3.1 Proclamation Declaring the Week of March 12 - 18,2006, as "Sunshine Week" and
Supporting Open Government in the City of Dublin (610-50)
3.2 Teen Website (950-80)
The City will be launching a new website called www.DubTownTeen.com. The web site will
improve access to programs, services, events and information available for Dublin teens. The
site will also provide links to important services geared toward teens. Staff will provide the
Council with an overview of the proposed site layout and content.

3.3 Public Comments

4. CONSENT CALENDAR
Consent Calendar items are typically non-controv8l1lial in nature and are considered for approval by the City Council with ooe single action. Members
of the audience, Slaff or the City Council v.tlo would like an item rem<Ned liom the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of Febrnary 21, 2006.

4.2 Declaration of Weeds and Combustible Refuse as a Public Nuisance (540-50)
In accordance with Dublin Municipal Code Section 5 70 030, the City Council may declare
that there is a public nuisance created by weeds and combustible debris growing and
accumulating upon the streets, sidewalks and property within the City of Dublin.
STAFF RECOMMENDATION 1) Adopt Resolution declaring weeds and combustible refuse a
public nuisance and requiring the abatement thereof; 2) Direct Staff to notify the public of the
adoption of this Resolution; and 3) Schedule public hearing for the April 18, 2006, City Council
meeting at which time the Council will hear and consider objections of this abatement order.
4.3 Authorization to Solicit Bids - Contract No. 06-04, 2005-2006 Annual Street Overlay
Program (600-35)
This program will remove and replace failed asphalt concrete pavement, resurface the entire
street with I '12" of asphalt concrete, and re-stripe pavement markings on various City streets.
STAFF RECOMMENDATION Authorize Staff to solicit bids for Contract No. 06-04, 2005-
2006 Annual Street Overlay Program.
4.4 Authorization to File Application for Federal Surface Transportation Program Funding
for the City of Dublin's Annual Street Overlay Program (1060-90)
As part of an application for Federal Surface Transportation Program funds, a City Council
Resolution is required to authorize the filing of the application, committing the necessary non-
federal (local) match for the project, and stating the City's assurance on completion of the
project.
STAFF RECOMMENDATION Adopt Resolution authorizing the filing of an application for
Federal Surface Transportation Program Funding for the City of Dublin' s Annual Street Overlay
Program.
4.5 Award of Bid-Contract No. 05-14, Freeway Underpass Artwork Lighting, Phase 2 (600-35)
This project will extend the lighting system for the murals on the 1-680 underpasses on Dublin
Boulevard and Amador Valley Boulevard so that the artwork on the bridge approaches will be
lighted at night.
STAFF RECOMMENDATION Adopt Resolution awarding Contract No. 05-14 to RAN.

4.6 Designation of Employees to Represent the City of Dublin in Small Claims Court (170-70)
For actions which are brought in Small Claims Court, a designated employee or officer of the
City can represent the City In 1992, the City Council adopted a Resolution designating
certain Staff to represent the City Due to changes in Staff, it is appropriate to update the
Resolution.
STAFF RECOMMENDATION Adopt Resolution rescinding Resolution No. 91-92 and
Designating Employees Authorized to Appear in Small Claims Court.
4.7 Warrant Register ($953,832.05) dated March 7, 2006 (300-40)
STAFF RECOMMENDATION: Approve

7. UNFINISHED BUSINESS
7.1 Schematic Design for New Shannon Community Center (210-30)
At its January 3, 2006 meeting, the City Council determined their preferred Shannon Center
Design Option and requested that two style options (Craftsman and Mission styles) be refined
and brought back for review The Architect has prepared refined building style alternatives,
as well as possible color and material choices for review at the Council meeting.
STAFF RECOMMENDATION Receive presentation and determine preferred building style.

7.2 Public Art Master Plan (900-30)
In response to a FY 2001-2002 high priority City Council goal, a draft Public Art Master Plan
has been developed for Council consideration. The Public Art Master Plan provides a
comprehensive plan to formally articulate the City's goals and objectives and establish
guidelines for the operation of the Public Art Program. Additionally, the City Council will
consider adoption of a Resolution expressing the City Council's intent to adopt an Ordinance
requiring certain new development projects to provide public art or make a monetary
contribution in lieu thereof
STAFF RECOMMENDATION: I) Receive presentation and approve Draft Public Art Master
Plan with the recommended modifications/changes or provide additional direction to Staff. 2) If
approved, adopt Resolution of intent and direct Staff to proceed with development of Public Art
Ordinance.
8. NEW BUSINESS
8.1 Area F Neighborhood Square Park - Landscape Architectural Services (600-30)
In January 2006, Staff solicited a Request for Proposal from ten landscape architectural firms
to complete the design and construction documents for the Area F Neighborhood Square park.
As a result of the process, Keller Mitchell and Company demonstrated in their proposal and
interview the necessary experience to complete the project. The 2-acre park is located in
eastern Dublin, north-west of Bray Commons.
STAFF RECOMMENDATION Adopt Resolution approving Agreement will Keller Mitchell
and Company
8.2 Authorization to File Application with State of California Department of Housing and
Community Development for a Workforce Housing Reward Program (430-20)
The City Council will consider authorizing the submittal of an application to the State of
California Department of Housing and Community Development for a Workforce Housing
Reward Program Grant. This grant may provide up to $335,000 to the City of Dublin to be
used for construction or acquisition of capital assets that benefit tbe community
STAFF RECOMMENDATION: Adopt Resolution authorizing submission of Application
Packet and authorizing the City Manager to execute application and related documents on behalf
of the City
