PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 3.1 Proclamation declaring March, 1987 as "ARC - Mental Retardation Awareness Month" 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of February 9, 1987 STAFF RECOMMENDATION: Approve 4.2 Taugher & Associates Building Law Enforcement Services Contract Evaluation On February 10, 1987, the City Council reviewed the Building and Safety and Zoning Investigation Services, provided through a contract with Taugher and Associates. The proposed agreement covers services for Fiscal Year 1987/88 and contains an increase of approximately 3%. A budget transfer is required in Fiscal Year 1986/87 to provide services to complete the sign enforcement survey. STAFF RECOMMENDATION: Approve Amendment to Agreement and authorize Mayor to execute said Agreement; Authorize budget transfer of $18,250 4.3 MCE Corporation Public Works Maintenance Contract Evaluation On February 10, 1987, the City Council reviewed the Public Works Services provided by M.C.E. Corporation. The firm has presented an agreement covering the upcoming Fiscal Year. The agreement has been written to allow a revision to the Schedule of Work based upon the budget approval process. STAFF RECOMMENDATION: Approve Agreement and authorize Mayor to execute said Agreement 4.4 Contract 86-4 - Annual Sidewalk Program The proposed policy is consistent with the one adopted in Fiscal Year 1985/86. The City attempts to consolidate repairs into a single contract in order to obtain the most competitive price. The proposed scope of work also includes concrete areas in parking strips to accommodate passengers of the local bus service. STAFF RECOMMENDATION: Adopt policy resolution for Sidewalk Repair Program and authorize Staff to advertise for bids. Sufficient funds have been budgeted. 4.5 Acceptance of Improvements, Tract 4719 (Dublin Hills Estates). Tract 4719 includes the single-family homes adjacent to Stagecoach Road. Improvements in this Tract have been completed to the satisfaction of the City Engineer. STAFF RECOMMENDATION: Adopt Resolution to accept the work completed; authorize Staff to accept letter of credit and to accept maintenance bond at a future date. 4.6 License Agreement for Joint Use of Alamo Creek through Dougherty Park This agreement provides for joint use of Alamo Creek through Dougherty Park by the City of Dublin and Zone 7. STAFF RECOMMENDATION: Adopt Resolution approving license agreement and authorize Mayor to execute same. 4.7 Approval of Amended Final Map, Tract 4415. Tract 4415 consists of 26 townhouse lots developed by Coral Development. The project is adjacent to Davona Drive and Alcosta Blvd. The Amended Final Map and improvement plans have been reviewed by the City Engineer and found to be in accordance with the project conditions of approval. STAFF RECOMMENDATION: Adopt Resolution accepting Amended Final Map, Tract 4415. 4.8 Contract 87-3 Annual Slurry Seal Program Slurry seal is a preventive maintenance technique which prolongs the life of the street. City streets are currently on a 5 to 7 year cycle. Staff has prepared bid specifications for the 1986/87 program. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.9 Award of Bid - Contract No. 87-1 Dublin Blvd. Signal Interconnect. The City Council authorized Staff to solicit bids for the first phase of a Traffic Signal Interconnect Project. This will link signals along Dublin Blvd. and allow for computerized progression. A total of five bids was received, and the low bidder was Steiny & Co., Inc., with a bid of $98,800. STAFF RECOMMENDATION: Award bid to Steiny & Co., Inc.; Authorize Mayor to execute the agreement; Authorize Staff to negotiate additional work to perform work originally contained in Phase II (provided that the total contract amount does not exceed the $150,000 budget). 4.10 Financial Report for Period Ending January 31, 1987. STAFF RECOMMENDATION: Approve. 