REGULAR MEETING - February 22, 1988

1. CALL TO ORDER

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.

input may request the Ci ty Council to remove the i tern from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Agreement with Dublin Housing Authority Right of Entry to Construct Arroyo Vista Soundwall
This agreement will permit the City's contractor to enter Dublin Housing Authority property
for purposes of constructing a soundwall. The agreement further defines certain
responsibilities on the part of the City and the Housing Authority.
STAFF RECOMMENDATION: Adopt resolution approving agreement and authorizing Mayor to execute
agreement.
4.2 Request for Banner Installation - Valley Artists
The Valley Artists are requesting permission to install a banner advertising their sprlng
show and craft sale on the San Ramon Road banner poles.
STAFF RECOMMENDATION: Authorize Staff to issue encroachment permit once insurance certificate
has been received.
4.3 Warrant Register dated February 22, 1988
STAFF RECOMMENDATION: Approve
4.4 Acceptance of Improvements - Tract 5402 (Vista Green)
Improvements in Tract 5402 have been inspected by the City Engineer and found to be in
accordance with the approved plans and specifications.
STAFF RECOMMENDATION: Adopt Resolution accepting work as complete and authorize Staff to
accept maintenance bond at a future date.
5. Yf~RITTEN COMHUNICATIONS
S.l Request for Formation of Assessment District for Acquisition and Improvement of the Extension
of Dublin Boulevard from Dougherty Road Easterly ta the Southern Pacific Right-af-Way.
The City has received a request from Woodhill Development to investigate formation of an
assessment district for a portion of the Dublin Boulevard extension.
STAFF RECOMMENDATION: 1) Direct Staff to develop estimated costs, a proposed preliminary
assessment spread, and a petition for the formation of subject proposed assessment district. 2)
Approve budget transfer in the amount of $1,500.
6. PUBLIC HEARING
6.1 Ordinance Relating to Oversize Truck Operations
The Surface Transportation Assistance Act of 1982 gives local jurisdictions the
responsibility for providing service and terminal access for large vehicles operating on the
state's Designated System of Routes. TIlis ordinance provides a procedure for handling
requests for access.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.2 Ordinance Relating to Property Maintenance
Second Reading of Ordinance that would make it unlawful to maintain unsightly materials
visible from a public street in residential property. The ordinance declares certain
conditions to be a public nuisance and 0rescribes the procedure for abatement.
STAFF RECOf1MENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.3 Request for Variance at 8662 Fenwick Way
This Variance is to construct a solarium at rear of dwelling. Addition will cause family
room to become an inside room. By adding mechanical ventilation that provides 20% of air
supply to family room, the code requirement of light and ventilation would be satisfied.
STAFF RECOMMENDATION: Grant Variance.
0.4 No Parking Zone and Passenger Loading Zone - Amarillo Road
The City Council directed Staff to work with Nielsen School toward redesigning their
driveways and parking lot in order to help alleviate traffic congestion on Amarillo Road.
Part of the recommended improvements involve passenger loading and no parking zones on the
public street.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.5 PA 87-174 Appeal of Goodwill Industries Conditional Use Permit request at 6680 Regional Street
The Applicant requested a Conditional Use Permit to allow a Goodwill donation trailer in the
southeast corner of the Howard Johnson Hotel parking lot. The Planning Commission found the
proposal would create an inappropriate mixture of donation station with the existing hotel
and restaurant and that the proposal would not comply with the Downtown Dublin Specific
Plan. The Applicant appealed the Planning Commission action.
STAFF RECOMMENDATION: Conduct Public Hearing; deliberate; adopt resolution upholding Planning
Commission's action denying Goodwill Industries Condi-tional Use Permit request -OR- provide
direction and continue the item.
6.6 PA 87-178 Enea Plaza (Southern Portion) Rezoning
City Council initiated Planned Development Rezoning request to rezone the Southern 3.0~
acres of APN 941-1500-040 (located on the west side of Amador Plaza Road near Dublin
Boulevard) from the l464th Zoning Unit established under Alameda County to a new PD allowing
a range of retail, office, personal service and financial uses.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution approving negative
declaration of environmental significance; adopt resolution approving the rezoning for PA
87-178; waive reading and introduce ordinance amending Zoning Ordinance.

8. NEW BUSINESS
8.1 Dublin Sports Grounds Use Policy
The Council will consider a field use policy and fee schedule for the Dublin Sports Grounds.
STAFF RECOMMENDATION: Adopt Resolution establishing policies and procedures for the use of the
Dublin Sports Grounds and adopt resolution establishing field use fees.
