At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES.
In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda, The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Cede Section 54,.qE4.2(b)(1 )(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non.controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may
request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of March 3, 2001
STAFF RECOMMENDATION: Approve
4.2 Declaration of Weeds and combustible Refuse as a Public Nuisance (File ;940-50)
In accordance with Ordinance No. 13-97, the City Council may declare that there is a public
nuisance created by weeds and combustible debris growing, accumulating upon the streets,
sidewalks and property within the City of Dublin. With this declaration, the Fire Chief shall notify
property owners of violations and order abatement without delay. If the abatement is not
completed, the City of Dublin shall, at the expense of the owner, have the weeds or refuse removed.
STAFF RECOMMENDATION: Adopt Resolution; direct Staff to notify the public; schedule
public hearing for May 1, 2001 to hear and consider objections to abatement order.
4.3 Authorization to Prepare Engineer' s Report for Landscaping & Lighting Maintenance
Assessment District 83-2 (Stagecoach Road Area) (File 360-20)
This assessment district funds the maintenance and utility costs for roadside landscaping along
Stagecoach Road and the interior slopes of the Dublin Hills Estates development. This action
authorizes City Staff to prepare the Engineer's Report for the 2001-02 assessment. A noticed public
hearing regarding the levy of assessments will be scheduled at a later date.
STAFF RECOMMENDATION: Adopt Resolution.
4.4 Authorization to Prepare Engineer' s Report for Landscaping & Lighting Maintenance
Assessment District 86-1 (The Villages ~ Willow Creek Development on Dougherty Road)
(File 360-20)
This assessment district funds the maintenance and utility costs for landscaping associated with the
Villages @ Willow Creek development. This action authorizes City Staff to prepare the Engineer's
Report for the 2001-02 assessment. A noticed public hearing regarding the levy of assessments will
be scheduled at a later date.
STAFF RECOMMENDATION: Adopt Resolution.

4.5 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 97-1 (Santa Rita Area) (File 360-20)
This assessment district funds the maintenance and utility costs for roadside landscaping within
the Santa Rita (Emerald Park) development area. This action authorizes City Staff to prepare
the Engineer's Report for the 2001-02 assessment. A noticed public hearing regarding the levy
of assessments will be scheduled at a later date.
STAFF RECOMMENDATION: Adopt Resolution.
4.6 Authorization to Prepare Engineer' s Report for Street Lighting Maintenance Assessment
District 99-1 (Dublin Ranch) (File 360-20)
This assessment district funds the maintenance and energy 'costs for street lighting in the Dublin
Ranch development area and the Taylor Woodrow (Clifden Pare) development. This action
authorizes City Staff to prepare the Engineer's Report for the 2001-02 assessment. A noticed
public hearing regarding the levy of assessments will be scheduled at a later date.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Office of Traffic Safety Grant for Specialized Equipment for Reduction of DUI (File 580-40)
The State of California Office of Traffic Safety has grant funding available to assist law
enforcement agencies with programs designed to increase traffic safety. Staff is requesting
authorization to apply for grant funding for the purchase of 30 preliminary alcohol screening
devices and related equipment and training in the amount of $27,878. This equipment will
assist officers when investigating persons suspected of driving under the influence of alcohol.
STAFF RECOMMENDATION: AUthorize Staff to apply for grant funding.
4.8 Authorization to Prepare Engineer' s Report for Street Lighting Maintenance Assessment
District 83-1 (File 360-50)
This assessment district funds the maintenance and energy costs for Street lighting throughout
the City, except Dublin Ranch and the Taylor Woodrow (Clifden Pare) development, which
are included in Assessment District 99-1. This action authorizes City Staff to prepare the
Engineer's Report for the 2001.02 assessment. A noticed public hearing regarding the levy of
assessments will be scheduled at a later date.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Legislation to Exempt County Libraries from the Educational Revenue Augmentation
Fund (ERAF) Property Tax Shift (File 940-60/660-40)
The Alameda County Library is requesting that the City support legislation that would return
property taxes to county libraries.
STAFF RECOMMENDATION: Authorize Mayor to execute letters to Assemblymember
Patricia Wiggins in support of AB 315 (Dutra), and to Senator Tom Torlakson in support of SB
74 (Speier & McPherson) and SB 94 (Torlakson & Figueroa).
Financial Reports for the Month of February 2001 (File 330-50)
STAFF RECOMMENDATION: Receive Reports.
AUthorization to Solicit Bids for Contract 01-06, Annual Slurry Seal Program (File 600-35)
This project will slurry seal various streets as a preventive maintenance technique to prolong
the life of asphalt pavement.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
Award of Bid, Contract 01-02, 2000-01 Annual Sidewalk Safety Repair Program and Curb
Modifications at Amador Valley Boulevard/Starward Drive (File 600-3:9)
This project repairs sidewalk locations that are offset 3/~,, or more and which may pose a
tripping hazard. Improvements also include curb modifications at Amador Valley
Boulevard/Starward Drive intersection.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Vanguard Construction
($65,338) and approve $2,984 Budget Change from Gas Tax Reserves.

