CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3.1 Proclamation declaring April 22, 1990 as "Earth Day 1990" 3.2 Proclamation declaring May 7-13, 1990 as "Clean Air Week" 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of March 26, 1990 and Adjourned Regular (Special) Meeting of March 27, 1990 STAFF RECOMMENDATION: Approve 4.2 Request for Budget Transfer - Nonpoint Source Program This program provides for a study of pollution from storm water runoff. Because of delays in receiving the invoice for the initial payment, the City is now being asked to make two payments in the same Fiscal Year. STAFF RECOMMENDATION: Authorize budget transfer in the amount of $6,990 from unallocated reserves. 4.3 Street Lighting Maintenance Assessment District No. 83-1 This assessment district provides for maintenance of street lighting throughout the City. STAFF RECOMMENDATION: Adopt Resolution directing the preparation of the Engineer's Annual Report for the Street Lighting Maintenance Assessment District. 4.4 Landscaping and Lighting Maintenance Assessment District No. 86-1 (Tract 5511) This assessment district provides for maintenance of certain landscaping improvements within Tract 5511, the Villages @ willow Creek. STAFF RECOMMENDATION: Adopt Resolution directing preparation of the Annual Report for the Landscaping and Lighting District 86-1. 4.5 Landscaping and Lighting Maintenance Assessment District No. 83-2 (Tract 4719) This assessment district provides for maintenance of landscaping along Stagecoach Road and on the "interior slopes" of Jade Circle and Topaz Circle. STAFF RECOMMENDATION: Adopt Resolution directing the preparation of the Annual Report for the Landscaping and Lighting District No. 83-2. 4.6 International Institute of Municipal Clerks Annual Conference, May 20-24, 1990 The 44th Annual IIMC Conference is being held in Little Rock, Arkansas. The purpose of this conference is to build, develop and enhance the skills of the city Clerk. The approximate cost for this 5 day conference is $1,150. STAFF RECOMMENDATION: Authorize City Clerk's attendance at the conference. 4.7 City Treasurer's Investment Report for Period Ending March 31, 1990 STAFF RECOMMENDATION: Accept Report 4.8 Hansen Hill/Bren Co. Annexation PA 89-062 LAFCO Staff has determined that 2 separate annexation applications and 2 City Council Resolutions need to be submitted for the Hansen Hill Annexation in that the annexation territory consists of 2 non-contiguous properties. STAFF RECOMMENDATION: Adopt Resolution amending Resolution No. 137-89 4.9 Annual Slurry Seal Program Contract 90-06 Slurry seal is a preventive maintenance technique used to prolong the life of a street. The estimated cost of the street slurry seal project is $42,000, plus an additional $4,400 to slurry seal 2 parking lots. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.10 Authorization to Solicit Bids for Pool Covers The City Council will review the bid specifications for replacement of the pool covers at the Dublin Swim Center. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.11 Warrant Register Dated April 9, 1990 STAFF RECOMMENDATION: Approve 4.12 Finance Report for Period Ending March 31, 1990 STAFF RECOMMENDATION: Accept Report 5. WRITTEN COMMUNICATION 5.1 Dublin Unified School District citizen's Advisory Committee to Study Future Growth and Facilities The School District is requesting that the City appoint a representative to a committee which has been established to study future growth and facilities related to the School District. STAFF RECOMMENDATION: Consider appointing representative and alternate to participate as City's representative on the Citizen's Advisory Committee 6. PUBLIC HEARING 6.1 Repeal of 94' Passenger Loading Zone and Establishment of 35' No Parking Zone on Village Parkway @ Post Office The post office has moved its drop-off boxes inside the parking lot, eliminating the need for an existing passenger loading zone along the curb in front of the property. In order to provide visibility for vehicles exiting the parking lot, the City's Traffic Engineer recommends prohibiting parking adjacent to the exit driveway. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance; adopt Resolution (to take effect on effective date of Ordinance). 6.2 First Western Development PD, Planned Development Rezoning PA 89-050 This item is the second reading of an Ordinance to rezone an approximate 7 acre site (TJ Maxx/Circuit City) from C-1 to PD, Planned Development. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.3 Designation of Shady Creek Road as a "Through Street" and Establishment of No Parking Zones on Shady Creek Road @ Crossridge Road and @ Quail Creek Circle In response to a request from 2 residents, the City's Traffic Engineer has conducted a study of Shady Creek Road between Crossridge Road and Willow Creek Drive and recommends installation of several improvements for safety reasons. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution establishing Shady Creek Road as a through street and Resolution establishing no parking zones. 6.4 No Parking Zone on Bloomington Way @ Beckett Way In response to a request from a resident, the City's Traffic Engineer conducted a study of the Bloomington Way/Beckett Way intersection and has recommended certain improvements be made. STAFF RECOMMENDATION: Conduct pUblic hearing; deliberate; adopt Resolution establishing 25' no parking zone on east side of Bloomington Way south of Beckett Way. 7. UNFINISHED BUSINESS 7.1 Report on "Open Keg Law" Staff will present a report related to the "Open Keg Law" as it pertains to the City of Dublin, the need for such a law, and existing laws in neighboring jurisdictions. STAFF RECOMMENDATION: Receive report and provide Staff with direction. 8. NEW BUSINESS 8.1 Design Approval - City Entrance Signs The City Council will review the preliminary designs for city entrance signs. STAFF RECOMMENDATION: Receive presentation from Singer & Hodges; approve designs -OR- provide Staff and Consultant with further direction; authorize Consultant to proceed with bid specifications based on approved designs. 8.2 Dublin Boulevard Extension General Plan Amendment (PA 88-010) Initiation of Right-of-Way Line study for the Two-Lane Access Road Parallel to 1-580 and Connecting to Hacienda Interchange This is a request by Staff to merge the Dublin Boulevard extension GPA into the East Dublin GPA/SP and to proceed with a study of a two-lane access road parallel to I-580. STAFF RECOMMENDATION: Incorporate the General Plan Amendment for the realignment of the Dublin Boulevard extension into the East Dublin General Plan Amendment and Specific Plan Study and adopt Resolution initiating the right-of-way line study for the two- lane access road parallel to 1-580 and connecting to Hacienda Interchange. 8.3 Annual Traffic Safety Report and Downtown Intersection Monitoring Report The City Council has requested an annual report concerning high accident locations with recommendations for corrective measures. This report also includes a monitoring report on downtown intersections as per the Downtown Specific Plan. STAFF RECOMMENDATION: Receive presentation and provide direction. 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Potential Litigation, Government Code section 54957.7 & 54956.9 11. ADJOURNMENT - Adjourn to Joint City council/Planning Commission study session to review East Dublin Land Use Alternatives on Wednesday, April 18, 1990, 7:00 p.m., civic Center Council Chambers
