REGULAR MEETING - March 11, 1985

1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City
Council on any item which is not on the City Council Agenda. Comments
should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with
the City Manager to have their particular concern placed on the agenda for a
future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are
considered for approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent
calendar for purpose of public input may request the City Council to remove
the item from the consent calendar. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in
removing an item from the Consent Calendar.

4.3 City Treasurer's Investment Report for Period Ending February 28,

4.4 American Planning Association (APA) Annual Planning Conference,
April 20-24, 1985, Montreal
The American Planning Association (APA) Annual Planning Conference
is being held in Montreal from April 20-24, 1985. This conference
offers a number of seminars which can benefit Staff and City:
parking and transportation, commercial revitalization, urban
design, management. Cost is approximately $1,325 and sufficient
funds are available in the Planning budget.
STAFF RECOMMENDATION: Authorize attendance of Planning Director
4.5 Ordinance Analysis and Report
The first phase of the preparation of a comprehensive City Code is
the legal analysis of existing ordinances. This process will
identify inconsistencies and establish a format. The current code
includes volumes of the Alameda County Code adopted by reference
which may not be applicable.
STAFF RECOMMENDATION: Authorize the City Manager to execute the
contract for ordinance analysis and report and code structural plan

4.7 Resolution Declaring the Week of April 15-20, 1985 Earthquake
Preparedness Week
STAFF RECOMMENDATION: Approve
4.8 San Ramon Road/San Ramon Valley Boulevard @ Alcosta Boulevard
Traffic Signal Agreement
This item involves an Agreement between Dublin and San Ramon for
the construction of a traffic signal at the intersection of San
Ramon Road/San Ramon Valley Boulevard and Alcosta Boulevard. The
Agreement provides that Dublin will pay for 100% of the costs
associated with the construction of the signal and San Ramon will
pay future costs associated with the signal. Estimated Cost for
construction is $130,000.
STAFF RECOMMENDATION: Authorize Mayor to execute Agreement and
authorize City Engineer to commence design of the signal project
5. PUBLIC HEARING
5.1 Appeal of Planning Commission Action to approve PA 85-004, Lew Doty
Cadillac Conditional Use Permit Modification subject to conditions
being complied with by May 18, 1985
Appeal of the Lew Doty Conditional Use Permit to modify previously
approved CUP at 6301 Scarlett Court. Basic issues involve 1) delay
of required improvements where PG&E lines are to be underground and
2) compliance with conditions prior to operation.
STAFF RECOMMENDATION: Open public hearing; hear presentation and
testimony; pose questions; close public hearing; deliberate;
adopt resolution establishing requirement for compliance prior
to occupancy and approving application.
6. NEW BUSINESS
6.1 Review of Pre-Manufactured Unit Regulations
The City Council requested a review of pre-manufactured unit
regulations. State laws govern the regulation of mobile homes/
manufactured housing units and factory built housing units.
Pre-manufactured units are permitted under existing City zoning
regulations, but those regulations may be revised.
STAFF RECOMMENDATION: Hear presentation and comments; discuss;
direct Staff to maintain existing regulations.
6.2 1985-86 Association of Bay Area Governments Dues Increase
ABAG is proposing a 7% dues increase for Fiscal Year 1985-86. This
would increase the City's dues from $1,858/year to $1,970/year.
STAFF RECOMMENDATION: Consider dues increase and direct City
Council ABAG delegate to vote appropriately at the March 15,
1985 General Assembly
7. UNFINISHED BUSINESS
7.1 Dougherty Hills Open Space
This item involves the acceptance by the City in concept of a 90 +
acre parcel in the Dougherty Hills for open space or park use.
STAFF RECOMMENDATION: Approve in concept the acceptance of the
90 + acre site subject to the following conditions: 1) the
developers secure the site with fencing; 2) maintenance of the
parcel be incorporated into an assessment district including
Tract 4719 (150 single family homes) and Tract 5180 (Amador Lakes)
7.2 Prezoning and Annexation of Camp Park Tassajara Creek Regional Park
and County Owned Property
The issues, options, resource needs and schedule for the prezoning
and annexation of Camp Parks, Tassajara Creek Regional Park and
County-owned property east of Dougherty Rd and west of Tassajara Rd
STAFF RECOMMENDATION: Hear Staff presentation; discuss options;
direct Staff to proceed with an environmental review,
pre zoning and annexation
7.3 Californians for Better Transportation Membership
The City has received a request to participate as members of
Californians for Better Transportation. At the regular meeting on
February 25, 1985, the City Council requested additional informa-
tion on the benefits of membership and any legal restrictions. The
organization has proposed to conduct a public awareness campaign
related to the need for transportation financing.
STAFF RECOMMENDATION: Consider membership

10. ADJOURNMENT - Adjourn to Special Meeting, Thursday, March 21, 1985,
Stafford's Restaurant, 6960 Amador Plaza Road. This will be a
Tri-Valley Joint City Council meeting (Danville, Dublin, Livermore,
Pleasanton & San Ramon) and the topic for discussion will be
transportation issues. No Host Cocktails & Dinner @ 6:30 p.m.,
Meeting @ 8:00 p.m.
