may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Otfico related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4.1 Minutes of Regular Meeting of February 19, 2002
STAFF RECOMMENDATION: Approve
4.2 Declaration of Weeds and Combustible Refuse as a Public Nuisance (File # $40-50)
In accordance with Ordinance No. 13 - 97, the City Council may declare that there is a public
nuisance created by weeds and combustible debris growing, accumulating upon the streets,
sidewalks and property Within the City of Dublin. The Fire Chief or his designee, shall notify
property owners of violations and order abatement without delay.
STAFF RECOMMENDATION: Adopt Resolution; direct Staff to notify the public; and
schedule a public hearing for May 7, 2002 to hear and consider objections to abatement order.
4.S Award of Bid - Contract No. 01-12, 1-580/Tassajara ROad Interchange Improvement
Project (File # 600-35)
This improvement project is one of the traffic mitigations identified in the approval of the
Eastern Dublin Specific Plan and has been incorporated into the Eastern Dublin Traffic
Impact Fee Program. The project would increase the capacity of the interchange to
accommodate future traffic demand, including traffic generated by approved developments.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to DeSilva Gates Construction
4.4 Consultant Agreement to Update Fire Facility Fee and Public Facility Fee (File #600-30)
The City has adopted a Public Facility Fee and Fire Facility Fee to finance municipal public
facilities needed for future development within the City. Due to increased project costs, it is
necessary to update both fees to adequately fund the identified facility construction program.
The consultant services agreement with MuniFinancial, for $11,000, will update both fees.
STAFF RECOMMENDATION: Authorize Mayor to execute agreement; approve Budget
Change in the amount of $2,000.
4.5 Approval of Master Program Funding Agreement with Alameda County Transportation
Improvement Authority for Measure B 2000 Programmatic Pass-Through Funds
(File # 600-40)
The approval of this funding agreement with the Alameda County Transportation
Improvement Authority is necessary for the City of Dublin to receive Measure B funds for use
on local transportation projects, including street maintenance, bicycle and pedestrian projects.
STAFF RECOMMENDATION: Adopt Resolution.
4.6 Approval of Agreement with Opus West Construction Corporation for construction of
improvements on Hacienda Drive and Dublin Boulevard (File # 600-60)
Opus West Construction Corporation was originally conditioned, as part of the Hacienda
Crossings Shopping Center, to provide an additional north to east bound right turn lane on
Hacienda Drive, and a right turn bay into the Center on Dublin Boulevard. This was
conditioned to be constructed when needed. Opus has elected to construct these turn lanes at
this time rather than at a later date.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Warrant Register ($1,193,452.80) dated March 5, 2002 (File 300-40)
STAFF RECOMMENDATION: Approve

UNFINISHED BUSINESS
7.1 Amendments to the Wildfire Management Plan (File # 420-20)
The City Council previously amended the Wildfire Management Plan by adoption of
Resolution No. 24-01, which included changes to the plan's provisions for protection of the
City' s Heritage Trees. Among those changes, was a requirement that steel components be
used for under floor construction. The City Council will consider amending the section of the
Wildfire Management Plan dealing with Modified Construction ReqUirements for Lots
Containing Fire Resistive Heritage Trees.
STAFF RECOMMENDATION: Adopt Resolution and direct Staffto revise the Wildfire
Management Plan.
7.2 Review of Proposed Changes to Inclusionary Zoning Regulations and In-Lieu Fees (File #
450-20/430-80)
On July 17, and October 16, 2001, the City Council instructed Staff to review the present
Inclusionary Zoning Ordinance regulations as they relate to the affordable housing
requirements. All pertinent elements of an Inclusionary Zoning Ordinance are discussed in
this report.
STAFF RECOMMENDATION: Review and comment on proposed Inclusionary Zoning
Ordinance Amendments and in-lieu fee changes; and instruct Staffto set public hearings before
the Planning Commission and City Council to consider General Plan and Zoning Ordinance
Amendments for Inclusionary Zoning Ordinance changes.
NEW BUSINESS
8.1 Downtown Streetscape Implementation Plan for the Downtown Specific Plans - Monument
Design (File # 400-30/600-30)
The Council will Consider the first monument design for the downtown improvement plan.
The construction of a gateway monument at the intersection of Village Parkway and Dublin
Boulevard is part of the plan for developing a unified and congruent physical landscape that
establishes a positive image in the Dublin downtown area.
STAFF RECOMMENDATION: Receive presentation by Consultants; approve proposed
monument design; instruct Consultant to prepare construction bid documents for first monument;
and direct Staff to request bids following preparation of bid-level documents.
8.2 Fiscal Year 2001-02 Mid=Year Budget Review (File # 330-50)
Staff has prepared a detailed Mid-Year Budget Review to identify any material deviations
from the adopted Budget. The primary focus of the report is on the General Fund, which
accounts for the majority of City operations. Staff has identified proposed adjustments to
General Fund Revenues and Expenditures.
STAFF RECOMMENDATION: Receive Report and approve Budget Changes.
