for a
new Senior Center.
