DUBLIN CITY COUNCIL
REGULAR MEETING - February 25, 1991 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related
to each agenda item is available for public information and perusal several days
prior to a Council meeting at the Dublin Library and also in the City Clerk's
Office at the Civic Center.

3. ORAL COMMUNICATIONS
3.1 Proclamation to oil Changers in recognition of $3,000 gift to
City to purchase flag banners.
3.2 Presentation of Framed Resolution Supporting and Commending
the Men and Women on the Front Lines of the Persian Gulf War
to Major Cook of Parks Reserve Forces Training Area (Camp
Parks)
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
CouncH Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of February 11, 1991
STAFF RECOMMENDATION: Approve
4.2 Livermore-Amador Valley Multipurpose Arts Center Committee -
Request for Proposal (RFP) to Conduct a Needs Assessment Study
In October 1989, the City of Dublin joined with the cities
of Livermore and Pleasanton and with the South County
community College District to participate in a valleywide
performing arts center feasibility study committee. For
the past several months, a subcommittee of the group has
worked to prepare a Request for Proposal (RFP). The
proposal seeks to employ a consulting firm to conduct a
needs assessment study. All participating agencies are
being asked to review and approve the RFP.
STAFF RECOMMENDATION: Review and approve the RFP.
4.3 Acceptance of Gifts to City
The City Council will formally accept donations of
equipment to the Dublin Senior Center.
STAFF RECOMMENDATION: Accept gifts and direct Staff to
prepare formal acknowledgment to donors.
4.4 Fall Quarter 1990 Recreation Report
The City Council will review a report prepared by the
Recreation Director which summarizes the activities of the
Recreation Department during the Fall Quarter, september
through December.
STAFF RECOMMENDATION: Receive Report
4.5 Resolution Relating to Intention to Issue Bonds for the
Purpose of Providing Financing for certain Public Improvements
& Amending Resolution No. 75-90
Two Resolutions were adopted in 1990 which will reduce the
amount of future assessment on property for public
infrastructure by authorizing the City to use tax exempt
financing. This amendment will expand the scope of
improvements to include improvements to I-580.
STAFF RECOMMENDATION: Adopt Resolution.
4.6 Financial Report for Period Ending January 31, 1991
STAFF RECOMMENDATION: Accept Report
4.7 Agreement with Hector Leslie for Appraisal Services for the
Dublin Boulevard Extension Parcels
This agreement provides for appraisal services concerning
the parcels to be acquired by the City for the extension of
Dublin Boulevard.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to
execute agreement.
4.8 Fiscal Year 1989-90 Audit Comprehensive Annual Financial
Report
STAFF RECOMMENDATION: Accept Audit, Management Letter and
Finance Director's responses.
4.9 Contract 91-02 Annual Street Overlay and Repair program/
Dougherty Road Bike Path
Plans and specifications have been completed for a
construction project to combine the City's 1990-91 street
overlay project with the Dougherty Road bike path (Phase II
- Amador Valley Boulevard to willow Creek Drive).
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.10 Acceptance of Work - Contract 90-07 City Entrance Signs/Park &
Pool Signs
Work on this two-part project was completed within funds
budgeted. The City Entrance Signs portion of the project
was over budget for FY90-91; however, the Park Signs
portion of the project was sufficiently under budget to
offset this overrun.
STAFF RECOMMENDATION: Accept improvements; authorize budget
transfer of $3,879.07 to the City Entrance Signs project from
the Park Signs project; and authorize final and retention
payments of $10,412.85 to Collishaw Construction.
4.11 Alameda Countywide Transportation Plan Status Report
This Countywide Transportation Plan is being developed to
plan a year 2010 transportation system that will attempt to
reduce congestion on major roads and highways while
providing for the projected growth within Alameda County.
The study is approximately 75% complete and is scheduled
for completion in the Fall of 1991.
STAFF RECOMMENDATION: Accept Report.
4.12 Final Fiscal Year 1989-90 Financial Report
STAFF RECOMMENDATION: Accept Report and approve necessary
adjustments.
4.13 Fiscal Year 1990-91 Mid-Year Financial Review
STAFF RECOMMENDATION: Approve recommended Budget adjustments.
4.14 Warrant Register Dated February 25, 1991
STAFF RECOMMENDATION: Approve.
5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Ordinance Amending the City of Dublin Municipal Code: Chapter
6.68 Oversize Vehicle Permits
A new state Law provides that local jurisdictions may no
longer require bonds for oversize vehicle permits and may
no longer require insurance certificates to carry an
additional-insured endorsement.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE ordinance.
6.2 Purchasing - Amendment to Municipal Code Title 2 Chapter 36
This proposed amendment to the Dublin Municipal Code would
permit the City to contract for certain types of
maintenance services on the basis of a negotiated agreement
rather than on a formal low bid basis.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance.

