1. CALL TO ORDER

3. ORAL COMMUNICATIONS
At this time, members or the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. Ir any person reels that this is not
surricient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda ror a ruture meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically or a non-controversial nature and are considered for approval by
the City Council with one single action.
Members or the audience who would like an item removed rrom the consent calendar ror purpose or public
input may request the Ci ty Counci 1 to remove the item rrom the consent calendar. The request may be
made at the time that the Mayor asks the audience members ir there is anyone interested in removing an
item rrom the Consent Calendar.

4.2 City Treasurer's Investment Report ror Period Ending March 31, 1988
STAFF RECOMMENDATION: Approve
4.3 Claim Submitted by Jeanette Bueno, #0030DU, March 17, 1938
This claim alleges that on March 15, 1988, Ms. Bueno hit a hole on Dublin Court. The claim
indicates that this resulted in the need ror a wheel alignment on her 1986 Blazer. The
estimated loss was $37.45.
STAFF RECOMMENDATION: Deny the claim and direct Starr to notiry the claimant and ABAG PLAN
Corporation.
4.4. Award or Bid - Major Arterials Soundwalls (East Side or San Ramon Road, Amador Valley Boulevard
between Village Parkway & Stagecoach Road and Arroyo Vista, Contract 88-1A
The low bid received is $510,478.91, which exceeds the amount budgeted ror construction.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to B & B Concrete and authorize Mayor to
execute agreement.
4.5 Resolution Supporting "You've Got the PO~'I7er, Register and Vote" \~eek
The Secretary or State and the State Superintendent or Public Instruction have announced a
program "You've Got the Power, Register and Vote" \vhich will take place during the week of
April 18-22. Schools are being encouraged to plan assemblies, homeroom activities, mock
elections and debates, activities to encourage parents and rriends to register, and a
variety or other events.

4.6 Agreement for Legal Services
The last modirication to the City Attorney's Agreement for Legal Services occurred on
February 24, 1986. Michael R. Nave, City Attorney has requested a modirication be made to
the billing rate from $100 to $125 per hour, erfective April 11, 1988.
STAFF RECOMMENDATION: Approve Agreement and authorize Mayor to execute same.
4.7 Dolan Park Phase II - Award or Bid - Contract No. 88-2
Phase II or the Dolan Park includes a basketball court, a day camp area and a par course.
Or 8 bids received, Mori Hatsushi & Associates was the low bidder.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to ~1ori Hatsushi & Associates and
authorize Mayor to execute agreement.
4.8 Shannon Community Center Renovation Architectural Services
The Council \vill review the proposals received from Architects ror the renovation or Shannon
Center and consider changing the scope or work to include Phase I & II design in Fiscal Year
1987-88 and construction in Fiscal Year 1988-89.
STAFF RECOMMENDATION: 1) Approve revised scope or work; 2) Retain the firm or Associated
Proressions; and 3) Direct Starr to prepare the documents necessary to execute the agreement.

5. WRITTEN COMMUNICATIONS
5.1 Request rrom Dublin Joint Uniried School District to upgrade Cronill Park
The Council will consider a request rrom DJUSD to provide funds to upgrade Cronin Park.
STAFF RECOMMENDATION: Direct Starf to rorward request to the Dublin School Facilities
Improvewent Task Force
5.2 Letter rrom East Bay Regional Park District re Liaison Committee
The City has received a letter rrrnn John O'Donnell, Director or the East Bay Regional Park
District Ward that includes the City or Dublin, indicating his interest in establishing a
Liaison Committee relationship between the City or Dublin and the East Bay Regional Park
District.
STAFF RECOMNENDATION: Consider request and designate Liaison Committee members, ir
appropriate.

June 4, 1988
The City Council has been challenged to participate in the Chili Cook-Orr being sponsored by
the Livermore Area Recreation and Park District which will support Summer Youth Volunteer
Programs at the Buenas Vidas Ranch. The Ranch houses children rrom allover Alameda County.
STAFF RECOMMENDATION: Consider request.
5.4 Letter rrom Douglas Abbott, Sierra Club
Mr. Abbott is requesting the City Council to request the Dublin San Ramon Services District
to place the TWA project on the November 1988 ballot.
STAFF RECOMMENDATION: Direct Starr to request the TWA/DSRSD Starr provide an update and
technical brierine.
6. PUBLIC HEARING
6.1 Property Maintenance Ordinance
At the regular City Council meeting on March 28, 1988, the City Council requested a report
on the recently enacted Property Maintenance Ordinance. Starr has prepared an extensive
report which described the development of the Ordinance, the enforcement procedures and
speciric questions which have been raised.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; provide direction to Starr.
6.2 Dublin Boulevard Easterly Extension Plan Line
This proposed ordinance would establish plan lines ror the extension or Dublin Boulevard
between Dougherty Road and the SPRR right-or-way and ror a road connecting the Dublin
Boulevard extension with Scarlett Court.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce
Ordinance; adopt resolution adopting Mitigated Negative Declaration.
6.3 Establishment or Right-or-Way Lines ror Dublin Boulevard between Donlon Way and Amador Plaza
Road
This proposed ordinance would establish plan lines ror Dublin Boulevard between Donlon \vay
and Amador Plaza Road.
STAFF RECOt-1MENDATION: Conduct public hearing; deliberate; waive reading and introduc(-'
appropriate ordinance; adopt resolution adopting Negative Declaration.
6.4 Howard Johnson Hotel Sign Conditional Use Permit and Variance; 6680 Regional Street, PA 88-0l7
A Conditional Use Permit has been requested to exceed the height, size and setback
restrictions for rreestanding signs. The Applicant proposes to locate the sign in the rear
portion or the lot setback 9' rrom the rear property line.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolutions or give Starf and
Applicant direction and continue the matter.
6.5 Shell Service Station Price Sign Variance Appeal, 8999 San Ramon Road
A Variance has been requested to exceed the maximum permitted sign area ror 2 price signs at
the Shell Service Station on the corner or Alcosta Boulevard & San Ramon Road.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution or give Starr and
Applicant direction and continue the matter.
7. UNFINISHED BUSINESS
7.1 East Dublin (formerly Dublin Ranch) General Plan Amendment Study/Speciric Plan Study and
Environmental Impact Report
A Report will be presented which discusses: proposal costs to complete the studies; Starr's
recommended Consultant choice to complete the studies; how study costs will be allocated
among property owners; City participation in paying for the cost or the studies; property
owner payment options; and expanding the Speciric Plan Study Area.
STAFF RECOMMENDATION: Expand the boundaries or the Speciric Plan Study area; determine which
cost allocation option to use; provide direction on seeking Alameda County contributions toward
CPA Study; secure runding rrom property owners; and establish speciric plan reimbursement
mechanism; authorize agreement with Consultants; and authorize Starr to proceed with studies.
7.2 Annual Trafric Sarety Report: Accident Location Analysis and Downtown Trarric Monitoring
The Council has directed that a trarric sarety analysis report be made on an individual
intersection basis. This report is the rirst such report.
STAFF RECOMMENDATION: Receive presentation by TJKM and direct Starr to include recommended
sarety improvements in Capital Improvement Budget.
8. NEW BUSINESS
8.1 Valley Community Swim Center Fee Schedule
The Council will consider adoption or rees and charges ror the Valley Community Swim Center.
STAFF RECOMMENDATION: Adopt Resolution approving ree schedule.
