DUBLIN CITY COUNCIL

1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City
Council on any item which is not on the City Council Agenda. Comments
should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with
the City Manager to have their particular concern placed on the agenda for a
future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are
considered for approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent
calendar for purpose of public input may request the City Council to remove
the item from the consent calendar. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in
removing an item from the Consent Calendar.
4.1 Minutes of Regular Meeting of February 11, 1985

4.3 Claim of Joseph F. Martinez
Joseph F. Martinez has filed a claim against the City alleging
false arrest. The claim is in the amount of $25,000 + damages, the
amount of which are presently unknown.
STAFF RECOMMENDATION: Deny claim and notify insurance carrier and
claimant.
4.4 Zone 7 Final Arroyo Management Plan, Administrative Draft
A public hearing was held at the February 12, 1985 meeting of the
Park & Recreation Commission. Approximately 30 property owners
were in attendance. The areas of concern included location,
security, maintenance and liability. The consensus of the property
owners was not to pursue development of the trails.
STAFF RECOMMENDATION: Oppose the development of trails adjacent to
Zone 7 facilities within the City of Dublin which result in
additional maintenance and security expense to the City.
4.5 Senior Citizen's Gold Card Directory
This project involves a request to participate in the production of
a Senior Citizen's Gold Card Directory. This program provides a
listing of businesses in Dublin and San Ramon that are willing to
give discounts to Senior Citizens. It is proposed that 1/2 of the
production costs be borne by the City of Dublin.
STAFF RECOMMENDATION: Authorize City participation in the
production of this directory.
4.6 Senior Citizen's Center
This item involves a request from Alice Pitchford to consider City
participation in the 1984 State Park Bond Act program in order to
develop additional facilities for senior citizens.
STAFF RECOMMENDATION: Direct Staff to 1) submit request for RFP
packet; and 2) conduct needs assessment study (by July, 1985)
of Dublin's seniors to ascertain potential development and
utilization of a senior center.
5. WRITTEN COMMUNICATIONS
5.1 Californians for Better Transportation Membership
The City has been invited to join Californians for Better
Transportation (CBT) at a membership cost of $250. Californians
for Better Transportation proposes to conduct a public awareness
campaign regarding the deterioration of local streets and roads.

6. PUBLIC HEARING
6.1 Establishment of Speed Limits
The first element of a comprehensive Traffic Engineering Study
funded through a grant from the California Office of Traffic Safety
is the establishment of speed limits. The consultant preparing the
project has reviewed the streets as required by the California
Vehicle Code. Consideration was given to prevailing speeds,
accident records and roadside conditions not apparent to the
driver, as required by State Law.
STAFF RECOMMENDATION: Open public hearing, receive public
testimony, deliberate, waive the reading and adopt ordinance.
6.2 PA84-040 Enea Plaza Planned Development Rezoning Application
John & Sal Enea are requesting a rezoning of approximately 16 acres
at Amador Plaza Road and Dublin Boulevard from PD/C-O (Planned
Development/Admistrative Office) to PD/C-l (Planned Development/
Retail Business). Issues related to the application include
processing of Development Plans, environmental considerations and
design considerations. The City Council needs to decide at what
point the Development Plans need to be processed.
STAFF RECOMMENDATION: Open public hearing; hear presentation and
testimony; close public hearing; deliberate; adopt resolution
regarding Negative Declaration; adopt resolution requiring
Development Plans to be processed concurrently with PD
application and denying application without prejudice.
7. UNFINISHED BUSINESS
7.1 Transit Authority Joint Exercise of Powers Agreement
The Valley Wide Transit Policy Committee has completed its review
of the proposed Transit Authority Joint Exercise of Powers
Agreement. This item includes a review of that Draft Agreement and
a review of the possible transit service alternatives.
STAFF RECOMMENDATION: 1) Consider Transit Authority Joint Exercise
of Powers Agreement; 2) Consider possible transit service
alternatives
8. NEW BUSINESS
8.1 St. Patrick's Day Celebration
Saturday, March 16, 1985 is the 2nd Annual St. Patrick's Day
Celebration coordinated by the Dublin/San Ramon Lion's Club. The
days events include a parade through Dublin, entertainment and
community organization booths at Shannon Park and a dinner/dance at
Shannon Center. A committee meeting is scheduled for February 28,
1985 to finalize the arrangements.
STAFF RECOMMENDATION: 1) Approve St. Patrick's Day Celebration; 2)
Authorize utilization of police personnel, if necessary, for
parade control; 3) Authorize installation of banner
8.2 Dublin Police Services Annual Report for Calendar Year 1984
Dublin Police Services has prepared an annual report of crime
activity and officer workload for 1984. The report compares 1984
statistics with 1983 and gives a percentage increase/decrease for
evaluation assistance.
STAFF RECOMMENDATION: Receive report for review and make comments
where necessary.
8.3 Fiscal Year 1984-85 Mid-Year Financial Review
This report provides an overview of the City's financial condition
at the mid-point of Fiscal Year 1984-85.

8.4 1985 Annual Property & Liability Insurance Renewal
The City's property and liability insurance is scheduled for
renewal March 1, 1985. The City's Insurance Broker has outlined
options for the 1985-86 program. The current policy has no
deductible. Cost proposals were obtained for similar coverage and
also policies offering $5,000 and $10,000 deductibles.
STAFF RECOMMENDATION: Obtain insurance coverage with no deductible
as outlined in Option A of the Staff Report. Authorize a
budget transfer of $27,800 in the 1984-85 Budget. Authorize
City Manager to bind police professional liability insurance
if available.