Award of Bid, Contract 01-01, Civic Center Automatic Doors and Outdoor Electrical
Upgrade (File 600-35)
This project would retrofit two existing sets of doors at the Civic Center to actuated operation.
The Outdoor Electrical Upgrade would renovate the site lighting in the lawn area in front of
the Civic Center and add electrical circuits for outdoor events in the plaza. The low bid
($30,501) is within funds budgeted for the Automatic Door project, but exceeds funds
budgeted for the Outdoor Electrical Upgrade.
STAFF RECOMMENDATION: Approve $4,818 Budget Change for additional appropriation from
Internal Service Fund and adopt Resolution awarding contract to Morgan Electric.
Agreement with NBS Government Finance Group for Assessment District Consulting
Services (File 600-30)
This agreement would provide for administrative and data processing services related to the
City's five landscaping and lighting assessment districts, as well as two fees for services (refuse
collection and emergency medical). The proposed annual not-to-exceed amount for this' work
is $26,000; this cost would be paid from the individual assessment district/fee funds based on
the work generated by each district or fee. The work performed under this agreement would
not cause an increase in any of the fees or assessments.
STAFF RECOMMENDATION: Adopt Resolution.
Agreement for Audit & Professional Services with Vavrinek, Trine, Day & Co. LLP(F//e 600-30)
The Council will consider a recommendation of the City Council Audit Committee to grant a
three-year extension to the City's contract with Vavrinek, Trine, Day & Co. (VTD) for services
associated With the implementation of Governmental Accounting Standards Board Statement
34 (GASB 34), including preparation of the new financial statements and review of the City's
valuation of its infrastructure as required under GASB 34.
STAFF RECOMMENDATION: Accept recommendation of City Council Audit Subcommittee,
authorize City Manager to execute Agreement, and approve Budget Change.
Proposed Contract with VBS Services for Blood Draws required after Driving Under the
Influence of Alcohol/Drugs (DUI) Arrests (File 600-30)
The Council will consider contracting with VBS Services to provide contract services
associated with DUI arrests to determine the blood alcohol level of individuals arrested.
STAFF RECOMMENDATION: Adopt Resolntion authorizing City Manager to sign contract
with VBS Services.

PUBLIC HEARING
6.1 Introduction of Cable System Regulatory Ordinance and Approval of AT&T Broadband
Franchise Agreement (File 1050-30/600-30)
The City Council will conduct a public hearing to receive public testimony regarding the
introduction of a new Cable System Regulatory Ordinance. The Council will consider approval of a
1 O-year Franchise Agreement and Side Letter with AT&T Broadband and Interact Service effective
June 1, 2001.
STAFF RECOMMENDATION: Conduct public hearing; waive reading and INTRODUCE
Ordinance; authorize Mayor to execute Franchise Agreement, including Side Letter; and adopt
Resolution.
6.2 Vicious Dog Hearing Appeal (File 500-40)
A Vicious Dog Hearing was conducted on February 8, 2001, in accordance with the Municipal.
Code Section regarding Animal Control. The findings, which were issued on February 14,
2001, declared the dog vicious and imposed restrictions on the dog. The hearing findings were
subsequently appealed to the City Council.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; make determination on appeal.
6.3 Tassaj ara Creek Phase H - Greenbriar Homes Communities, Inc., Planned Development
Rezone (Stage 2 Development Plan) PA 00-036 (File 450-30)
The Applicant is requesting a Planned Development Rezone and Stage 2 Development Plan for
Tassajara Creek Phase II. This project is a continuation of the Tassajara Creek Phase I project
and the project involves the construction of 46 single family homes
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance; continue item to April 3ra City Council meeting for second reading.
UNFINISHED BUSINESS
7.1 Civic Center Library Art (File 900-50)
The Library Art Selection Committee and the Heritage & Cultural Arts Commission are
recommending approval of the proposed concepts for library art selection. The City Council
will hear a report from the Art Consultant and the Artists and consider approval of the
proposed artwork.
STAFF RECOMMENDATION: Receive presentation from Art Consultant, Lynne Baer and
approve artwork - OR~- provide alternate direction.
7.2 Freeway Underpass Art Project (File 900-50)
The Freeway Underpass Art Selection Committee and the Heritage & Cultural Arts
Commission are recommending an artist team for the Freeway Underpass Art Project. The
City Council will hear a report from the Art Consultant and artist team and consider approval
of the artist team and basic conceptual design for the project.
STAFF RECOMMENDATION: Receive presentation from Art Consultant, Lynne Baer and
artist team and approve artist team and basic conceptual design - OR - provide alternate direction.
NEW BUSINESS
8.1 City Council Emergency Training Date (File 520-30)
As directed by the Council, Staff will conduct City Council Standardized Emergency
Management Systems Training and Emergency Operations Center Tour.
STAFF RECOMMENDATION: Establish date for Council training.
8.2 Request for Proposal - Emerald Glen Park Phase 2 (File 600-30)
This phase of Emerald Glen Park will include the design for the entry comer into the Eastern
Dublin area. The approved Master Plan shows this area as including a small lake and water
feature, gazebo and sculpture garden.'
STAFF RECOMMENDATION: Authorize Staff to issue RFP and designate Councilmember for
Selection Committee.
