PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be rnade at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of February 10, 1986 STAFF RECa1MENDATION: Approve 4.2 Financial Report for Period Ending January 31, 1986 STAFF RECa1MENDATION: Approve 4.3 Final Acceptance of Contract 85-5B, Construction of Office/Storage Building at City Corporation Yard on Scarlett Court The City corporation yard building has been satisfactorily completed by Page Construction and is ready for City acceptance. STAFF RECa1MENDATION: Accept improvements under Contract 85-5B and authorize retention payment of $4,257.40. 4.4 Contract 86-3, Annual Sidewalk Program and Arroyo Vista Sidewalk Connections This project combines the sidewalk safety repair program with the Arroyo Vista sidewalk connections. The Arroyo Vista development sidewalks will be connected to the Dougherty Road sidewalk and provide additional handicap facilities within the project. STAFF RECa1MENDATION: Adopt policy resolution for sidewalk repair program; authorize Staff to advertise for bids; and authorize budget adjustment to reflect revised funding of Arroyo Vista sidewalk connection project. 4.5 Demolition of Illegal Buildings and Structures at 7360 San Ramon Road This involves five buildings & structures which were built prior to incorporation without necessary permits from the County. On October 8, 1984, the City Council directed the City Attorney to commence action to abate the violations. On January 13, 1986, the City Council directed Staff to advertise for bids for demolition and removal of buildings, structures & materials. STAFF RECa1MENDATION: Direct City Attorney to prepare a contract to remove materials and personal property from buildings to be demolished; Award contract to the low bidder; Authorize MCE Corporation to remove the buildings on a time and material basis. 4.6 Acceptance of Grant Deed for Dolan Parkland (4.03 Acres) The City is purchasing park land at the Dolan School site. The deed is in escrow and can be accepted subject to escrow closing. STAFF RECOMMENDATION: Approve resolution accepting grant deed subject to the closing of escrow. 4.7 Fiscal Acceptance Contract 85-2 Landscaping and Irrigation Dublin Boulevard, Amador Valley Boulevard, and Village Parkway STAFF RECOMMENDATION: Acceptance of improvements of contact 85-2; installation of landscape, irrigation, and interlocking paving stones in medians of above-named streets. 4.8 Dublin Boulevard Underground Utility Agreement with PG&E PG&E has requested that the City execute an agreement for the Dublin Boulevard undergrounding and pay the City's share of the cost. STAFF RECOMMENDATION: Approve agreement and authorize payment. 4.9 Shannon Center Building Improvement Plan At the November 25, 1985, meeting of the City Council, the Shannon Center Building Improvement Plan was approved and Staff was directed to notify interested firms. Four firms submitted proposals. Interviews were conducted with each firm as well as background investigations into the firms qualifications. STAFF RECOMMENDATION: Retain the firm of Hansen/Murakarni/Eshima, Inc. to prepare the Building Improvement Plan at a cost not to exceed $14,660; Direct Staff to prepare the documents necessary to execute the contract agreement. 4.10 Agreement for Legal Services The City has contracted with the firm of Michael R. Nave for legal services since incorporation. The last adjustment to the agreement was made effective March 1, 1984. The proposed agreement provides for a modification to the hourly rate and provisions for training. The hourly rate would be increased from $90 to $lOO/hour. STAFF RECOMMENDATION: Approve Agreement and authorize Mayor to execute Agreement. 4.11 Agreement with Alameda County to perform Building Inspection Services for those portions of Tracts 5072,73 & 74 (Hatfield Development) located in the unincorporated territory of Alameda County Tracts 5072,73 & 74 (Hatfield Development) are located partly in Dublin and partly in Alameda County. Issuance of permits and inspection by both Dublin & Alameda County would be a duplication of effort. The Alameda County Building Official has agreed that the project should be developed under the jurisdiction of the City of Dublin. STAFF RECOMMENDATION: Approve Agreement and authorize Mayor to execute Agreement. 4.12 Warrant Register dated February 24, 1986 STAFF RECOMMENDATION: Approve 5. WRITI'EN COMMUNICATIONS 5.1 From Association of Bay Area Governments Re Dues Increase ABAG is proposing an increase of approximately 4.4% in its annual membership dues. This would increase the City's present dues from $1,970 to $2,056/year. STAFF RECOMMENDATION: Consider 6. PUBLIC HEARING 6.1 Recreational Vehicle Ordinance On February 10, 1986, the City Council introduced an ordinance regarding recreational vehicles (RV' s ), boats and similar i terns. The ordinance establishes requirements for storing RV's in the front, side and rear yards of residential properties. STAFF RECOMMENDATION: Open public hearing; hear presentation & testimony; pose questions; close public hearing; deliberate; waive reading and adopt ordinance with specific effective date. 6.2 Solid Waste Management Ordinance and Agreement for Collection/Disposal Services At the regular City Council meeting, Staff was directed to negotiate with Oakland Scavenger Company an Ordinance and Agreement for the collection and disposal of solid waste wi thin the City of Dublin. The proposed documents allow for maintaining service levels at no additional cost to the consumer. The proposed rate structure allows for cost reductions which must be established by the City Council. STAFF RECOMMENDATION: Open Public Hearing; receive Staff Report; receive public testimony; close public hearing; deliberate; waive reading and introduce Ordinance; determine Franchise Fee and adopt Resoltuion 7.
