3.2 Announcement of Winner Of Dublin' s 2000 Citizen of the Year (File 610-;90)

3.:5 Proclamation commemorating 89th Birthday of the Girl Scouts of America (File 610-50)
3.4 Presentation of Legislative Update. by California State Senator Tom Torlakson (File 660-40)
:5.5 Appointments by Mayor to Tri-Va!ley Community Television Board (File 110-30)
The City has been notified that Clandin McCormick, one of the City of Dublin's appointments
to the CTV Board, has resigned. The Mayor has appointed Trish Bell to fill this Board
Position. In addition, the term of the City's second representative, Valede A. Barnes expires in
February 2001. The Mayor has reappointed Ms. Barnes. The new terms will expire in
February 2003.
STAFF RECOMMENDATION: Confirm appointments.
3.6 Public Comments
At this time, the public is permitted toaddress the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED
THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing
on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at
a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper
procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1 )(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of February 20, 2001
STAFF RECOMMENDATION: Approve ....
4.2 Acceptance of Gift to City (File 150.70)
The City recently received a donation of computer cabling and related equipment donated by
Matt Zika for the new computer lab at the Senior Center,. The donation needs to be formally
accepted by the City Council.
STAFF RECOMMENDATION: Accept gift and direct Staff to prepare formal acknowledgment
to donor.

4.3 Acceptance of Gift to City (File 150-70)
The City's Shannon Center Preschool has received a gift of an audio system with stereo,
compact disc and tape playing capabilities. This item was donated by Andy Smith, a family
friend of one of the children enrolled in the preschool. The donation needs to be formally
accepted by the City Council.
STAFF RECOMMENDATION: Accept gift and direct Staff to prepare formal acknowledgment
to donor.
4.4 Authorization to Solicit Bids, Contract 01-04, Shannon Center Parking Lot Overlay &
Bedford Court - Hansen Drive Improvements (File 600-35)
This project will ove~ay the Shannon Center Parking Lot and Hansen Drive (west of
Silvergate Drive) as well as .install subdrain systems on Hansen Drive and Bedford Court to
remove underground water from the street subgrades.
STAFF RECOMMENDATION: Authorize Staff to advertise contract for bids.
4.5 Lease of Office Space at Civic Center to Congresswoman Ellen Tauscher and State Senator
Tom Torlakson (File 600-20)
The City of Dublin has received requests from Congresswoman Ellen Tauscher and State
Senator Tom To~akson to lease office space in the Dublin Civic Center for satellite field
offices. The office space totals 112 square feet and is located adjacent to the City Manager's
Conference Room. The proposed lease rate is $140 per month (to be split evenly by both
parties).
STAFF RECOhglENDATION: Authorize Mayor to execute leases.
4.6 Acceptance of Work, Contract 00-13, Street Name Identification Sign Replacement
(File 600-35)
This project replaced existing black and white City street name signs with new green and white
shamrock-logo street name signs throughout the City.
STAFF RECOMMENDATION: Accept improvements and authorize the release of retention
after 35 days fithere are no subcontractor claims.
4.7 Award of Bid, Contract 00-14, Alamo Canal Bike Path Project from Areadot Valley
Boulevard to Iron Horse Trail Junction (File 600-35)
This project will extend the Iron Horse Trail south of Amador Valley Boulevard to the Park
Sierra Apartments on Dougherty Road.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Carone & Son, Inc.
($265,662.50) and approve $27,833.50 Budget Change.
4.8 Approval of Parcel Map 7708, Santa Rita Property - Fire Station (File 410-40)
This Parcel Map will create three parcels and an unsurveyed remainder parcel of the Alameda
County parcel surrounding the County Jail north of Gleason Drive. The City has negotiated a
purchase of Parcel 2 (one acre) for the purpose of building a new Fire Station in eastem
Dublin.
STAFF RECOMMENDATION: Adopt Resolution.

STAFF RECOMMENDATION: -Approve
Quarry Lane School Annexation Agreement (File 600-30)
Due to a change in State Law on January 1,2001, certain technical changes need to be made
to the Annexation Agreement regarding the Quarry Lane School to assure the intent of the
Agreement is carried out.
STAFF RECOMMENDATION: Authorize City Manager to execute amendment to agreement.
5. WRITTEN COMMUNICATIONS - None
PUBLIC HEARING
6.1 Safeway Inc., Mitigated Negative Declaration, Site Development Review and Conditional
Use Permit PA 00-034 (File 410-30)
--I The Council will consider a SDR and CUP for redeveloping the former Shamrock Ford
dealership with a new 55,256 square foot grocery store, 10,743 square foot ofretai! and an 18
- pump fueling station with a 3 14 square foot ldosk located at 7499 Dublin Boulevard.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution(s).

NEW BUSINESS
8.1 Civic Center Sculpture "GAH?' (File 900-50)
The sculpture, "GAIL" that graced the courtyard of the Dublin Civic Center was recently
severely damaged by vandals. The artist was notified and options for repair or replacement
will be considered by the CiW Council.
STAFF RECOMMENDATION: Consider replacement of sculpture.
8.2 Report on Dublin Pride Week Activities and Acceptance of Gifts to the City (File 150-80)
Dublin Pride Week, Scheduled for April 21-28, 2001, is an annual event which promotes the
Dublin community. The event includes activities such as a school poster contest, "Make a
Difference in Dublin" projects, and a Citywide special clean-up.
STAFF Rt~COMMENDATION: Receive report; accept gifts from Livermore-Dublin Disposal,
Tri-Valtey Herald, Dublin Chamber of Commerce and Target; and direct Staff to prepare formal
acknowledgments to donors.
8.3 League of California Cities Grassroots Coordinator Network (File 140-20)
The League of California Cities is considering a proposal that would improve local government
lobbying efforts and has requested that cities respond to the proposal. If the Grassroots
Network is approved, the City's dues would increase from $6,068 to $9,254 annually.
STAFF RECOMMENDATION: Authorize Mayor to sign letter indicating the City's support for
the Leagne's Grassroots Network Proposal.
8.4 Animal Control Contract Services Review (File 500-30/600-40)
The'City of Dublin contracts for Animal Control Field Services through the Alameda County
Sheriffs Office. Dubli~ along with the Cities of Livermore and Pleasanton and the County of
Alameda contracts for animal shelter services through the Alameda County Sheriffs Office.
This report provides an evaluation of animal control services received and a proposed contract
for three additional years of shelter operating services with an option to extend the agreement
for two additional years.
STAFF RECOMMENDATION: Receive report and adopt Resolution approving Agreement.
8.5 Fiscal Year 2000-01 Mid-Year Budget Report and December 2000 and January 2001
MOnthly Reports of Financial Activities (File 330-50)
Staff has prepared a detailed Mid-Year Budget Review to identify any material deviations from
the adopted Budget. The primary focus of the report is on the General Fund, which accounts
for the majority of City operations. Staff has identified proposed adjustments to General Fund
Revelrues and Expenditures.
STAFF RECOMMENDATION: Receive Report and approve Budget Changes.
8.6 Proposed U.S.Army Land Exchange with Alameda County (File 420-20)
... The County of Alameda is negotiating a land exchange with the U.S.Army which would transfer 77
acres of the southem portion of Camp Parks to the Alameda County Surplus Property Authority.
The Army has indicated to the City in the past that it did not have surplus land available for needed
public uses. A'letter has been prepared opposing any further land exchanges with Alameda County,
or any other party, unless the City of Dublin is included as an equal partner in the discussion, and
the Army recognizes and takes responsibility for the impact on the local community in developing
