4.3 Authorization to Prepare Engineer's Report for Street Lighting Maintenance Assessment
District 83-1 (File # 360-50)
This assessment district funds the energy and maintenance costs for the City's street lighting
system, with the exception of lights in Dublin Ranch and Tract 7067. This action authorizes
Staffto prepare the Engineer's Report for the Fiscal Year 2004-05 assessment. A public
hearing will be held prior to the lew of assessments.
STAFF RECOMMENDATION: Adopt Resolution
4.4 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 83-2 (Stagecoach Road Area) (File # 360-20)
This assessment district funds thc utility and maintenance costs for landscaping improvements
along Stagecoach Road and on the interior slopes of the Dublin Hills Estates development.
This action authorizes Staffto prepare the Engineer's Report for the Fiscal Year 2004-05
assessment. A public hearing will be held prior to the lew of assessments.

4.5 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 86-1 (Dougherty Road) (File # 360-20)
This assessment district funds the utility and maintenance costs for landscaping improvements
associated with the Villages ~ Willow Creek development located on Dougherty Road at
Amador Valley Boulevard. This action authorizes Staff to prepare the Engineer's Report for
the Fiscal Year 2004-05 assessment. A public hearing will be held prior to thc levy of
assessments.

4.6 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 97-1 (Santa Rita Road Area) (File # 36020)
This assessment district funds the utility and maintenance costs for landscaping improvements
in the Santa Rita (Emerald Park) development area, which is bounded by Arnold Road,
Gleason Drive, Tassajara Road and 1-580. This action authorizes Staff to prepare the
Engineer's Report for the Fiscal Year 2004-05 assessment. A public hearing will be held
prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution
4.7 Authorization to Prepare Engineer's Report for Street Lighting Maintenance Assessment
District 99-1 (Dublin Ranch) (File # 360-20)
This assessment district funds the energy and maintenance costs for the street lighting system
within Dublin Ranch and for Tract 7067 (Clifden Parc). This action authorizes Staff to
prepare the Engineer's Report for the Fiscal Year 20044)5 assessment. A public hearing will
be held prior to the levy of assessments.

4.8 Second Amendment to Tract Developer Agreements for Public Street Improvements and
Public Landscape Improvements, Tract 7136 (Dublin Ranch Area A-1 by Toll Brothers,
Inc.) (File # 600-60)
The developer of Dublin Ranch Neighborhood A-l, Tract 7136, has asked that the governing
Tract Developer Agreements be amended to allow until March 19, 2005 to complete the
remaining subdivision improvements and landscaping.

4.9 Amendment to Agreement for the Temporary Display of Sculpture at Dublin Civic Center
(File # 600-30)
The City of Dublin currently has a sculpture on load from KLMLP, LP. The sculpture "Steel
Watercolor #99" is a 22 ½ foot tall sculpture by Bay Area Artist, Fletcher Benton. The
agreement terms for the sculpture have expired but there are provisions for extension upon
written approval of all parties to the agreements. KLMLP, LP and the Dublin Fine Arts
Foundation have indicated a desire to extend the loan for an additional two years.
STAFF RECOMMENDATION: Authorize Mayor to execute Amendment to Agreement.
4.10 Acceptance of Work, Freeway Underpass Lighting, Contract 03-04 (File # 600-35)
The Freeway Underpass Art Project included a lighting component. In May 2003, the City
Council awarded the contract for underpass lighting to Columbia Electric, Inc. The work is now
complete and Staff recommends that the City Council accept the improvements constructed under
the contract.
STAFF RECOMMENDATION: Accept improvements and authorize final payment to
Columbia Electric, Inc., less retention to be paid in 35 days if no subcontractor claims are
received.
4.11 Financial Reports for the Month of January 2004 (File # 330-50)

4.12 Consultant Agreement to Update Fire Facility Fee (File # 600-30)
The proposed update to the Fire Facility Fee is intended to allow the City of Dubtin to collect the
Fire Facility fees necessary to pay for the fire stations to serve the community.
STAFF RECOMMENDATION: Authorize City Manager to execute Agreement with
MtmiFinancial.

6.1 Stage I Planned Development Zoning District, West Dublin BART Specific Plan
Amendment and Stage 1 Development Plan for a residential, hotel, and small-scale
commercial development on property located at 6600 Golden Gate Drive PA 03-033
(File # 450-30)
This project proposal consists of 210 apartments, a 150-room hotel, and 7,500 square foot
commercial pad on approximately 7.26 acres located at 6600 Golden Gate Drive, adjacent to the
future West Dublin BART Station.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt
Ordinance.
6.2 Ordinance Creating a New Chapter 5.61 to the Dublin Municipal Code - Green Building
Practices for City projects (File # 530-10)
This is the second reading of a proposed Ordinance which would be designated as the Green
Building Practices for City Projects and the environmental compliance benchmark that is being
recommended is the Leadership in Energy Environmental Design (LEEDTM) Green Building
Rating System. The Ordinance contains the City Council recommended change, which
incorporate the LEEDTM silver rating, or a City-approved equivalent for all City building projects
with the estimated cost of construction of $3,000,000 or greater in value into the proposed
Ordinance. There is a review of the cost/benefit implications of implementing environmentally
friendly building practices on building projects.

