3.1 Proclamation supporting Dublin San Ramon Services District's Mercury Thermometer
Exchange Program (File # 610-50)
3.2 Presentation by Child Care Links on Child Care Economics and Land Use IsSues (File #
950-70)
Local Investment in Child Care (LINCC) project, a program of the Alameda Child Care
Planning Council, recently published two reports entitled The Economic Impact of Child Care
in Alameda County and Land Use for Child Care Facilities. Shauna Brown, Child Care
Community Specialist with Child Care Links and Ellen Dektar of LINCC will present the
reports' findings to the City Council.
STAFF RECOMMENDATION: Receive Presentation.
3.3 Presentation by BART on the Status of the 1-580 Corridor/BART to Livermore Study -
Phase 2 (File # 1060-60)
BART Staff will present to the Council several new transit concepts that could provide an
alternative to freeway congestion.
STAFF RECOMMENDATION: Receive Presentation.
3.4 Introduction of Dublin Police Services Sgt, David MeKaig (File # 700-10)

3.6 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state
your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action
or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statementa made or
questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk's Office re~ated to the proper procedure to place an item on a future City Council agenda. The exceptions
under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government
Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non.controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of February 18, 2003
STAFF RECOMMENDATION: Approve
4.2 Declaration of Weeds and Combustible Refuse as a Public Nuisance (File # 540-50)
In accordance with Dublin Municipal Code Section 5.70.030, the City Council may declare
that there is a public nuisance created by weeds and combustible debris growing,
accumulating upon the streets, sidewalks and property within the City of Dublin. The Fire
Chief or his designee shall notify property owners of violations and prder abatement.
STAFF RECOMMENDATION: Adopt Resolution; direct Staff to notify the public; and
schedule a public hearing for April 1, 2003 to hear and consider objections to abatement order
4.3 Change Order Authorization - Contract 01-12, 1-580/Tassajara Road Interchange
Improvement Project (File # 600-35)
This change order would add a fourth northbound lane on Tassajara Road just north of 1-580.
This lane is necessary as a mitigation to the eastern Dublin traffic, and includes the
undergrounding of a large drainage ditch.
STAFF RECOMMENDATION: Approve Change Order #13 ($245,000).
4.4 Approval of Easement Conveyances for Recycled Water Pump Station R20A at
Ted Fairfield Neighborhood Park to Dublin San Ramon Services District (DSRSD)
(File # 670-40)
These easements will allow DSRSD to access and maintain a water pump station located
within the City's Ted Fairfield Park. The improvements were installed under a previous
agreement between the City and DSRSD.
STAFF RECOMMENDATION: Adopt Resolution, approving easement conveyances on Parcel
B of Tract 6960.
4.5 Acceptance of Improvements for Parcel Maps 7116 and 7223, Hacienda Crossing at Opus
Retail Phases I, II and III (Opus West Construction Corporation) (File # 600-30)
The public improvements are now completed for the Hacienda Crossing Shopping Center,
located at the southeast comer of Dublin Boulevard and Hacienda Drive. It is appropriate that
the City accept these improvements for maintenance.
STAFF RECOMMENDATION: Adopt Resolution accepting improvements.
4.6 Acceptance of Improvements, Tract 7181, Scarlett Place (Scarlett Homes, LLC, a
California Limited Liability Company) (File # 600-60)
This tract is located east of Dougherty Road on land which was once the Southern Pacific
Railway Right-of-Way. The development contains 60 duet residential unit lots. The required
improvements have now been satisfactorily completed and it is appropriate for the City to
accept the public improvements for maintenance.
STAFF RECOMMENDATION: Adopt Resolution accepting improvements and approving
traffic control devices installed.
4.7 Award of Bid for Purchase of Three City Trucks (File # 350-20)
The City is currently operating two City owned trucks and one rental track for three Public
Works Inspectors. The two City owned trucks have been in service for over 7 years and are
scheduled for replacement.
