PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 3.1 proclamation declaring week of April 5-11 as National Library \veek, with the theme "Take Time to Read" 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the Ci ty Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of March 9, 1987 STAFF RECOMMENDATION: Approve 4.2 Authorization to Submit Claim for 1987-88 Transportation Development Act Funds The City is required to file a claim for Transportation Development Act funds related to paratransit Services by April 1, 1987. The 1987-88 TDA allocation is $11,436. The City's estimated General fund subsidy for Fiscal Year 1987-88 is $14,586. paratransit Services are presently provided by the Tri-City JPA which contracts with the San Ramon Valley Community Center. STAFF RECO~~ENDATION: Authorize the City Manager to file and execute the necessary documents to claim TDA funds and authorize the continuation of City participation in the Tri-City paratransit JPA to furnish Paratransit Services. 4.3 Additional Appropriation - Lands~ape Maintenance Assessment District 83-2 Due to problems with the installation of landscaping within the Landscape maintenance Assessment District, additional funds are needed for Fiscal Year 1986-87 to replant and maintain these landscape areas for the remaining portion of the fiscal year. STAFF RECOMHENDATION: 1) Authorize budget transfer of $5,500 from Landscape Assessment District 83-2 Park Maintenance Account to Landscape Maintenance Account; 2) Approve additional appropri- ation of $16,000 from the Landscape Maintenance Assessment District Reserves to the Landscape Maintenance Account 4.4 Amador Valley Boulevard Rehabilitation Project - Authorization for Extra Work The SPRR tracks that cross Amador Valley Boulevard are being removed ahead of schedule. It is possible to modify the design of the current Amador Valley Boulevard project to compen- sate for removal of the tracks at an extra construction cost of $17,500 which is less than the cost would be if the work were done at a later date. STAFF RECOMMENDATION: Authorize additional appropriation from General Fund Street Improvement Reserve; authorize Staff to contract for extra work. 4.5 Stagecoach Park Construction Bids Four bids were received for the construction of Stagecoach Park. The apparent low bidder was C & C Landscape of Tracy, California. STAFF RECOMMENDATION: Authorize an additional appropriation of $26,095 from the Capital Projects Reserve Fund and authorize City Manager to develop and execute a contract with the Developer for the performance and payment for construction. 4.6 1987-88 Community Development Block Grant (CDBG) Program The preliminary estimate of 1987-88 Community Development Block Grant project funds is $49,950. A minimum of 28% ($14,000) must be used for housing projects. An advance of $26,000 was made for the Dougherty Road acquisition project, leaving a property cost balance of $8,660. STAFF RECOMMENDATION: 1) Approve and direct Staff to submit proposals for the following 1987-88 CDBG Program projects: Dougherty Road R-O-W Acquisition ($34,660); Minor Home Repair ($4,000); Housing Rehabilitation ($11,290); and 2) approve reallocation of prior year CDBG fund balances to Dougherty Road R-O-W acquisition. 4.7 Status Report - DSRSD Sewer System Master Plan Update Per the City Council's request, a proposal has been prepared and agreed upon for updating the DSRSD Sewer System Master Plan. The cost of the update is not to exceed $17,180. Mr. Fairfield, the applicant, is to pay the cost directly to DSRSD. STAFF RECOMMENDATION: Receive Status Report 4.8 Financial Report for Period Ending February 28, 1987 STAFF RECOMMENDATION: Approve 4.9 Alameda-Contra Costa Regional Remote Access Network (RAN) Board This program, which is required as a result of Senate Bill 190, would provide for the implementation of a computerized system of retaining fingerprint files identifying inked and latent fingerprints and furnishing local agencies with direct access to those files. Cm. Snyder is a member of the Regional RAN Board, as well as the Alameda County Local RAN Board. The Regional RAN Board was formed to explore the possibility of a joint Alameda County and Contra Costa County Regional Network to determine costs of the system and to develop joint operating and fiscal policies and procedures. STAFF RECOMMENDATION: Adopt Resolution agreeing to participate in the CAL-ID Remote Access Network Program. 