Dublin Ranch Area F North, submitted by James Tong representing the Lin Family,
Planned DevelOpment Rezone/Stage 1 for the Amendment Area, Rezone/Stage 2
Development Plan for the Development Area, and CEQA Addendum PA 01-037
(File # 420-30/400-20)
The applicant is proposing a General Plan Amendment and an Eastern Dublin Specific Plan
Amendment to change the land uses within Areas F, E & B of Dublin Ranch and also a Stage 1
and Stage 2 Development Plan commensurate with the proposed land use changes and to establish
development standards and landscape standards for the development area. A CEQA Addendum is
included as a necessary environmental finding for the project.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution, adopting
CEQA Addendum; waive reading and INTRODUCE Ordinance mending the Zoning Map and
approving the related Stage 1 and Stage 2 Planned Development Plans.
6.4 IKEA Retail Complex Supplemental Environmental Impact Report, PD - Planned
Development Rezoning with Related Stage I and 2 Development Plans, Development
Agreement, Site Development Review, and Master Sign Program PA 02-034
(File # 410-30/600-60)
The City Council will consider a development application from IKEA, proposing a new 317,000
square foot IKEA home furnishings store and a 137,000 "lifestyle" retail center, adjacent to the
IKEA store. IKEA is also proposing a 99' tall freestanding freeway sign, advertising the
proposed IKEA and the lifestyle retail tenants. To accomplish the proposed project, the Applicant
is requesting a Planned Development Rezoning, Site Development Review (for IKEA store only),
a Master Sign Program, and a Development Agreement.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
certifying Supplemental Environmental Impact Report; waive reading and INTRODUCE
Ordinance approving a PD Rezoning with related Stage 1 and Stage 2 Development Plans; adopt
Resolution approving SDR for the IKEA project; adopt Res01utio.n approving a Master Sign
Program for IKEA; waive the reading and INTRODUCE Ordinance approving a Development
Agreement for the IKEA Project; and continue item to April 6, 2004 City Council meeting for
second reading of Ordinances.
6.5 General Plan and Eastern Dublin Speeifie Plan Amendments for IKEA and Area F North,
Dublin Ranch PA 02-034 and PA 01-037 (File # 420-30/410-55)
Applicants IKEA and James Tong (representing Chang Su-O Lin, H. Yao Lin & H. L. Lin), have
submitted applications for approval of General Plan and Eastern Dublin Specific Plan
Amendments for the IKEA Commercial Project and Dublin Ranch Area F North, respectively.
The City Council will hold a public heating on their requests and make a determination.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.

6.6 Parks and Recreation Master Plan - March 2004 Update (File # 920-30)
The City Council will conduct a public hearing to consider revisions to the Parks and Recreation
Master Plan based on the most current planning and population data available to the City.
STAFF RECOMMENDATION: Conduct public heating; deliberate; adopt Resolution adopting
a Negative Declaration for the Parks and Recreation Master Plan Update (2004); and adopt
Resolution adopting the Master Plan (2004).

7.1 Determine Course of Acfi°n regarding completion ofconstruetion documents for portion of
Downtown Improvement Implementation (File # 600-30)
The City Council will determine a course of action regarding completion of construction
documents for a portion of the Downtown Improvements Implementation Capital Project by
either: 1) contracting with a consultant to complete the construction documents - OR- 2)
deferring completion of the documents until fimding is assured for construction of the project.
STAFF RECOMMENDATION: Adopt Res0.1ut.io~ approving the consulting services
agreement with RDS ArChitects to complete the downtown monument construction documents
and defer the completion of the archway construction documents - OR- adopt alternate
Resolution approving deferral of completion of construction documents for a portion of
Downtown Improvement Implementation, and authorizing the Public Works Director to execute
an amendment to SFE's consulting services agreement to include $6,897 in additional services.
7.2 Village Parkway Sidewalk Widening and Lighting Improvements - Design Alternatives
(File # 820-40)
Staff will present to the City Council several design alternatives for the widening of sidewalks
along Village Parkway between Amador Valley Boulevard and Dublin Boulevard, and the type of
decorative lighting that wilt be installed in the new sidewalk.
STAFF RECOMMENDATION: Approve replacement of the sidewalk, and if approved, select a
sidewalk alternative and approve recommended lighting proposal.

8.1 Authorization to Solicit Bids for Contract 04-02, Traffic Signal Upgrade - Dublin
Boulevard and Scarlett Drive (File # 600-35)
This project will upgrade the existing traffic si~l system on Dublin Boulevard at Scarlett
Drive to allow Scarlett Drive to be widened to 4 lanes and the northbound leg on the east side
of Chabot Channel to be opened to traffic.
STAFF RECOMMENDATION: Authorize Staffto advertis~ got bids.
$°2 Legacy Partners/AMB Properties - Setting of he~ring date for Appeal of Tentative Parcel
Map and Site Development Review (File # 410-30)
The City Council will set the date for the Apl~al o£the Planning Commission approval of the
Vesting T~ntative Subdivision Map and Site Development Review. The Appeal was filed by
Adams Broadwell Joseph & Cardoza, attorneys for the International Brotherhood o£Electrical
Workers, Local 595, Sheet Metal Workers Union Local 104, and the Plumbers and
Steamfitters Union Local 342.
STAFF RECOMMENDATION: Schedule public hearing for appeal on April 20, 2004.
8.3 Consultant Services Agreement - Murray Schoolhouse Exhibit Design (File # 600-30)
in order to refurbish exhibit space within the Murray schoolhouse to provide a fresh setting
that will optimally highlight Dublin's history, Staff recommends a contract with designer
Gloria Matsumoto. Ms. Matsumoto will provide 7 individual design spaces within the
museum that will cumulate into one overall cohesive design for the interior of the museum.
STAFF RECOMMENDATION: Adopt Resglutio. n. approving Agreement.
