DUBLIN CITY COUNCIL
REGULAR MEETING - March 11, 1991 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related
to each agenda item is available for public information and perusal several days
prior to a Council meeting at the Dublin Library and also in the City Clerk's
Office at the Civic Center.

3. ORAL COMMUNICATIONS
3.1 Introduction of new Police Services Deputy Brown
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counc; l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Joint Planning Commission/City Council East Dublin
Study Session of February 14, 1991 and Regular Meeting of
February 25, 1991
STAFF RECOMMENDATION: Approve
4.2 Amendments to Personnel System
The City Council will review proposed amendments to
existing job descriptions and salary ranges for part-time
positions in the Recreation Department.
STAFF RECOMMENDATION: Adopt Resolutions
4.3 Award of Bid - Contract 91-01, Sidewalk Safety Repair
The low bid received ($36,987) is within funds budgeted for
construction of this project.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to E & D
Systems, Inc., and authorize Mayor to execute agreement
4.4 City Treasurer's Investment Report as of February 28, 1991
STAFF RECOMMENDATION: Receive Report
4.5 Agreement with Alameda County regarding Mortgage Credit
certificate Program
This agreement with Alameda County would enable the City to
continue to provide assistance to first time homebuyers of
new and existing single-family dwelling units in Alameda
County.
STAFF RECOMMENDATION: Authorize City Manager to sign
agreement and authorize appropriation of $4,500 to Planning
Contract Services account from the Contingent Reserve.
4.6 Status Report on Dublin Boulevard Improvements (Donlon Way to
Village Parkway) Capital Improvement Project
The City'S Capital Improvement Project to widen Dublin
Boulevard between Donlon Way and Village Parkway may be
affected by a lawsuit the Sierra Club has filed against
MTC. This report provides information regarding these
potential impacts.
STAFF RECOMMENDATION: Receive Report
4.7 Warrant Register Dated March 11, 1991
STAFF RECOMMENDATION: Approve
4.8 Tri-valley Travel Forecasting Model
This computer model is proposed to be used to determine
levels of service on selected roadways to monitor traffic
impacts as development occurs. This is an element of the
Congestion Management Plan which is required by Proposition
111.
STAFF RECOMMENDATION: Adopt Resolution approving the
cooperative agreement between the Contra Costa Transportation
Authority, the County of Alameda, and the cities of Dublin,
Livermore and Pleasanton; and authorize $24,750 budget
transfer from unallocated reserves to the Engineering
operating budget to pay Dublin's share of the model.
5. WRITTEN COMMUNICATION
5.1 Request from Dublin Little League for City Assistance with
Construction of a 90' Baseball Field
Dublin Little League has requested City assistance with the
construction and funding of a 90' baseball field at Murray
School. Initial cost estimates are approximately $12,676
to $16,579. Funds have not been included in the 1990-91
budget for this project.
STAFF RECOMMENDATION: Defer request pending further
information from the Dublin Unified School District and the
Dublin San Ramon Services District.
6. PUBLIC HEARING
6.1 Request for Limited parking Zone on Dublin Boulevard @ Great
Western Building
Dr. James Stalker, 7600 Dublin Boulevard, has requested a
1-hour parking zone along the front of his office building.
Staff feels that time-limited parking is inappropriate and
unnecessary at this location.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
deny request -OR- waive reading and INTRODUCE Ordinance
establishing limited parking zone on Dublin Boulevard.
6.2 Ordinance Amending City of Dublin Municipal Code: Chapter
6.68 Oversize Vehicle Permits
This is the second reading of a proposed Ordinance which
would bring the City's Municipal Code into conformance with
new State Law regarding bond and insurance requirements for
oversize vehicle permits.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.3 Amendment to Municipal Code Title 2 Chapter 36 (Purchasing)
This is the second reading of a proposed amendment to the
City's purchasing regulations which would allow negotiated
contracts for janitorial services and certain building and
street maintenance services.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.4 Chevron Conditional Use Permit/Site Development Review at 5933
Dougherty Road PA 90-066
The Applicant is requesting CUP/SDR approval to construct
and operate a 24 hour service station and drive through car
wash with 12 self-service fueling positions and a food
mart.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolutions approving the Negative Declaration,
Conditional Use Permit and site Development Review.

8. NEW BUSINESS
8.1 Proposed Programs Supporting U. S. Military Personnel
Councilmember Jeffery has requested that the Council
consider joining other cities in the Tri-Valley area in
formulating a Welcome Home Celebration. Mayor Snyder has
requested consideration of a program proposed by Dublin
resident Richard Lee regarding the formal adoption of a
military unit by the City.
STAFF RECOMMENDATION: Consider Requests
8.2 provision of Fire Services to Alameda County Santa Rita
Property
In accordance with the City's 1986 Annexation Agreement
with Alameda County, a proposed agreement has been reached
regarding the payment for fire services provided to the
Santa Rita property.
STAFF RECOMMENDATION: Approve Side Letter Agreement for
provision of Fire Services to Santa Rita Property and
authorize Mayor to execute agreement.
8.3 Fiscal Year 1990-91 Mid-Year Financial Review
STAFF RECOMMENDATION: 1) Approve a $5,640 budget transfer
from Contingent Reserve to Legal Services budget; 2) Approve
an additional appropriation of $608,000 to the Non-
Departmental budget from new revenue; and 3) Approve a $21,244
budget transfer from the Contingent Reserve to the Engineering
budget and an additional appropriation of $45,456 from new
revenue to the Engineering budget.
