ORAL COMMUNI~ATIQNS 3.1 Introdnction of New Employee: Brent Smith, Senior Plan Checker, Community Development Department (FOe # 700-10) 3.2 Recognition of Nominees for City of Dublin's 2005 Citizen of the Year (File # 610-50) Nominees include: Don Biddle, Carol Satterthwaite and Karen Seals. The winner will be announced at the "Proud to be a Dublin Volunteer" celebration being held at the Dublin Senior Center on Thursday, February 23rd. STAFF RECOMMENDATION: Present Certificates of Recognition to nominees. 3.3 Recognition of Nominees for City of Dnblin's 2005 Organization of the Year (File # 610-50) Nominees include: Dougherty Elementary Student Council, Dublin 4H Club, Dublin Host Lions Club, East Bay SPCA, Easter Seals Kaleidoscope After School Program, Friends of the Dublin Library, Knights of Columbus - Dublin #7987, and Rotary Club of Dublin. The winning organization will be announced at the Volunteer Recognition event on February 23rd. STAFF RECOMMENDATION: Present Certificates of Recognition to nominees. 3.4 Presentation by the Livermore Amador Transportation Authority on the WHEELS Strategic Plan (1060-20) Barbara Duffy, General Manager for Livermore Amador Valley Transportation Authority, will make a presentation on the WHEELS Bus Strategic Plan. STAFF RECOMMENDATION: Receive presentation and provide comment. 3.5 Public Comments At this time, the public is permitted to a<ktess the City Council on non-agendized items. In accordance with State Law; no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to slatemen1s made or questions asked, or may request Stall to report back al a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CQNSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. P~e 1 of4 4.1 Minutes of Special Meeting of February 4, 2006 and Regular Meeting of February 7,2006. STAFF RECOMMENDATION: Approve minutes. 4.2 Authorization to Solicit Bids - Contract No. 06-02, Fire Station #16 Repairs (600-35) This project includes re-roofing, replacement of selected windows, replacement of the heating, ventilation and air conditioning (HV AC) system, painting, and other minor repair work. STAFF RECOMMENDATION: Authorize Staff to solicit bids for Contract No. 06-02, Fire Station #16 repairs. 4.3 Approval of Freeway Agreement with Caltrans for the Improvement of the 1-580/Fallon Road Freeway Interchange (600-50) Caltrans has requested that the City of Dublin enter into a Freeway Agreement which is required by Caltrans to enable the issuance of an encroachment permit necessary to construct the I-S80/Fallon Road Freeway Interchange project. STAFF RECOMMENDATION: Adopt Resolution approving the Freeway Agreement with Caltrans. 4.4 Approval of Amendment #1 to the Agreement for Maintenance of State Highways in the City of Dublin (600-50) This action will amend the maximum allowable charges to the State of California for maintenance of traffic signals at the San Ramon Road and Dublin Boulevard intersections with the 1-580 off-ramp. This will increase the existing maximum charge of $1,500/year to $2,500/year. The need for the increase is due to the addition of the 1-580 off-ramp signal and the increased cost of maintenance that the City has encountered since execution of the agreement. STAFF RECOMMENDATION: Adopt Resolution approving Amendment #1 to the Agreement for Maintenance of the State Highways in the City of Dublin. 4.5 Acceptance of Improvements - Somerset Lane Bridge and Maymont Lane Bridge Improvements Associated with Tract 7414 (Tassajara Creek Phase 3, GHC Roxbury, LLC) (600-60) As part of the improvements for Tract 7414, the Developer completed construction of two bridges carrying Somerset and Maymont Lanes across Tassajara Creek, connecting Creekview Drive with the project. It is now appropriate for the City to accept the bridges for maintenance, and release the bonds that guaranteed the bridge construction. STAFF RECOMMENDATION: Adopt Resolution accepting Improvements for Somerset Lane Bridge and Maymont Lane Bridge improvements associated with Tract 7414, and approving the regulatory traffic control devices. 