4.10 Warrant Register dated March 23, 1987 STAFF RECOMMENDATION: Approve 5. vvRITTEN COiv~lUNICATIONS 5.1 Request from John Knox Presbyterian Church to waive Shannon Center rental policy The John Knox Presbyterian Church has reserved the Shannon Community Center for April 11, 1987. The group is requesting that the City Council waive the 75% residency requirement so that they may be classified as a Community Group and waive the hourly rental charges for their set-up time. STAFF RECOMMENDATION: \vaive 75% residency requirement in order to reclassify applicant to COlnmunity Group. Because it would be setting a precedent, Staff recommends against waiving the fees for this group for set-up time. 6. PUBLIC HEARING 6.1 Review of Stop Signs installed on Donohue Drive The City Council approved the installation of Stop Signs at 2 intersections on Donohue Drive in September, 1986, and directed Staff to review their effectiveness after 6 months. Staff's report concludes that the Stop Signs have not been effective in reducing speeds and may have created additional problems in enforcement. STAFF RECO~lMENDATION: Conduct public hearing; deliberate; consider statistics presented in report; direct Staff to take any further action deemed necessary. 6.2 Vomac Road Traffic Study In response to a request from a Vomac Road property owner, the City Council directed Staff to study the reported speeding problem on Vomac Road. Staff's report concludes that the speeding problem does exist and suggests several mitigation measures. STAFF RECOMMENDATION: Conduct public hearing; deliberate; authorize Staff to install reflective pavement markers at location indicated, increase enforcement of the speed limit and meet with parents of school children regarding compliance with traffic laws. 6.3 Tamarack Drive Traffic Study Residents of Tamarack Drive requested the City Staff to investigate installation of 4-way Stop Signs on Tamarack Drive at Burton Street and at Brighton Drive. Staff has performed a study of this portion of Tamarack Drive and recommends that the City Council consider all testimony before reaching a decision. STAFF RECOMMENDATION: Conduct public hearing; deliberate; direct Staff to take appropriate action if any is deemed necessary. 6.4 Larkdale Avenue and Bristol Road - 4-Way Stop Sign Request Two-Hay Stop Signs were recently installed on Larkdale Avenue at Bristol Road. A resident of the neighborhood requested City Staff to consider installing Stop Signs on Bristol Road as well. Staff has performed the study and recommends that the City Council consider all testimony before reaching a decision. STAFF RECOMMENDATION: Conduct public hearing; deliberate; direct Staff to take appropriate action, if any is deemed necessary. 6.5 Ordinance Repealing Campaign Contribution Ordinances No. 1-84 and No. 3-84 This ordinance, which was introduced at the March 9, 1987 City Council meeting, would limit the maximum campaign contribution to $300 from anyone source during an election period. STAFF RECOMMENDATION: Conduct public hearing; waive reading and adopt ordinance. 6.6 Ordinance Establishing Licensing for Kennels As part of the comprehensive Municipal Code revision, the City Attorney's Office has prepared an ordinance which establishes the procedures by which the City can control the operation of kennels. STAPF RECOMMENDATION: Conduct public hearing; waive reading and introduce ordinance. 6.7 Ordinance Relating to Animal Control As part of the comprehensive Municipal Code revision, the City Attorney's Office has prepared an ordinance relating to Animal Control. The ordinance addresses the requirement of an Animal Fanciers Permit for individuals keeping more than 2 dogs or 2 cats or livestock as an accessory to a dwelling unit. The ordinance also addresses Dog Licenses, Running at Large/Biting, Abatement of vicious Dogs, Impounding of Animals, Fees, and Exotic Animals. STAFF RECOMMENDATION: Conduct public hearing; waive reading and introduce ordinance. 7. UNFINISHED BUSINESS 7.1 Dublin High School Task Force Appointments The City Council approved the formation of the Dublin High School Improvement Task Force on February 9, 1987. Staff was directed to advertise openings and report back to the Council at the second meeting in March. STAFF RECOMMENDATION: Approve revised guidelines and establish selection criteria. 7.2 BART Park & Ride Project, Dublin-Pleasanton, Negative Declaration BART has prepared a revised Nagative Declaration for the proposed Dublin-Pleasanton Park & Ride Project. Staff has prepared various comments for City Council review. STAFF RECOMMENDATION: Direct Staff to forward the comments to BART. 8. NEW BUSINESS 8.1 Kolb Park Mr. Phillip Singer of Singer & Hodges, Inc., will be presenting the final design for Kolb Park as approved by the Park & Recreation Commission. STAFF RECOMMENDATION: Approve final design for Kolb Park and authorize Architect to prepare construction documents. 8.2 1987-88 Budget Study Session and Public Hearing For Fiscal Year 1986-87, the Council held a Budget Study Session and a subsequent public hearing on the Capital Improvement Program and Operating Budget. These 2 meetings seemed to facilitate a comprehensive but expeditious review of the City's Five-Year Capital Improvement Program and Operating Budget. STAFF RECOMMENDATION: Confirm tentative dates of June 16, and June 23, 1987 as meeting dates for the Council Budget Study Session and Budget Public Hearing. 9. OTHER BUSINESS 10.
