DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Tuesday, April 9, 1996, 7:00 p.m.

A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS
3.1Recognition of Award to City of Dublin for Facility Design and Park Planning
The Dublin Heritage Center was chosen as a 1995 award recipient in the facility design and
park planning category by the California Park and Recreation Society. One of the key factors
in the selection process was the involvement of the community in the planning process and the
impact of the project on the community.
STAFF RECOMMENDATION: Receive award
3.2Presentation by Dublin United Soccer League
Adib Nassar, representing the Dublin United Soccer League, will update the City Council on
their plans to construct soccer fields at Camp Parks and request that this item be placed on the
April 23, 1996 City Council meeting agenda for further discussion.
STAFF RECOMMENDATION: Receive Presentation
3.3Proclamation declaring April 1996 as "California Earthquake Preparedness Month"
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of March 26, 1996
STAFF RECOMMENDATION: Approve
4.2Acceptance of Gifts to City
Carol Fuller, a Brittany Drive resident, recently donated a 45" Color TV to the Parks &
Community Services Department to be used for viewing instructional videotapes for leisure
classes and other department programs and the Shannon Center Preschool recently conducted
a T-shirt sale and raised $582 to be used to purchase play equipment for the preschool
courtyard.
STAFF RECOMMENDATION: Accept gifts; direct Staff to prepare formal acknowledgments to
donors; and approve Budget Change Form
4.3Acceptance of Work, Contract 95-06 San Ramon Road Landscape Improvement
This project landscaped the street right-of-way on the west side of San Ramon Road at the
True-Value Hardware Store and the northeast corner of San Ramon Road and Amador Valley
Boulevard at Casa Orosco. The project is now complete and ready for acceptance by the City.
STAFF RECOMMENDATION: 1) Accept improvements and authorize $2,542.94 retention
payment along with the final pay item (sod) to Nimco Landscape; and 2) authorize a $2,564.71
additional appropriation from the San Ramon Road Specific Plan Assessment District Reserves
4.4Request for relocation of Chamber of Commerce Sign
The City Council directed Staff, during discussions at their annual Goals & Objectives meeting,
to contact the Chamber of Commerce and request consideration for moving the Chamber of
Commerce sign. The Chamber responded that due to costs involved and finding an
appropriate non-private location, they favor leaving the sign in its present location. The
Chamber also indicated they might be interested in locating an additional sign in Eastern Dublin
in the future.
STAFF RECOMMENDATION: Receive Report
4.5Budget Increase for Contract 96-01, Annual Sidewalk Safety Repair
The annual Sidewalk repair Project contains an element to install handicap ramps at street
corners. These ramps are funded through a grant from the Community Development Block
Grant program. When the bids were received for the project, they were in excess of the funds
budgeted. Additional CDBG funds have been approved to make up for the bidding shortfall.
STAFF RECOMMENDATION: Authorize a $5,792 appropriation from the CDBG fund to the
Annual Sidewalk Safety Repair Budget for Contract 96-01
4.6Contract Change Order #2 - Agreement with Recht Hausrath & Associates
The City entered into an agreement with Recht Hausrath & Associates in January of 1995 to
do a study to establish a Public Facilities Fee Program for the City of Dublin. The original
contract was for $10,500. In order to complete the work under the contract, the consultant
has requested additional funds to cover the costs associated with the number of additional
revisions to the draft report and additional meetings with Staff, the development community
and the City Council.
STAFF RECOMMENDATION: Approve Change Order #2 in the amount of $5,000 and Budget
Change Form
4.7Revisions to the Personnel System
Based on a comprehensive survey of other local government agencies and on discussions with
City employees, several adjustments are proposed to the City's personnel system. The
proposed actions will not require any increase to the FY 1995-96 budget.