4.6 Request to Waive Competitive Bid Process and Authorize Staff to Purchase Evidence Room Shelving Directly from Vendor (350-20) The purchase of shelving and storage for the Police Services Property and Evidence Room was budgeted in the FY 2005-2006 Short Term Building Space Requirement Capital Improvement Program. Staff is requesting that the competitive bid process be waived and the proposed shelving be purchased directly :from the vendor. STAFF RECOMMENDATION: Adopt Resolution waiving the competitive bid process and authorize Staff to purchase shelving directly :from vendor. 4.7 Adoption of Ordinance Amending the Loitering Provisions of the Dublin Municipal Code (585-25) At its February 7, 2006 meeting, the City Council conducted a public hearing, waived the reading and introduced an Ordinance which would amend the current City Ordinance pertaining to loitering, which required revision to ensure the City's Ordinance met current constitutional standards. STAFF RECOMMENDATION: Waive reading and adopt Ordinance amending the loitering provisions ofChaptef 5.04 of the Dublin Municipal Code. P~e20f4 4.8 Annual Audit Report for Fiscal Year 2004-2005 (310-30) The City of Dublin has compiled and published its Comprehensive Annual Financial Report (CAFR) for the fiscal year ending June 30, 2005. This report includes financial statements prepared by Caporicci and Larson, the independent auditors selected by the City Council. STAFF RECOMMENDATION: Receive report and confirm reservations of fund balances for Fiscal Year 2004-2005. 4.9 Final Financial Reports for Fiscal Year 2004-2005 (330-50) STAFF RECOMMENDATION: Receive reports and approve Budget Change in the amount of $150,000. 4.10 Warrant Register ($4,690,459.65) dated February 21,2006 (300-40) STAFF RECOMMENDATION: Approve Warrant Register. 5. WRITTEN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 Village Green Site Development Review Amendment to Dublin Transit Center Site B-2 (Avalon Bay Communities) Site Development Review, PA 03-058 (410-30) Avalon Bay Communities is proposing to construct a +1-acre open space area known as the Village Green which would include landscape, hardscape, a children's play area, trellises and other appurtenances associated with a park-like setting. This project is located south of Dublin Boulevard between Demarcus Boulevard and Iron Horse Parkway. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution approving Village Green Site Development Review Amendment to Dublin Transit Center Site B-2 (Avalon Bay Communities) Site Development Review, with Project Plans attached as Exhibit A. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Approval of Parking Regulations on Myrtle Drive in the Viciuity of Dublin Comers Shopping Center (570-20) This item is to establish parking regulations on the east side of Myrtle Drive in the vicinity of Dublin Comers Shopping Center in order to ensure traffic safety and proper use of on-street parking at this location. These regulations include a ''No Parking - Tow Away" Zone and a "Restricted Parking" Zone by vehicle length/height. STAFF RECOMMENDATION: Adopt Resolution approving parking regulations on Myrtle Drive in the vicinity of Dublin Comers Shopping Center. 8.2 Approval of Memorandum of Undentanding (MOU) for 1-580 Intelligent Transportation System Managementffraffic Operations System (ITSrrOS) and Project Charter for Phase 1 of the 1-580 BOV Lane Project (600-40) The City of Dublin will consider an MOD to participate in regional coordination of transportation and incident management activities within the Tri- Valley area by cooperating with other operating agencies in Alameda County (such as Caltrans, Alameda County Congestion Management Agency, Livermore Amador Valley Transportation Authority, the Cities of Livermore and Pleasanton, and others) to improve traffic operations along the 1-580 corridor. STAFF RECOMMENDATION: Adopt Resolution approving the proposed MOD for 1-580 Intelligent Transportation System Managementffraffic Operations System (ITS/TOS) and Project Charter for Phase 1 of the 1-580 HOV Lane Project.
