public review several days prior to a Council meeting in the City Clerk's Office and also at the Dublin
Library.
Agendas may be picked up at the City Clerk's Office for no charge, or to request information on being

3.1 Public Comments
At this time, the public is permitted to address the City Council on non~agendized items. The Council must, however, comply with all
State Laws in regard to items not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future ~neeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the Citnd Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

8,1 Status Report on 2002-03 Goals & Objectives and Consideration of Preliminary 2003-04
Goals & Objectives (File # 100-80)
The City Council will conduct its annual review of the City's Goals & Objectives for Fiscal
Year 2002-03 and establish and prioritize Goals & Objectives for the City for Fiscal Year
2003 -04.
STAFF RECOMMENDATION: Review 2002-03 Goals & Objectives and Capital Projects
1/31/03; Receive Staff Report on 2003-04 Preliminary Goals & Objectives Program; Receive
Public Input; Deliberate, prioritize and preliminarily adopt the 2003-04 Goals & Objectives. The
Final Goals & Objectives Program will be adopted as part of the 2003-04 Budget process in June.
8.2 2003-2004 Budget Study Session (File # 330-20)
The City's Annual Budget Study Session provides the City Council with an opportunity to
identify those programs, services, and projects the Council would like Staff to analyze as part
of the development of the City's Annual Operating Budget and the update of the Five-Year
Capital Improvement Program for the upcoming fiscal year..
STAFF RECOMMENDATION: 1) Receive Staff Report; 2) Review Budget Issues Worksheet
and provide Staff with direction on each of the issues identified in the Budget Worksheet
(Attachment 4); and 3) Establish Budget Hearing Date to consider 2003-2004 Annual Budget and
Five-Year Capital Improvement Program Update.

11. ADJOURNMENT - The next regular meeting of the Dublin City Council will be on Tuesday, April 1,
2003 at 7:00 p.m.