STAFF RECOMMENDATION: Award Purchase Order ($57,123.54) to Shamrock Ford for the
purchase of three City trucks.
4.8 Request from Councilmember Oravetz to Designate a Street within Dublin Ranch under
City's Policy for Naming by a Non-Profit Organization (File # 820-60)
Mr. Martin Inderbitzen has authorized Kaleidoscope Activity Center (KAC) to name a future
street within the Dublin Ranch development. It is proposed to auction the right to name the
street as a fundralser to benefit the non-profit KAC in Dublin.
STAFF RECOMMENDATION: Approve the request to designate a street within Dublin Ranch
for naming by a non-profit organization subject to provisions of the City of Dublin's policy for
non-profit street naming.
4.9 Warrant Register ($1,287,323.45) dated March 4, 2003 (File # 300-40)
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 Vacate a Portion of Existing Public Service Easement (P.S.E.) on Houston Place
(File # 670-40)
This item would vacate 2 feet of a 10 foot Public Service Easement to allow a building to be
constructed on the south side of Houston Place. There are no utilities in this 2 foot strip.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution to vacate
a portion of existing P.S.E. on Houston Place.
6.2 Repeal of Designated No Parldng Zone on Houston Place (File # 570-20)
This item would repeal a designated no parking zone on Houston Place, as this street was
recently widened from 2 lanes with no parking to 40 feet which allows 2 lanes with parking
on both sides.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
repealing designated no parking zone.
7. UNFINISHED BUSINESS
7.1 2003 St. Patrick's Day Celebration (File # 950-40)
Staff has prepared a report on the activities planned for the 20th Annual St. Patrick's Day
Celebration, including the Green & White Gala Dinner, Pancake Breakfast, Parade, Festival
and Fun Run~
STAFF RECOMMENDATION: Receive Report.
7.2 Dates for Grand Opening Activities for the new Dublin Public Library (File # 220-10)
The suggested dates for the two grand opening events are Thursday, April 10th for the Preview
Party and Saturday, April 12th for the Grand Opening Day Ceremony.
STAFF RECOMMENDATION: Approve dates for two events.
7.3 Acceptance of Work - Murray School Bell Tower (File # 600-30)
In January of 2003, Staff, along with a representative of TGK Contracting completed the final
inspection of the Murray Schoolhouse Bell Tower. Upon review of the project with the City
Inspector, it was determined that the Contractor had successfully completed the reqniremems
of the contract.
STAFF RECOMMENDATION: Adopt Resolution accepting project as complete and authorize
Staff to accept a maintenance bond of $11,692 at a future date.
STAFF RECOMMENDATION:
7.4 City Initiation of General Plan Amendment (GPA) Study for the 19-Acre Union Pacific
Railroad and Alameda County Parcels along the Iron Horse Trail (File # 420-30)
Staff is requesting that the City Council authorize initiation of a GPA Study to evaluate an
appropriate General Plan Land use Designation for the t 9-acre property adjacent to the Iron
Horse Trail limited to Parks/Public Recreation, Public/Semi-Public or Open Space.
STAFF RECOMMENDATION: Adopt Resolution approving initiation of GPA Study.
7.5 Emerald Glen Park Phase II - Environmental Review and Authorization to Bid
(File # 600-30)
The 2000-05 Capital Improvement Program includes funding for the second phase of development of
Emerald Glen Park. Phase 1I will complete the comer of the park at Tassajara Road and Central
Parkway and will include a lake and trellis structure, a maintenance storage area, temporary parking,
and street frontage landscaping. Staff has completed the necessary environmental review and is
prepared to advertise for bids.
STAFF RECOMMENDATION: Adopt Resolution approving the Mitigated Negative
Declaration and the Mitigation Monitoring Program; and authorize Staff to advertise contract for
bid.
7.6 Report on New Waste Diversion Programs (File # 810-60/850-10)
The City Council will receive a report which provides an update on the new diversion programs that
were approved by the City Council in September 2002. These programs include an annual electronic
and household hazardous waste collection event, a curbside used oil recycling program, and a
commercial food waste recycling program.
