Walter Haverland 3.2Proclamation declaring March 27 - April 1, 1995 as Hunger Awareness Week At this time, members of the audience are permitted to address the City Council on items of interest to the public; however, in accordance with State Law, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting concerning the manner. Further, a member of the City Council may direct Staff to place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of : Adjourned Regular (Goals & Objectives) Meeting of March 6, 1995 Study Session (Budget) Meeting of March 7, 1995 Regular Meeting of March 13, 1995 STAFF RECOMMENDATION: Approve 4.2Warrant Register ($503,864.39) dated March 27, 1995 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATION 5.1Request from Rowell Ranch Rodeo to use City Banner Poles to advertise the 1995 Rodeo In 1993, the City Council determined to discontinue issuing permits to place advertising banners on the City’s banner poles as a cost-saving measure. The Rowell Ranch Rodeo is requesting that the City Council consider allowing the use of the banner poles to advertise the 1995 rodeo. STAFF RECOMMENDATION: 1) Review request from Rowell Ranch Rodeo and determine whether request should be granted; and 2) determine whether use of the banner poles by non-profit organizations should be reactivated and, if so, whether the adopted fee or any other parameters should be changed. 6.PUBLIC HEARING 6.1Appeal of Planning Commission approval of PETCO Conditional Use Permit and Site Development Review PA 94-055 The Planning Commission recently approved a CUP and SDR for the PETCO project consisting of a 12,002 square foot retail pet store located on the northwest corner of Dublin Boulevard and San Ramon Road. Councilmember Barnes appealed the approval and felt the entire City Council should review the project due to the fact that the location of the project is one of high visibility at one of the City’s main entrances. STAFF RECOMMENDATION: Conduct public hearing; deliberate; EITHER 1) uphold the Planning Commission’s approval of the project; 2) grant appeal and void the Planning Commission’s decision; or 3) approve a revised project subject to Conditions of Approval. 7.UNFINISHED BUSINESS 7.1Presentation from Children’s Theatre Workshop The City Council will consider a request from CTW for marketing support of their programs. STAFF RECOMMENDATION: Receive presentation. 8.NEW BUSINESS 8.1City Council Meeting Dates During the City’s annual Goals & Objectives meeting held on March 6, 1995, Councilmember Barnes requested that consideration be given to moving regular City Council meetings from the second and fourth Monday evenings to another evening of the week. 8.2Support for Toll Road Facility Assemblymember Richard Rainey has introduced a bill (AB 1019) to allow local jurisdictions to form joint powers authorities to construct and maintain a toll road in the Bay Area in lieu of the State authorized franchised toll road companies. STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to send letter to Assemblymember Rainey to support AB 1019 with modifications. 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY Reports from City Councilmembers and/or Staff 10.CLOSED SESSION - None 11.ADJOURNMENT Agenda Printed 2/17/00 3:05 AM
