3.1 Presentation of the "Clean Air Plan for the Tri-Valley Area" (File # 530-10)
Alameda County Supervisor, 1st District, Scott Haggerty commissioned the development of
the report entitled "Clean Air Plan for the Tri-ValIey Area." The Dublin City Council asked
to receive a presentation from Supervisor Haggerty and will consider the adoption and
implementation of the Clean Air Plan after each of the Tri-Valley Cities have evaluated the
various components of the Plan.
STAFF RECOMMENDATION: Accept presentation and direct Staffto complete an analysis of
the Clean Air Plan and report the findings and recommendations to the CRy Council.
3.2 Proclamation Recognizing Ronda Slack as the 2003-2004 School Crossing Guard of the

3.3 Proclamation Recognizing April 18-24, 2004 as National Library Week and Introduction of

3.5 Alameda County Fire Department Presentation (File #540-10)
The Alameda County Fire Departmem will present the City Council with an update on
activities that have improved response times to the City of Dublin, as well as supply
additional information on other fire service related activities.

4. CONSENT CALENDAR
Consent Calendar items are typically non.controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of March 16, 2004.
STAFF RECOMMENDATION: Approve
4.2 Consultant Services Agreement - Murray Schoolhouse Exhibit Design (File 11600-30)
This agreement with set designer Gloria Matsumoto would provide eight individual design
spaces within the museum that will cumulate into one overall cohesive design for the interior
of the museum. The exhibit design will provide a fresh setting to highlight Dublin's history.
STAFF RECOMMENDATION: Adopt Resolution approving an Agreement with Gloria
Matsumoto not to exceed $7,000, and authorize the City Manager to execute the Agreement.
4.3 Approval of Amendment to Consulting Services Agreement with Ruggeri-Jensen-Azar &
Associates (RJA) for Services in Establishing Future Right-of-Way Lines for Tassajara
Road and Falion Road (File # 600-30)
Staff is recommending that the City Council approve a contract amendment with RJA
Associates to assist City Staff in establishing right-of-way lines for the future widening of
Tassajara Road and for the future construction of Fallon Road for the road segments north of
Dublin Ranch. The original agreement contained a not-to-exceed amount of $36,000. The
requested $12,000 increase will raise the not-to-exceed amount to $48,000 and be paid by
funds collected through the Eastern Dublin Traffic Impact Fee program and by Dublin-
Contract Costa fees paid by Dougherty Valley developers pursuant to an existing Joint
Exercise of Powers Agreement.
STAFF RECOMMENDATION: Adopt R~o. lutiop amending agreement with RJA Associates.
4.4 Award of Bid - Contract No. 04-03, 2003-2004 Annual Sidewalk Safety Repair Program
and Curb Ramp Installation (File #600-35)
This project will remove and replace damaged sidewalks with offsets of %" or more that may
pose a tripping hazard. The construction ofpedestrian curb ramps and the inclusion of a
Rubberized Sidewalk Pilot Project are also part of this year's program.
STAFF RECOMMENDATION: Approve Budget Ctumge in the amount of $3,268 from
unallocated Recycled Project Preference Funds, and adopt R~s01.ut.io.n awarding bid to AJW
Constmction~
4.5 Acceptance of Work- Contract No. 03-14, 2003-2004 Annual Slurry Seal Program
(File g600-35)
This project, which was awarded to American Asphalt Repair and Resurfacing Company,
Inc., resurfaced several City streets with a slurry seal that will prolong the life of the existing
pavement surface. Staffhas reviewed the work as complete and recommends that the City
Council accept the improvements.
STAFF RECOMMENDATION: Accept improvements and authorize final payment after 35
days if there are no. subcontractor claims.
4.6 Use of City Seal on Child Care Links Certificates of Recognition (File 120-10)
Child Care Links is requesting the use of the City Seal on certificates of recognition that will
be distributed to childcare providers in Dublin.
STAFF RECOMMENDATION: Grant use of City Seal.
4.7 Financial Reports for the Month of FebrUary 2004 (File #330-50)
STAFF RECOMMENDATION: Receive reports.
4.8 Warrant Register ($1,575,966.02) dated April 6, 2004 (File # 300-40)

