DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Tuesday, March 12, 1996, 7:00 p.m.
DUBLIN CIVIC CENTER, 100 Civic Plaza
A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS
3.1Announcement of 1995 Organization of the Year and presentation of Proclamation
Nominees include: Dublin 4-H Club, Dublin Lions Club, Dublin Little League, Dublin
Sister City Association, Resurrection Lutheran Church, and Women's Club of Dublin
3.2Announcement of 1995 Citizen of the Year and presentation of Proclamation
Nominees include: Wayne Barnes, Margaret Garlock, Mae Hernandez, Eddie Jo Mack,
and Adib Nassar
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Adjourned Regular Meeting (Goals & Objectives/Budget) of February 21, and
Regular Meeting of February 27, 1996
STAFF RECOMMENDATION: Approve
4.2Request for Proposal for Computer Consultant Services
The City's Information Systems Master Plan which was adopted by the Council in October of
1994, calls for the services of a consultant during FY 1995-96. The City does not employ a
Data Processing Manager and given the complexity of the tasks involved, Staff estimates that
approximately 100 hours of consultant time will be required to complete the tasks outlined in
the RFP.
STAFF RECOMMENDATION: Authorize Staff to distribute the RFP for Consultant Services to
evaluate certain elements of the City's Information Systems Master Plan.
4.3Landscape Architectural Services for the Renovation of Mape Park
Two firms submitted proposals for landscape architectural services for the renovation of Mape
Park. Staff has done a thorough review of the proposals and has done reference checks.
STAFF RECOMMENDATION: Award contract to John Nicol & Associates, Inc., and authorize
Mayor to execute agreement. The proposed fee for services is $15,800.
4.4Acceptance of Work, Contract 95-03, Sidewalk Safety Repair (Grinding)
The sidewalk program repairs offsets in concrete sidewalks that are a potential tripping hazard.
This contract grinds down the sidewalk locations that are the smaller offsets. Another phase of
the program removes and replaces sidewalk offsets that are more major in nature.
STAFF RECOMMENDATION: Accept improvements.
4.5Acceptance of Work, Contract 95-05, Dublin Sports Grounds Renovation, Phase I
This project constructed a new baseball field at the Dublin Sports Grounds. Jensen
Corporation was the contractor. This contract has been successfully completed and is ready
for City acceptance.
STAFF RECOMMENDATION: Accept improvements and authorize $15,548.30 payment to
Jensen Corporation.
4.6Municipal Dispute Resolution Consulting Services Second Contract Amendment
The Liaison Committee between the Cities of Dublin, Pleasanton and DSRSD have contracted
with Dr. David Stiebel to facilitate agreement on a number of issues affecting the agencies.
This second contract amendment will not result in any additional costs to the City of Dublin.
STAFF RECOMMENDATION: Authorize Mayor to execute contract amendment.
4.7Warrant Register ($778,983.15) dated March 12, 1996
STAFF RECOMMENDATION: Approve
5.WRITTEN COMMUNICATIONS - None
6.PUBLIC HEARING
6.1Proposed Amendments to Title 9 (Subdivisions) of Dublin Municipal Code
Revisions to the Subdivision Ordinance are primarily changes to bring the City's Ordinance into
conformance with recent State Law changes. There are other changes recommended by the
Consulting Engineers and Land Surveyors of California to ease the requirements for filing a
Vesting Tentative Map.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.2Public Facilities Fee
The City Council will review the results of the Public Facilities Fee Justification Study and
consider adoption of a Public Facilities Fee to finance municipal public facilities to reduce the
impacts caused by future developments in the City of Dublin and Eastern Dublin. Such
facilities include the following: completion of the Civic Center office space, construction of a
new library and expansion of the existing library, relocation and expansion of the existing
senior center, acquisition and construction of neighborhood and community parks and
community buildings (including a community theater, a community center, a recreation center
and an aquatic center).
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
establishing a public facilities fee.
6.3Amendment to Chapter 9.28 of the Dublin Municipal Code - Quimby Act Ordinance
Proposed amendments to the Quimby Act Ordinance pertain to the amount of land to be
dedicated, the calculation of in-lieu fees, and credits for open space and recreational facilities.
STAFF RECOMMENDATION: Conduct public hearing; waive reading and INTRODUCE
Ordinance.

8.NEW BUSINESS
8.1Eastern Dublin Scenic Corridor Adoption and Eastern Dublin Scenic Corridor Policies and
Standards
In compliance with the Eastern Dublin Specific Plan Action Program, the City Council will
consider the official adoption of Tassajara Road, I-580 and Fallon Road as designated scenic
corridors, and approval of scenic corridor policies and review procedures and standards for
projects within the scenic corridor viewshed.
STAFF RECOMMENDATION: Adopt Resolution.
8.2Consideration of request to initiate a General Plan Amendment to repeal the Rental
Availability Ordinance
The purpose of the Rental Availability Ordinance is to provide rental housing in the City by
requiring 10% of the total number of units in all new multi-family projects of more than 10
units be maintained as rental units for a period of 5 years. The obligation to provide rental
units may be satisfied by an applicant's payment of In-Lieu Rental Fees. Kaufman & Broad has
submitted a request that the Rental Availability Ordinance be deleted from the City's Housing
Element of the General Plan.
STAFF RECOMMENDATION: Consider repealing Rental Availability Ordinance and provide
appropriate direction to Staff.

On Tuesday, March 19, 1996, the City Council and Planning Commission will hold a joint study session
to continue discussion of issues related to the City’s overall housing goals. The meeting will be held in
the Regional Meeting Room beginning at 7:00 p.m.