8. NEW BUSINESS
8.1 Alameda County Lead Abatement Program
The Alameda County Board of supervisors approved, in
principle, the Alameda County Health Care Services Agency's
proposed Lead Abatement Program. The Board has requested
some additional issues be resolved which the Health Care
Services Agency is attempting to address.
STAFF RECOMMENDATION: Receive presentation from Alameda
County Health Care Services Agency and instruct Staff to
present Council concerns to the Alameda County Board of
supervisors
8.2 Dublin-San Ramon Lions Club Service Project - Installation of
Handicapped Playground Equipment at Kolb Park
The City Council will consider a proposal from the Dublin-
San Ramon Lions Club to construct a handicapped playground
at Kolb Park as a potential service project.
STAFF RECOMMENDATION: Receive presentation and grant
conceptual approval of project and direct Staff to work with
Lions Club to develop an agreement which identifies the scope
of work, cost to the City and the specific responsibilities of
each party.
8.3 American Flag Patches on Police Uniforms and Vehicles
A Councilmember has requested that this item be placed on
the agenda for discussion. Estimated costs range from $156
to $334.
STAFF RECOMMENDATION: Consider and direct Staff accordingly.
8.4 Joint Powers Agreement to Secure Legal Services - SB 2557 Fees
In January, the Alameda County Board of Supervisors enacted
fees for the administration of the property tax and booking
of prisoners at the County jail. The Alameda County
Management Association believes that portions of the action
taken by the Board are not authorized under California Law.
An agreement has been developed to jointly share the
expense of a legal challenge to the County's imposition of
the fees.
STAFF RECOMMENDATION: Authorize Mayor to execute JPA on
behalf of the City of Dublin.
8.5 Establishment of Position of Community Safety Assistant
In 1984, the City Council approved the establishment of the
position of Crime Prevention Assistant to coordinate the
neighborhood watch program and various community crime
prevention and safety programs. The part-time Crime
Prevention Assistant position is currently vacant. Prior
to filling the position, Staff analyzed the current needs
in providing community programs. Staffing of these
programs has changed since the part-time position was
originally established. Thus, Staff is proposing a
modification to the current position.
STAFF RECOMMENDATION: Adopt Resolutions and Revised Position
Allocation Plan; authorize a budget transfer from the Police
Personal Services budget to the Disaster Preparedness budget.
8.6 Annual Traffic Safety Report
This report identifies intersections where five or more
accidents have occurred over the past year and, where
possible, makes recommendations for corrective action.
STAFF RECOMMENDATION: Receive Report.
8.7 1991-92 Community Development Block Grant (CDBG) Program
Approximately $46,803 in CDBG funding is available for
Fiscal Year 1991-92.
STAFF RECOMMENDATION: Direct Staff to apply for CDBG funding
for Fiscal Year 1991-92 for programs described in staff
Report.

Regional Meeting Room to review status of 1990 Goals & Objectives
and to establish and prioritize 1991 Goals & Objectives.
Joint City Council/Planning Commission Study Session Thursday,
February 28, 1991, 7:30 p.m., Regional Meeting Room related to the
West Dublin General Plan Study.