6. PUBLIC HEARING
6.1 IKEA Retail Complex PD - Planned Development Rezoning and Related Stage 1 and 2
Development Plans and Development Agreement, PA 02-034 (600-60/450-30)
This is thc second readings of two proposed Ordinances, which would give final approval to a
Planned Development rezoning and Development Agreement for the proposed 317,000 square
foot IKEA home furnishings store and a 137,000 "lifestyle" retail center, adjacent to the
IKEA store.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinanc, e amending the Zoning Map and approving a PD Rezoning with related Stage 1 and
Stage 2 Development Plans; and waive the reading and ADOPT Ordinan.c.e approving a
Development Agreement for the IKEA Project.
6.2 Dublin Ranch Area F North, Planned Development Rezone/Stage I fOr the Amendment
Area, Rezone/Stage 2 Development Plan for the Development Area, PA 01-037
(File # 450-30)
This is the second reading of an Ordinance in which the Applicant is proposing a Stage 1 and
Stage 2 Development Plan commensurate with the proposed land use changes to establish
development standards and landscape standards for the development area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waiving reading and
ADOPT Ordinan,ce amending the Zoning Map and approving the related Stage 1 and Stage 2
Planned Development Plans.
6.3 Weeds and Combustible Refuse Abatement Order (File # 540-30)
In accordance with Dublin Resolution No. 27-04, the City Council declared that there is a
public nuisance created by weeds and combustible debris growing, accumulating upon the
streets, sidewalks and property within the City of Dublin. Notice ofthis declaration was
posted as well as abatement courtesy notices sent to all known existing property owners to
abate the hazard. This public hearing will allow property owners to present objections to the
abatement order.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and direct Staff to continue
the weed abatement process.
6.4 Amendments to the Dublin Municipal Code (Zoning Ordinance) - Amendments to Title 8
of the Dublin Municipal Code, Zoning Ordinance Chapter 8.12, Zoning Districts and
Permitted Uses of Land; and Chapter 8.108, Temporary Use Permit, regarding
Automobile/Vehicle Storage Lots (File # 450-020)
This is the first reading of a proposed Ordinance in which the proposed amendments would
make the establishment of automobile/vehicle storage lots in C-2, General Commercial,
zoning districts subject to a Temporary Use Permit and would establish development review
standards for more effective regulation of automobile/vehicle storage lots.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance approving Amendments to Title 8 of the Dublin Municipal Code,
Zoning Ordinance Chapter 8.12, Zoning Districts and Permitted Uses of Land, and Chapter
8.108, Temporary Use Permit, and continue item to April 20, 2004 City Council meeting for
second reading of Ordinance.
6.5 Greenbriar Homes Communities, Inc. - Tassajara Creek Phase HI DevelOpment
Agreement, PA 02-048 (File # 600-60)
This is the fa'st reading of an Ordinance which would approve a Development Agreement between the
City of Dublin and Tassajara Creek Phase III Greenbriar Homes Communities. The Development
Agreement is required by the Eastern Dublin Specific Plan. This agreement will vest the project
approvals recently granted by the City Council for Vesting Tentative Map and Site Development
Permit for the project. The proposed Tassajara Creek Phase III project is part of a larger 5-phase
project for the Tassajara Creek-Greenbriar project that has been approved in phases since MarCh 2000.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waiving reading, INTRODUCE
Ordinance, and continue item to April 20, 2004 City Council meeting for second reading of Ordinance.
6.6 Appeal of Planning Commission Approval of Alameda County Auto Auction Automotive
Service Center, Conditional Use Permit, PA 03-070 (File # 410-30)
At its March 9, 2004 meeting, the Dublin Planning Commission approved a Conditional Use Permit
for the Alameda County Auto Auction Automotive Service Center. The new automobile service
center, whicti would serve the autos to be sold at auction, is proposed for a 19,850 square foot building
located at 6938 Sierra Court in an M-1 (Light Industrial) Zoning District. On March 15, 2004, a third-
party letter of appeal was submitted by Rick Duemling, Tempresco, Inc. The City Council will
consider the appeal.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Reso.i~ti0n alfa'ming
the Planning COmmission approval of the Conditional Use Permit for an automobile repair and service
establishment, subject to conditions.
6.7 Dublin Transit Center Site A-2 (EAH, Inc.) Stage 2 Planned Development Zoning and
Development Agreement (File 0600-60/450-30)
This is the first reading of two Ordinances which would approve a Stage 2 Planned Development
Zoning and Development Agreement for the construction ora 112-unit affordable apartment
community located on a portion of Dublin Transit Center Site A at the southwest corner of Dublin
Boulevard and DeMarcus Boulevard. The project is proposed to be three stories of residential over
one level of parking. All units will be affordable to very-low and Iow income households. The
property is zoned PD, Planned Development, and is located within the Eastern Dublin Specific Plan
area. The General Plan and Eastern Dublin Specific Plan land use designation for the property is High
Density Residential.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waiving reading, INTRODUCE
Ordinances, and continue item to April 20, 2004 City Council meeting for second reading of the
Ordinances.