4.11 Warrant Register dated February 23, 198, STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 Request from CalTrans to retain the temporary parking lot on Scarlett Court as a permanent Park & Ride Lot A temporary parking lot was constructed on State right-of-way adjacent to Scarlett Court. The State has made an inquiry as to the possibility of maintaining the lot after the interchange is constructed. The lot would be owned and maintained by the State as a Park and Ride facility. The State would like confirmation that the City does not object to this use. STAFF RECOMMENDATION: Consider 6. PUBLIC HEARING 6.1 Installation of STOP signs at the intersection of Clark Avenue and Maple Drive/Ebensburg Lane. At the meeting of February 9, 1987, the City Council reviewed traffic concerns at this location. The public testimony indicated a desire for a three-way STOP and modifications to the centerline along Clark Ave. Staff has reviewed the conditions and prepared the appropriate ordinance. STAFF RECOMMENDATION: Open Public Hearing; receive Staff presentation; hear public comments; deliberate, waive reading and adopt Ordinance on an urgency basis. 6.2 Arroyo Vista - Regulation of Vehic~lar Traffic. The State Vehicle Code authorizes a City Council to adopt a resolution providing for police traffic enforcement on certain private roadways. Staff has prepared the necessary resolution and reviewed changes to bring the signing into conformance with the vehicle code. This includes changing the posted speed limit from 15 m.p.h. to 25 m.p.h. STAFF RECOMMENDATION: Open Public Hearing; receive Staff report and public testimony; deliberate; adopt Resolution. 6.3 Ordinances Repealing Campaign Contribution Ordinances No. 1-84 and No. 3-84. Pursuant to the City Council direction, Staff has prepared an Ordinance which would allow State Law to regulate campaign contributions with one exception. The exception would limit the contributions to a candidate or a committee to $300 per donor. STAFF RECOMMENDATION: Open Public Hearing; receive Staff report; receive public testimony; deliberate; waive the reading and introduce the Ordinance. 6.4 Speed Studies Regarding: San Ramon Road, Hansen Drive, Betlen Drive, Tamarack Drive, Penn Drive, Dublin Blvd., and Dougherty Road. A traffic engineering study is required when a police agency uses radar for speed enforcement. Some of the streets were studied due to recent changes in design or traffic control. The Traffic Engineer has prepared a study which conforms to State Law. The proposed speed limits are consistent with existing Ordinances. STAFF RECOMMENDATION: Open Public Hearing; receive Staff presentation; receive public testimony; deliberate; adopt survey results and direct Staff to implement. 7. UNFINISHED BUSINESS 7.1 BART Park and Ride Lot On January 26, 1987, Dave Burton requested that the City Council ask BART for an Environmental Impact Report on the BART Park and Ride Lot. The City Council has previously identified mitigation measures needed to avoid significant adverse impacts and sent such comments to BART. The BART Staff has given a preliminary response. STAFF RECOMMENDATION: Consider, and if additional comments are needed, give direction to Staff. 8. NEW BUSINESS 8.1 1987 Founders Week/Shamrock Festival A steering committee with representatives of service clubs and the Dublin Chamber of Commerce has been meeting to plan an expanded Founder's Week. It has been suggested that the City provide representation on the planning committee. The events will occur the week of July 27 to August 2nd. STAFF RECOMMENDATION: Appoint one representative from the City Council and one from City Staff to serve on the Steering Committee. 8.2 Establishment of a Service Authority for Freeway Emergencies (SAFE). State Law authorizes creation of an authority to install and maintain freeway call boxes on a county-wide basis. The funding is provided through a $1.00 surcharge on automobile registrations. The proposal must be approved by a majority of the City Councils representing a majority of the population. STAFF RECOMMENDATION: Consider adoption of Resolution and direct Staff as appropriate. 8.3 Associate of Bay Area Governments Dues Increase. The City is a member of the Association of Bay Area Governments and participates in several programs offered by this organization. The proposed 1987/88 budget requires a dues increase of 3.5%. STAFF RECOMMENDATION: Consider. 8.4 League of California Cities proposed dues increase. The City of Dublin is a member of the League of California Cities. The organization's Board of Directors is proposing a dues increase of 6%. They have requested that cities review the proposal and provide input through the regional division. STAFF RECOMMENDATION: Consider position and direct the City's representative to the East Bay Division to convey the City's position. 9. OTHER BUSINESS 10. CLOSED SESSION 11.
