4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of March 5, 2002

4.2 Amendment to Construction Truck Access Agreement with Windemere BLC Land
Company, LLC (File #600-30)
In November 2001, the City Council entered into an agreement that allowed the developer to
use Dougherty Road as a truck route to access the Windemere project site in Contra Costa
County. The proposed resolution will extend the term of the current agreement until April 30,
2002.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute agreement.
4.3 Agreement with Robert Gray & Associates for Lighting Design, Freeway Underpass Art
Project (File # 600-30)
The 2000-2005 Capital Improvement Program includes a project for Freeway Underpass Art
at Dublin Boulevard and at Amador Valley Boulevard. The project provides for the design
and installation of a painted mural to both the approaches and the underpass for each location.
Additionally, the project provides for underpass lighting. The proposed agreement is for
consulting services to prepare the electrical design and assist Staffin selection of lighting
fixtures for thc Freeway Underpass Art Project. The cost of the services is not to exceed
$18,710.
STAFF RECOMMENDATION: Adopt Resolution awarding contract to Rober~ Gray &
Associates.
4.4 Approval of Agreement for Long-Term Encroachments for Fallon Road, Signal Hill Drive
and Bent Tree Drive, Dublin Ranch, Area A (File # 600-30)
Three long-term encroachments will allow for the construction and maintenance on one golf
cart path overpass on Fallon Road and golf course utilities under Signal Hill Drive and Bent
Tree Drive in Area A of the Dublin Ranch development.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Approval of Master Final Map 7253, Dublin Ranch Area A, and Improvement Agreement
and Right-of-Entry for Fallon Road Improvements to Satisfy Certain Conditions of
Approval of Master Vesting Tentative Map 7135 (File # 410-50/600-60)
This is the third Master Final Map for Area A of Dublin Ranch. This map will create eight
parcels of land, four of which will be re-subdivided into a total of 250 single-family
residential lots. The other four lots are for the future golf course, a public school facility and
a future street.
STAFF RECOMMENDATION: Adopt Resolution.
4.6 Approval of Final Tract Map for Tract 7136, Dublin Ranch Area A, Neighborhood A-1
(Toll Brothers) and Approval of Tract Developer Agreements for Public Improvements
and Landscape Improvements (File # 600-60)
This Final Tract Map will create 110 low-density single-family residential lots on 39 acres of
land. The development is located west of Fallon Road in Dublin Ranch will be encircled by
the Dublin Ranch Golf Course.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Financial Reports for the. Month of February 2002 (File # 330-50)

4.8 Request from Councilmember Oravetz to Designate a Street within Dublin Ranch under
City's Policy for Naming by a Non Profit Organization (File # 820-60)
This request proposes to utilize the City's street naming policy for non-profit organizations to
raise funds for the Kaleidoscope Activity Center in Dublin.
STAFF RECOMMENDATION: Approve request.

PUBLIC HEARING
6.1 ' Toll Brothers - Development Agreement for Dublin Ranch Area G, PA 01-009
(File # 600-60)
An Ordinance approving a Development Agreement between the City of Dublin and Toll
Brothers is a requirement of the Eastern Dublin Specific Plan. The City and the Developer
are still working out some minor changes to the agreement, which necessitates continuing this
item to the April 2, 2002, City Council meeting.
STAFF RECOMMENDATION: Open public hearing; receive Staff presentation; and continue
public hearing to the April 2, 2002, City Council meeting.

Toll Brothers - Dublin Ranch A-1 Development Agreement 1't Reading, PA 01-010
(File # 600-60)
This is the first reading of a Development Agreement between the City of Dublin and Toll CA
II, L.P. The Development Agreement is required by the Eastern Dublin Specific Plan. This
Agreement will vest the project approvals recently granted by the City Council and provide
for additional Development Agreements at the time of the development of the individual
parcels within the project area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.

NEW BUSINESS
8.1 Toll Brothers Affordable Housing Agreement for Dublin Ranch Area G, PA 01-009
(File ~600-30)
Staff is currently drafting amendments to the Inclusionary Zoning Ordinance that would
increase the number of Inclusionary units required to be constructed from 5% to 15% and
change the required in-lieu fees. Toll Brothers desires to construct a residential for-sale
project consisting of four neighborhoods, which total 1,396 units in Area G of Dublin Ranch,
which are subject to the City's Inclusionary requirements. In light of the uncertainty of the
applicability of proposed new amendments to the present Zoning Ordinance, both the City
Staff and the Developer have agreed to the terms of this agreement. Given the unique
agreement, specific conditions were placed on the Site Development Review and Tentative
Maps approved by the Planning Commission in January 2002 requiring City Council approval
of this agreement.
STAFF RECOMMENDATION: Review document; adopt Resolution authorizing Affordable
Housing Agreement for the construction of Inclusionary units and the payment of in-lieu fees for
Area G of Dublin Ranch; and authorize Mayor to execute agreement.
