Manager on Export System Environmental Document Review
This is an informational item regarding the environmental
document for TWA's proposed export system for expanded sewer
capacity to Dublin's eastern planning area and other member
agencies.
STAFF RECOMMENDATION: Receive presentation; direct Staff to
prepare comments, if appropriate, for Council review at the
March 9th City Council meeting; and authorize Mayor to send
letter expressing support of the development of expanded sewer
capacity to Dublin's planning areas.
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and all items are considered for approval by the
City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar
for purpose of public input may request the City Council to remove the item. The request may be made at the time that
the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of February 10, 1992
STAFF RECOMMENDATION: Approve
4.2 Monthly Status Report - Existing Nonconforming Signs
Identified on the Nonconforming Sign Summary List
The Council has requested monthly reports advising of the
current status of the existing nonconforming signs.
Reminder letters have been sent of the upcoming July 1992
compliance deadline.
STAFF RECOMMENDATION: Receive Report.
4.3 Report on Accuracy of 1990 Census
A report has been prepared on the accuracy of the 1990
census, changes made as a result of challenges, and status
of the census count.
STAFF RECOMMENDATION: Receive Report.
4.4 Approval of Final Map, Tract 5616
Tract 5616, Brighton Meadows, is a 17-1ot subdivision
located on Brighton Drive adjacent to Kolb Park.
STAFF RECOMMENDATION: Adopt Resolutions approving the Final
Map and accepting the Parkland In-Lieu Fees.
4.5 Financial Report for Month of December, 1991
STAFF RECOMMENDATION: Receive Report.

4.7 Dublin Police Services 1991 Calendar Year Report
Each year, a report is prepared documenting the activity
performed by Police Services with comparisons made to the
previous year's activity.
STAFF RECOMMENDATION: Receive Report.
4.8 Approval of Amendment to County Solid Waste Management Plan -
Importation of Contra Costa County Waste to Altamont Landfill
State Law requires that the Board of Supervisors, plus a
majority of the cities with a majority of the population
approve any amendment to the County Solid Waste Management
Plan. A request has been made to amend the Plan to provide
for additional importation of solid waste from Contra Costa
County to the Altamont Landfill. Approval of the
importation is subject to several conditions, including the
payment of mitigation fees.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Report on Status of Legislation - Tri-Valley Affordable
Housing
The Tri-Valley Affordable Housing Committee has discussed
proposing legislation which would allow a city or county
credit for housing provided on a sUb-regional level toward
meeting its regional share of housing, as opposed to a
reduction in that city or county's regional share.
STAFF RECOMMENDATION: Receive Report.

6. PUBLIC HEARING
6.1 Request for stop Sign and Crosswalk Installation on Lancaster
Road @ Ann Arbor Way
A resident of the Lancaster Road area is requesting
installation of stop signs on Lancaster Road @ Ann Arbor
Way. Staff is recommending that the request be denied, as
the conditions at the intersection fall far short of the
necessary warrants for the installation of stop signs.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
deny request on the basis that stop signs and a crosswalk in
this location are unwarranted and would create a false sense
of security for pedestrians.
6.2 Dublin Boulevard Extension Assessment District 91-1
This item encompasses the protest hearing for the Dubllin
Boulevard Extension Assessment District, approval of the
Engineer's Report, and award of the construction contract
($1,084,925.60) to Les McDonald Construction, the low
bidder.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolutions: 1) overruling protests; 2) approving
amended Engineer's Report and assessment and ordering
improvement; 3) authorizing Change Orders; and 4) awarding
contract.
6.3 Ordinance Amending Municipal Code sections Relating to Right-
of-Way Dedications and Improvements
This is the second reading of a proposed ordinance which
would require dedication and/or improvement of right-of-way
in conjunction with a discretionary permit when the
proposed use causes increased traffic or affects public
safety.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.4 Hansen Hill Ranch Project Development Agreement
The proposed contract between the city and the Developer of
the 180 unit Hansen Hill Ranch project would extend the
project approval for 8 years. The Developer would provide
the City with various items including: $150,000 for
affordable housing; park fees by April 1, 1992; public
access to the Martin Canyon Creek area; and a gravel trail
next to the creek. This item was discussed and the
Ordinance introduced at the February 10th Council meeting.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.5 Dublin Municipal Code Ordinance Amendment - Management Audit
PA 91-067
Amendments are being proposed to the Municipal Code related
to Planning Commission, Planning Director and Zoning
Administrator authority, Administrative Conditional Use
Permit, Conditional Use Permit, Parcel Map, Signs, site
Development Review and establishing a new zoning clearance
process. This item was discussed and the Ordinance was
introduced at the February 10th Council meeting.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
7. UNFINISHED BUSINESS
7.1 Livermore Amador Valley Multipurpose Arts Center Study
In October of 1989, Dublin joined with the cities of
Pleasanton and Livermore and the South County Community
College District to participate in a valleywide performing
arts center feasibility study committee. The committee has
solicited proposals and selected a consultant to conduct
the study. The City of Dublin must now decide whether or
not to continue to participate in and financially
contribute to the study.
STAFF RECOMMENDATION: Consider whether or not the City of
Dublin will continue to participate in the Livermore Amador
Valley Multipurpose Arts Center study.
7.2 1-680 Retaining Wall (North of Amador Valley Boulevard)
Aesthetic Review
Caltrans is proposing to install a block soundwall along
the west side of 1-680. This item provides for City
Council review of the aesthetic design of the retaining
wall which will support the soundwall. The soundwall
aesthetic design was approved at a previous meeting.
STAFF RECOMMENDATION: Receive presentation; approve design;
authorize Mayor to send letter informing Caltrans of City
Council's decision.
7.3 Proposed Process to Fill Vacancy on Tri-Valley community
Television corporation Board of Directors
One of the City's appointees to the Tri-Valley Community TV
Corporation Board has submitted her resignation. staff has
proposed to advertise the vacancy and have a City Council
sub-committee submit a recommended replacement.
STAFF RECOMMENDATION: Direct Staff to advertise the vacancy;
approve proposed process; and select City Council sub-
committee to interview interested residents.
8. NEW BUSINESS
8.1 90' Baseball Diamond @ Murray School
The City Council will consider a request from Dublin Little
League to fund construction of a 90' baseball diamond at
Murray School.
STAFF RECOMMENDATION: Consider request and provide direction
to Staff.
8.2 1992-93 Community Development Block Grant (CDBG) Program
The total allocation to the City from the FY92-93 CDBG
Program is $49,138. Staff proposes to submit an
application for Minor Home Repair-$9,308, and Dublin Swim
Center Improvements-$38,830.
STAFF RECOMMENDATION: Direct Staff to submit applications for
$49,138 in CDBG funding for FY92-93 and for an advance of
$46,520 in funding for FY93-94 and other funding periods as
necessary.

10. CLOSED SESSION - None
11. ADJOURNMENT - The Dublin City Council will hold a Special Meeting
on Tuesday, February 25, 1992, 7:30 p.m., in the Council
Chambers, to review the City's 1991 Goals & objectives
and to establish and prioritize 1992 Goals & Objectives.