5.WRITTEN COMMUNICATIONS
5.1Request from Steve Stewart for the City to fund the professional recording of the City's
official song "Dublin Town"
As a result of a contest held in early 1993, Steve Stewart's song "Dublin Town" was selected
by the City Council as the winner, and the song was declared to be the City's official song. Mr.
Stewart feels that if the song were to be professionally recorded, it could be used to generate
pride in the community, could be a vehicle by which Dublin communicates with the rest of the
world, and if marketed, could provide a means to raise money for worthy projects in the
community. The estimated cost to professionally produce the song will be $5,000 and the City
would receive 1,000 taped copies.
STAFF RECOMMENDATION: Consider request and provide appropriate direction to Staff
6.PUBLIC HEARING
6.1Amendment to Chapter 9.28 of the Dublin Municipal Code - Quimby Act Ordinance
This chapter of the DMC requires that each subdivider of land classified by the City of Dublin
Zoning Ordinance for residential use shall as a condition to filing a final subdivision map,
dedicate or reserve lands, pay fees in lieu thereof, or a combination of both, for neighborhood
and community park or recreational purposes. The Ordinance was introduced at the City
Council meeting on March 26, 1996.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance
6.2Reduction of Rental Availability Rental In-Lieu Fee Amount and consideration of Rental
Availability Requirements for Donlon Canyon Project
This item deals with consideration of reducing the In-Lieu Rental Fee from $10,808 to $986.24
and requests direction on how to condition projects and agreements with regard to the Rental
Availability Ordinance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution revising
the Rental In-Lieu Fee amount; provide direction to Staff regarding Rental Availability
Requirements for the Donlon Canyon Project
6.3Revision to Eastern Dublin Traffic Impact Fee/Area of Benefit Fee
The City Council has directed Staff to periodically review and update the Traffic Impact Fee.
These revisions are the result of more detailed studies, updated land values, inflation, changes
in land use categories and interest on funds already advanced. This item was continued from
the City Council meetings of January 23, February 27 and March 26, 1996, to receive
additional comments from property owners and to incorporate those comments into the report.
STAFF RECOMMENDATION: Conduct public hearing; determine value of protests (to area of
benefit fee only) and deliberate; adopt Resolution revising the Traffic Impact Fee/Area of Benefit
Fee for future developments within the Eastern Dublin Area

8.NEW BUSINESS
8.1Interstate 580/680 Direct Connector (Measure B) Project
This project was approved by the voters in their adoption of Measure B in 1986. The project
replaces the existing southbound I-680 to eastbound I-580 loop with a flyover ramp
connecting I-680 southbound directly to I-580 eastbound. The project also includes
hookramps from I-680 into Downtown Dublin. ACTA has identified Dublin's fair share of the
required Local Match as $2,038,500 of which the City has already paid $111,700 to date,
resulting in a remaining balance of $1,926,800. Dublin's Local Match share would increase if
other Tri-Valley agencies do not commit to their share of the project's cost.
STAFF RECOMMENDATION: 1) Receive Staff presentation on design of roadway connection
to I-680 hookramps; 2) receive presentation from Alameda County Transportation Authority on
Local Match requirements; 3) receive presentation on funding of Dublin's Local Match for the
project; and 4) adopt Resolution approving contribution to the I-580/I-680 Direct Connector
Project
8.2Approval of Master Consultant Contracts on an as needed basis for overflow services in the
Community Development Department
With the acceleration of new development projects in both Western and Eastern Dublin, and
the requirements related to Eastern Dublin Implementation Measures, the Community
Development Department has contracted with numerous outside consulting firms on a project-
by-project basis. Anticipated workloads over the next year dictate that this Department retain
ongoing consultant firms to handle overflow work. Consultant rates are $65 per hour and all
charges are to be funded through direct developer fees for major planned development
applications or as approved Planning Division budgetary projects in the 1996-97 Budget.
STAFF RECOMMENDATION: Approve FY 1996-97 Agreements for Professional Services
with: 1) Stevenson, Porto and Pierce, Inc.; 2) Cannon Design Group; 3) Jerry Haag and
Associates; and 4) Sycamore Associates
8.3Agreement with Singer, Hodges & Evans for development of a Parks Implementation Plan
for Eastern Dublin
In order to process the planning applications that are being submitted for Eastern Dublin, and
to insure that park and recreational facilities are being provided for in accordance with the
Eastern Dublin Specific Plan and Parks and Recreation Master Plan, it is essential to have a
parks implementation plan in place. To complete the parks implementation plan in a timely
manner, Staff is recommending that a consultant be retained to assist in the development of the
plan.
STAFF RECOMMENDATION: Approve Agreement and authorize Mayor to execute same and
approve Budget Change Form
8.4Initiation of a General Plan Amendment Study (200 acre portion of the Nielsen Ranch)
Vince Fletcher, Applicant, is requesting that the City Council authorize a General Plan

Amendment Study for a 200 acre parcel east of the terminus of Brittany Drive and Brittany
Lane.
STAFF RECOMMENDATION: Consider request and if approved, adopt Resolution authorizing
the GPA Study and authorizing Staff to retain consultant assistance to complete the study.
8.5Police Development Review Services
In order to process development review applications in a timely manner and provide
recommendations to improve security to new projects and to minimize the potential for crime
to occur, the Police Chief has recommended that the City secure the services of Sgt. Dave
DiFranco on a part-time basis for the next several months.
STAFF RECOMMENDATION: 1) Authorize City Manager to secure additional services from
the Sheriff's Department to provide plan review for upcoming development projects during the
remainder of FY 1995-96; and 2) authorize a $19,000 additional appropriation from New
Revenues