STAFF RECOMMENDATION: Receive Report.
7.7 Dublin Ranch Affordable Housing Processing (File # 430-80)
The City Council will receive a preliminary Staff Report which discusses the feasibility of processing
the entitlements for the Dublin Ranch Affordable Housing project on an expedited basis.
STAFF RECOMMENDATION: Review Community Development Work Program and provide
direction on present high priorities and proposed changes; determine if Staff should commence
expedited processing of the Dublin Ranch Affordable Housing Project when a complete
application is received; and instruct Staff to return at the March 18th meeting with a preliminary
report that addresses other City Council concerns.
8. NEW BUSINESS
8.1 Approval of Freeway Maintenance Agreement with Caltrans for Improvement of 1-580/San
Ramon Road/Foothill Road Interchange (File # 600-50)
In order to construct thc interchange improvement project, the City is required to enter into a
maintenance agreement with Caltrans to establish maintenance responsibilities for the
proposed improvements.
STAFF RECOMMENDATION: Adopt Resolution approving Maintenance Agreement.
8.2 No Parking Zone at the East Inner Corner of Aspen Street and Persimmon Drive
(File # 570-20)
This no parking zone is being proposed to solve a sight line safety problem. Thc request is
from the Dublin Police Department and the adjacent property owner concurs with the request.
STAFF RECOMMENDATION: Adopt Resolution approving a 50 foot no parking zone.
8.3 Report on 2003 Dublin Pride Week Activities and Acceptance of Donations to the City
(File # 150-80/150-70)
Dublin Pride Week, scheduled for April 26-May 3, 2003, is an annual event which promotes
the Dublin community. The event includes activities such as a school poster contest, T-Shirt
design contest, and community improvement projects.
STAFF RECOMMENDATION: Receive Report; accept donations from Livermore-Dublin
Disposal, Tri-Valley Herald, Dublin Chamber of Commerce, Dublin San Ramon Services
District, Zone 7 Water Agency, and Dublin Lions Club; and direct Staff to prepare formal
acknowledgements to donors.
8.4 Assembly Bill 1886 - Provides for increased fines and penalties for traffic violations in
proximity to occupied school grounds (File # 580-40/660-40)
AB 1886, which was recently enacted by the California State Legislature and signed by the
Governor, provides for increased penalties, including double fine mounts, for certain defined
traffic violations that occur in school zones. The funds accrued from these increased penalties
are set aside for school pedestrian and bicyclist safety and education programs.
STAFF RECOMMENDATION: Adopt Resolution adopting increased fines and penalties.
8.5 Proposed Public Safety Line of Duty Death Protocol and Public Safety Memorial
Alternatives (File # 610-20)
The Public Safety Memorial Committee, comprised of representatives from thc City Council,
City Manager's Office, Dublin Police Services and the Alameda County Fire Department, has
developed a proposed Public Safety Line of Duty Death Protocol, as well as investigated and
developed alternatives for a Public Safety Memorial. The purpose of this Policy is to ensure
that, in the event of a line of duty death, Public Safety members are honored and
memorialized in a timely and appropriate manner.
STAFF RECOMMENDATION: Review and comment on the proposed Public Safety Line of
Duty Death Protocol; select one of the Public Safety Memorial Alternatives; - OR- provide
Staff with additional direction°
8.6 City of Dublin Comment Letter on the Draft Environmental Impact Statement/
Environmental Impact Report (EIS/EIR), Alameda County Juvenile Justice Facility and
East County Hall of Justice (File # 420-20)
Thc City Council will review the proposed draft comment letter on the draft EIS/EIR,
Alameda County Juvenile Justice Facility and East County Hall of Justice and determine
whether to approve the letter in concept and authorize Staff to send the letter.
STAFF RECOMMENDATION: Approve draft letter in concept and authorize City Manager to
sign and send letter to Michael Houghtby, Field Representative, State of California Board of
Corrections.
