HomeMy WebLinkAbout*CC Agenda 03-09-1992 A G END A DUBLIN CITY COUNCIL REGULAR MEETING - March 9, 1992 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at the Dublin Library. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG - First Class Scout & Patrol Member Adam McDevitt 3. ORAL COMMUNICATIONS 3.1 Presentation of Certificate of Appreciation and Gift to Claudia McCormick for serving as the City'S representative on the Tri-Valley Community Television Board At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of February 24, 1992 STAFF RECOMMENDATION: Approve 4.2 stop Sign Installation - Lancaster Road @ Ann Arbor Way At the February 24th meeting, the City Council approved installation of stop signs on Lancaster Road at Ann Arbor Way. The Municipal Code requires adoption of a resolution in order to officially approve the stop signs. STAFF RECOMMENDATION: Adopt Resolution. 4.3 City Treasurer's Investment Report as of February 28, 1992 The City's current investments equal $16,119,000. STAFF RECOMMENDATION: Receive Report. 4.4 Award of Bid - Printing of Personal and Home Emergency Preparedness Workbook Bids have been opened for the printing of a Personal and Home Emergency Preparedness Workbook as part of the recently approved Neighborhood Self-Help Earthquake Preparedness Program. A total of 14 bids were received. The low bidder, Casey Printing ($3,536.58) did not respond to the stated bid specifications. STAFF RECOMMENDATION: Award bid to second lowest bidder, Image Press, Inc., who submitted a bid of $3,910. 4.5 Acceptance of Improvements, Tract 5072 (Bordeaux Estates) Improvements in Tract 5072, a portion of the Bordeaux Estates development have been completed to the satisfaction of the City Engineer. STAFF RECOMMENDATION: Adopt Resolution; authorize Staff to accept maintenance bond; and authorize staff to recommend that Alameda County release the performance bond once the maintenance bond has been received. 4.6 Redesignation of the Local Enforcement Agency (LEA) for Solid Waste Management state Law requires that a local enforcement agency be designated for permitting, inspection, and enforcement of laws at solid waste landfills. The Waste Management Authority has requested that Alameda County Department of Environmental Health be designated formally by each city. STAFF RECOMMENDATION: Adopt Resolution. 4.7 Authorization to Waive Competitive Bid Requirement and to Issue Request for Proposal (RFP) for street Sweeping, Parking Lot Sweeping and Litter Pickup Services The City'S current contract with A-l Enterprises for street sweeping, parking lot sweeping and litter pickup services expires on June 30, 1992. Staff is proposing to issue an RFP to interested potential service providers. STAFF RECOMMENDATION: Approve waiver and authorize Staff to issue RFP. 4.8 Finance Report for Month of February, 1992 STAFF RECOMMENDATION: Receive Report. 4.9 Warrant Register Dated March 9, 1992 STAFF RECOMMENDATION: Approve 4.10 Authorization to Go to Bid - Repair of Dublin Boulevard Bridge over Alamo Creek, Phase I, Contract 92-03 This project would repair stress cracks that are developing on the bridge deck's traffic surface. The estimated cost of this Phase I project is $40,500, and is to be paid from gas tax funds. STAFF RECOMMENDATION: Authorize staff to advertise for bids. 4.11 Selection of Underwriters to Assist with the Dublin Boulevard Extension Assessment District The firm of Rauscher pierce Refsnes, Inc., was one of two firms that responded to the City's Request for Proposal to provide Underwriter Services for the Dublin Boulevard Extension Assessment District. The Underwriter purchases the debt instruments from the City, assists City Staff in determining whether to sell the bonds through a negotiated or competitive bid process, develops both the preliminary and final official statements for the issue, assists in structuring the terms of the debt to attract the best investors in order to successfully market the issue, schedules the settlement date and assists in the delivery of the instruments to the investors. STAFF RECOMMENDATION: Appoint firm of Rauscher pierce Refsnes, Inc., to be the Underwriters for the Dublin Boulevard Assessment District bonds. 4.12 Award of Bid - Contract 92-02 Annual Street Overlay, Dougherty Road Bike Path Phase III and Street Subdrains The low bid received, $495,797.74, is within funds budgeted for construction. The overlay project is partially funded by gas tax and SB140 monies. The bike path is entirely funded by Transportation Development Act funds. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Les McDonald Construction; authorize Mayor to execute agreement; and authorize a change in funding sources for the Annual Overlay. 4.13 Response to Tri-Valley Wastewater Authority (TWA) Draft Subsequent Environmental Impact Report (DSEIR) for the Long- Range Wastewater Management Plan for the Livermore-Amador Valley A DSEIR has been prepared for TWA to evaluate provisions for expanded sewer services in the Livermore-Amador Valley. The City of Dublin has reviewed the DSEIR and prepared comments on the projections and the proposed project's direct physical impacts on Dublin, and the adequacy of the proposed mitigation measures. STAFF RECOMMENDATION: Send comments to TWA. 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING - None 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Consideration of Tri-Valley Affordable Housing Council Concept The City Council will consider the concept of creating a Tri-Valley Affordable Housing Council in place of the Tri- Valley Affordable Housing Committee. The new Council would have a structure similar to the Tri-Valley Transportation Council. STAFF RECOMMENDATION: Support or oppose concept and authorize Mayor to send appropriate letter to the Tri-Valley Joint Council. 8.2 City Participation in Dublin Pride Week Activities This year, Dublin Pride Week is scheduled for April 6-11. Activities are being planned which will promote community spirit and enthusiasm. Funding is required to purchase promotional materials. STAFF RECOMMENDATION: Approve City's participation with contribution not to exceed $2,500. 9. OTHER BUSINESS 10.
