PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meetings of February 8, 1988 and February 22, 1988 STAFF RECOMMENDATION: Approve 4.2 American Planning Association (APA) National Planning Conference, San Antonio Texas, April 30- May 4, 1988 This conference is being held in San Antonio, Texas, from April 30 to May 4, 1988. It offers seminars and workshops which can directly benefit the Staff and the City in a number of areas including recent court cases, development impact fees and permit application processing. STAFF RECOMMENDATION: Authorize attendance of Planning Director 4.3 Report on 1988 St. Patrick's Day Celebration The Fifth Annual St. patrick's Day celebration will be held on Saturday, March 19, 1988. Events planned include a parade, a community celebration and a corned-beef and cabbage dinner. STAFF RECOMMENDATION: Receive Report 4.4 Final Acceptance of Contract 86-2 Amador Valley Boulevard Rehabilitation Improvements constructed under Contract 86-2 have been completed to the satisfaction of the City Engineer. STAFF RECOMMENDATION: Accept improvements and authorize release of securities in leiu of retention. 4.5 Dolan Park Improvements Phase II Contract 88-2 Staff is requesting authorization to advertise for bids for the construction of Phase II improvements for Dolan Park. STAFF RECOMMENDATION: Authorize Staff to advertise Contract 88-2 for bids. 4.6 Major Arterial Soundwalls Contract 88-1 (East Side of San Ramon Road, & Amador Valley Boulevard between Village Parkway and Stagecoach Road, & Arroyo Vista) Staff received 2 bids which were considerably higher than the estimated project cost. STAFF RECOMMENDATION: Reject bids received and authorize Staff to readvertise project with modifications to attempt to obtain a more competitive bid. 5. WRITTEN COMMUNICATIONS 5.1 Association of Bay Area Governments (ABAG) re designation of delegates to Spring General Assembly ABAG has requested that the City designate a voting delegate and alternate for the City of Dublin. STAFF RECOMMENDATION: Designate voting delegate and alternate. 6. PUBLIC HEARING 6.1 Ordinance Relating to Property Maintenance This ordinance would make it unlawful to maintain unsightly materials visible from a public street on any residential or non-residentially zoned real property. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance. 7. UNFINISHED BUSINESS 7.1 Report on Shell Station Driveway, Southwest corner of Dublin Boulevard @ San Ramon Road The City Council requested a status report regarding the pending construction of a new driveway on San Ramon Road south of Dublin Boulevard. STAFF RECOMMENDATION: Receive Report. 7.2 Early Opening of Valley Community Swim Center At a previous meeting, the City Council directed Staff to negotiate an agreement with the Dublin San Ramon Services District, which would allow the City to operate the Swim Center prior to June 1, 1988. The purpose of this change was to provide a training facility for the Dublin High School Swim Team. The City of Dublin would be responsible for the costs associated with this service. STAFF RECOMMENDATION: 1) Adopt Resolution authorizing execution of Agreement with DSRSD for use of Valley Community Swim Center; 2) Direct Staff to develop agreement between City and Amador Valley Joint Union High School District; 3) authorize transfer from Contingent Reserve of $27,000. 8. NEW BUSINESS 8.1 1988-89 Community Development Block Grant (CDBG) Program The preliminary estimate for 1988-89 CDBG project funds for Dublin is approximately $41,300, reflecting close to a 30% reduction in federal funds from last year. The City may apply for funding of public improvement projects and housing projects. STAFF RECOMMENDATION: Direct Staff to apply for CDBG funding for the Arroyo Vista Soundwall and for Housing Rehabilitation. 8.2 Fiscal Year 1987-88 Mid-Year Financial Review A report was prepared which presented the status on the financial condition of the City during the first 6 months of this Fiscal Year. STAFF RECOMMENDATION: Receive Staff Presentation and approve Budget Change Form 8.3 1988 Civic Center Certificates of Participation Refinancing and New Money Issue In September of 1987, the City Council approved the selection of an Underwriter to evaluate the feasibility of refinancing the 1985 Certificate of Participation (COP) issue. The Underwriter and Bond Counsel have prepared documents which would refinance the 1985 Issue and raise additional funds to meet the construction expenses as approved by the Council in the award of bid. STAFF RECOMMENDATION: Adopt Resolution approving Amended and Restated Lease Agreement, Trust Agreement, Preliminary Official Statement and Purchase Agreement and authorize City Manager to make any required revisions prior to closing and authorize Mayor to execute all documents at closing. 9.
