for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non~agenda item UNLESS there is
factual evidence presented to the Counei L indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council
with one single action. Members of the audience or Council who would like an item removed from the Consent Calendar
for purpose of public input may request the City Council to remove the item. The request may be made at the time that
the Mayor Protempore asks the audience members if there is anyone interested in removing an item from the Consent
Calendar.

STAFF RECOMMENDATION: Approve
Authorization to Solicit Bids for Contract 93-05 Street
Subdrains
As part of the city's approved 1992-93 Budget, this project
was approved to provide subdrains along streets which are
being damaged by underground water. Plans and specifica-
tions are now complete and ready for competitive bidding.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.

Agreement with La Perle Architects, Inc., for Dublin Swim
Center Bathhouse Renovation
This proposed project, which was included in the Capital
Improvement Program budget would provide for renovation of
the bathhouse for compliance with the Americans with
Disabilities Act, and includes renovation of the restrooms,
showers and entrances/exits to the building.
STAFF RECOMMENDATION: Approve agreement and authorize Mayor
to execute.
Resolution Adopting "Dublin Town" (Melody and Lyrics by Steve
King Stewart, Copyright 1993), as the Official Song of the
City of Dublin
On February 22, 1993, 6 people/groups participated in the
city song contest. "Dublin Town" by Steve Stewart was
judged the winning song.

5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Dublin Swim Center Fee Schedule
The city Council will consider a revised fee schedule for
the Dublin Swim Center. The revisions reflect changes in
the marketplace and also in the cost of providing the
service.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
7. UNFINISHED BUSINESS - None
8~ NEW BUSINESS
8.1 Dublin Fine Arts Foundation (DFA) Request to Place 2 Temporary
Works of Art in the City and an Exhibition in the civic Center
Lobby
The city Council will consider a request from the Dublin
Fine Arts Foundation to place a temporary sculpture in the
City right-of-way on San Ramon Road and a second exhibition
still under consideration and a Civic Center Lobby
exhibition highlighting the works created by 4th and 5th
grade students, as part of their "Art and the Environment"
celebration.
STAFF RECOMMENDATION: Consider request and if deemed
appropriate, approve Staff recommended conditions that: 1) all
installations, including location, shall be approved by the
Public Works Department; and 2) Staff shall prepare a signed
waiver to be completed by the Artists.
8.2 Report from Business Task Force on Formation of a Business
Association
Included in the adopted 1987 Downtown Specific Plan was a
recommendation that the city take steps to implement a
Business Association, as provided for under state Law. The
City Council has established a Business Task Force to
consider issues suggested in the specific Plan. The Task
Force has completed an in-depth review and has formulated a
recommended approach on this issue.
STAFF RECOMMENDATION: Authorize Mayor to send a letter to the
Chamber of Commerce leadership to encourage their efforts to
address issues facing the retail business community.
8.3 Business Task Force Review of Modification to POlicy Governing
Outdoor Sales
In April of 1992, the city Council received a request to
reconsider current restrictions which prohibit outdoor
sales. The City Council suggested that the issue be
considered by the Business Task Force. The Task Force has
provided input as to issues which should be covered by a
revision. In addition, Staff has presented a means by
which outdoor sales could be approved under the current
Ordinance, while a modification is being developed and
considered.
STAFF RECOMMENDATION: 1) Direct Planning Staff to prepare a
Zoning Ordinance modification based upon input received to
date, for consideration by the Planning Commission; 2) provide
Staff with indication of the priority of this project in
relation to other assignments, given the current reduced
staffing in this Department; and 3) adopt Resolution if
Council desires interim means of approving outdoor sales while
modification is being developed.
8.4 Acceptance of Gift to City
Parents whose children participate in the City's Preschool
Program recently held a raffle which generated $295. They
now wish to donate the money to the City.
STAFF RECOMMENDATION: Accept gift and direct staff to prepare
a formal acknowledgment to the donors.
8.5 option to Accept or Reject the Delegation of the
Implementation of the Bay Area Air Quality Management
District's (BAAQMD) Trip Reduction Ordinance (TRO)
The city of Dublin has adopted a mandated Trip Reduction
Ordinance which requires employers who employ 100 or more
employees to have an in-house program to encourage
employees to use mass transit. The Bay Area Air Quality
Management District now has a similar, but more restrictive
TRO and is asking if the cities would like to implement the
BAAQMD's ordinance in lieu of the District implementing
their own ordinance.
STAFF RECOMMENDATION: To not accept BAAQMD's TRO delegation
of authority and authorize the Mayor to notify BAAQMD by
letter of the Council's action.

10. CLOSED SESSION - None
11. ADJOURNMENT - The City's Annual Goals & objectives Study Session
will be held on Tuesday, March 23, 1993, 7:30 p.m., in the Council
Chambers. The city Council will review the status of previously
adopted goals & objectives, and establish and prioritize the list
for 1993.
