for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counei l Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particuLar concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.

4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent calendar.

STAFF RECOMMENDATION: Approve
4.2 1988 Certificate of Participation (COP) Rebate Calculation
Services - Substitution of Firms
In 1989, the City Council secured the services of a law
firm to prepare periodic reports required by the Federal
Government. The firm has requested that the city contract
with an accounting firm which provides similar services.
The accounting firm identified will undertake the work at
the same cost as the original agreement.
STAFF RECOMMENDATION: Authorize Mayor to execute agreements.
4.3 city Treasurer's Investment Report as of March 31, 1993
The City's investment portfolio totals $17,390,000.
STAFF RECOMMENDATION: Receive Report.
4.4 Police Patrol Vehicle Purchase
Based on current mileage of City owned Police vehicles, two
1990 marked vehicles are due for replacement. Funding
would corne from the Internal Service Fund. The estimated
cost per vehicle with warranty included is $17,500; and
estimated cost for transfer/replacement of emergency
equipment and detailing is $3,300.
STAFF RECOMMENDATION: Authorize Staff to solicit bids for two
marked patrol vehicles and solicit bids for transfer/
replacement of emergency equipment and detailing.
4.5 Award of Bid Contract 93-05 Street Subdrains
This project would install collector drains along the
median curbs on several of the City'S arterial streets to
intercept subsurface water before it travels under the
pavement sections and destroys the streets. The low bid
received $72,378, is within funds budgeted for
construction.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to
Betchart and Norwood, Inc., and authorize Staff to increase
the Scope of Work to include work that was tentatively
programmed for 1993-94, not to exceed the 1992-93 Budget.

7. UNFINISHED BUSINESS
7.1 Images Directional Tract sign Complaint
At a previous city Council meeting, Mr. Peter Baldo
complained about a sign in his single-family neighborhood.
The city Attorney has prepared a memorandum regarding the
options available to the City Council to remove the sign.
STAFF RECOMMENDATION: Direct Staff to monitor compliance with
the conditions of approval, but take no other action at this
time.
7.2 Sidewalk Repair Policy - Fiscal Year 1992-93
Staff is requesting that the city Council determine whether
the city's sidewalk repair program will be funded by the
city or by property owners for FY 1992-93.
STAFF RECOMMENDATION: Adopt Resolution establishing sidewalk
repair policy for FY 1992-93. This would continue the
existing policy of the City paying for the sidewalk safety
program through the end of this fiscal year. -OR- Direct
Staff to prepare a policy in conformance with the State
Streets and Highways Code, in which property owners would be
responsible for repairing their own frontage sidewalk
improvements for the 1992-93 Fiscal Year. Direct Staff to
prepare a policy for FY 1993-94 requiring property owners to
repair their own frontage sidewalk improvements in conformance
with the State Streets and Highways Code.
8. NEW BUSINESS
8.1 Annual Traffic Safety Report and Downtown Intersection
Monitoring Report
This 2-part report includes an analysis of city
intersections and street segments which incurred a higher
accident rate than the State average in 1992, as well as
updated traffic counts and levels of service at major
intersections.
STAFF RECOMMENDATION: Receive Presentation.

10. CLOSED SESSION
10.1 City of Dublin vs. County of Alameda (Measure D) in accordance
with Government Code Section 54956.9(a).
11. ADJOURNMENT The continuation of the public hearing on the east
Dublin General Plan Amendment & specific Plan Study has been
changed from April 20 to APril 27. 1993 at 7:30 p.m.. in the
Council Chambers.