7.1 Solid Waste Franchise Consultnnt Services Agreement (File #600-30)
The current solid waste franchise agreement with Waste Management expires on June 30, 2005.
Consultant services are required to assist the City in preparing a Request for Proposal and negotiating
a franchise agreement for solid waste and recycling collection and disposal services. The total cost of
the agreement is for an amount not to exceed $79,950. It is estimated that one third of this amount
will be spent in FY 2003-04, requiring a Budget Change in the amount of $26,650 from
Unappropriated General Fund Reserves. The remaining amount will be included in the FY 2004-05
Budget. The City will receive 100% reimbursement of these costs from the selected hauler.
STAFF RECOMMENDATION: Adopt Resolution approving a consultant agreement with R3
Consulting Group and approve Budget Change in the amount of $26,650.
7.2 Continuation of Emergency Action and Progress Report on Remediation Work at the
Dublin Civic Center (File 0530-10/600-30)
The Civic Center incurred water damage from rain in early March. At its March 16, 2004, meeting the
City Council approved a declaration of emergency in order to allow a waiver of competitive bid to
obtain a contractor for environmental remediation work related to the water intrusion and authorized a
budget of up to $220,000 for the work. This item would approve a ContinUatiOn °fthe declaration of
emergency while the remediafion work continues.
STAFF RECOMMENDATION: Adopt Resolution, continuing the emergency action to the City
Council meeting of April 20, 2004.

8.1 Information and Comment Letter on the Draft City of Livermore Municipal Airport 2004
Master Plan Update and Initial Study/Mitigated Negative Declaration (File # 420-50)
The City Council will receive a report regarding the proposed update to the Livermore Municipal
Airport Master Plan and a request for Staffdirection regarding the accompanying environmental
documentation.
STAFF RECOMMENDATION: Receive report and take one of the following actions: I) approve a
drat~ letter (Attachment 1 of the Staff Report) in concept, incorporating comments from Alan Rosen,
Acoustical Engineer, and authorize Staffto send the letter to the City of Livermore; or 2) modify the letter
to incorporate comments from the City Council; or 3) take no action at this time.
8.2 Establish a New Capital Improvement Project to Improve the Design of the Central
Parkway/Persimmon Drive Intersection (File #600-35)
This item is to appropriate funds for a new Capital Improvement Project to design intersection
improvements atCentral Parkway/Persimmon Drive in Fiscal Year 2003-2004, with
construction to be included in the 2004-2005 Fiscal Year Capital Budget. The improvements
would enhance the sight distance when turning left from eastbound Central Parkway onto
Persimmon Drive.
STAFF RECOMMENDATION: Establish Capital Improvement Project and approve Budget
Change in the amount of $I5,000 for design of the project in FY 2003-2004.
8.3 JazzMasters Workshop (File 0950-30)
The City Council will consider a new cultural arts program for Summer 2004, Ja~.zMasters
Workshop, a 10-week long music instruction program for youths.
STAFF RECOMMENDATION: Consider subsidizing the JazzMasters workshop for Summer
2004 at a cost of $1,000.
8.4 Request to Amend the Position Allocation Plan in FY 2003-2004 City of Dublin Budget
(File # 330-20)
The City Council will determine if another Senior Planner position should be added to the
Community Development Department.
STAFF RECOMMENDATION: Adopt R~olution approving amendment to the Position
Allocation Plan in the FY 2003-2004 City of Dublin Budget.
8.5 Agreement with Envirocom Communications Strategies for the Provision of
Communications Facilitator to Assist the City and the Dublin Housing Authority in
Studying Potential Renovation/Redevelopment of Arroyo Vista Public Housing
(File #600-4O)
The City Council will determine whether to enter into an agreement with Envirocom
Communications Strategies to provide communication/facilitation services for residents of
Arroyo Vista Public Housing Complex in relation to possible renovation or redevelopment of
the existing housing cornplex.
STAFF RECOMMENDATION: Adopt Resolnti0. n. approving consulting agreement apxl
authorize City Manager to execute agreement; and approve Budget Change in the amount of
$7,000 from the Inclusionary Housing In-Lieu Fee Fund.
8.6 Report on 2004 Dublin Pride Week Activities and Acceptance of Donations to the City
(File #150-$0)
Dublin Pride Week is an annual event that seeks to promote a positive image for the City of
Dublin. This year's event, which is scheduled for the week of May 1 st _ May 8~ includes
activities such as a poster contest, blood drive, canned food drive, e-waste collection, creek
clean-up and other community improvement projects.
STAFF RECOMMENDATION: Receive report; accept donations from Waste Management,
ANG Newspapers, Dublin Chamber of Commerce, Dublin San Ramon Services District, Dublin
Lions Club, Citilinks, and Dublin San Ramon Women's Club; and direct Staffto prepare formal
acknowledgements to the donors.
