3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any- item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.

4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of March 23, 1987
STAFF RECOMMENDATION: Approve
4.2 City Treasurer's Investment Report for Period Ending March 31, 1987
STAFF RECOMMENDATION:
4.3 Claims submitted by: Ramon & Jean Mares on 3/26/87 and Ellen Silvia on 3/27/87
The Mares claim alleges vehicle damage caused when an officer pushed a stalled vehicle from
the traffic lane. The Silvia claim alleges excessive force constituting battery during an
arrest.
STAFF RECOMMENDATION: Deny Claims and direct Staff to notify the claimants.
4.4 Request to Transfer Control of Viacom Cable Television Franchise (National Amusements, Inc.)
Viacom recently announced approval by their Board of Directors of a merger transaction with
National Amusements, Inc. The City's Cable TV Ordinance requires City approval when a
change in control of the company occurs. The new company representatives will be bound by
the existing conditions and obligations. A resolution has been prepared which transfers
control pursuant to the City's Ordinance.
STAFF RECOMMENDATION: Adopt Resolution
4.5 Acceptance and Recordation of Deeds
State Law authorizes a City to adopt a general resolution designating officers authorized to
submit property deeds for recordation. The law requires either a certificate from the
authorized officer or a separate resolution from the City Council on each property
transaction. To facilitate the recordation process, Staff has prepared a resolution
authorizing the City Manager and ctty Engineer to submit deeds for recordation.
STAFF RECOMMENDATION: Adopt Resolution
4.6 State Office of Traffic Safety Grant
This two-fold grant would provide for the use of video equipment by Dublin Police when
processing individuals suspected of driving while intoxicated. The second portion provides
for the funding to acquire 3 radar units for use by Dublin Police.
STAFF RECOMMENDATION: Authorize Staff to submit Grant Application.
4.7 Award of Bid - Contract No. 87-4, 1987 Sidewalk Repair Program
The low bid received on the annual sidewalk repair program is within the amount budgeted for
the project.
STAFF RECOMMENDATION: Award bid to Ambo Engineering, Inc., and authorize the Mayor to execute
agreement.
4.8 Award of Bid - Contract No. 87-3, 1986-87 Street Slurry Seal Program
The low bid received for the annual slurry seal program is within the budget established for
the work.
STAFF RECOMMENDATION: Award bid to McReynolds Paving, Inc., authorize Mayor to execute
agreement and authorize Staff to contract for additional work at bid price of $ .049/sq ft.
4.9 Acceptance of Improvements - Dublin Boulevard Underground Utility District No.1
The Dublin Boulevard Underground Utility District No. 1 improvements consist of
undergrounding of utilities and removal of poles along Dublin Boulevard between San Ramon
Road and 1-680. Work on the project has been completed to the satisfaction of the City
Engineer.
STAFF RECOMMENDATION: Accept Dublin Boulevard Underground Utility District No. 1 improvements
4.10 Intersection of Larkdale Avenue & Bristol Road
At the March 23rd Council meeting, the Council directed Staff to re-study the Bristol
Road/Larkdale Avenue intersection in reference to discouraging turning motorists from
cutting corners. TJKM recommends installation of pavement markers on 2 legs of the
intersection.
STAFF RECOMMENDATION: Approve installation of pavement markers.
4.11 Sign Inspection Program - Status Report
The City Council adopted new sign regulations on May 12, 1986. On October 13, 1986, a
Resolution was adopted regarding the removal of illegal signs. As of April 6, 1987, a total
of 165 letters have been prepared requesting removal. It is anticipated that approximately
210 notices will be mailed on or about April 30, 1987.

4.12 Resolution of Support for SB 161 (Watson)
ACTEB/ACAP has requested that member agencies adopt a resolution of support for SB 161
(Watson). The bill would continue funding pursuant to the Community Services Block Grant
~rogram. The funds are distributed by ACTEB/ACAP to a variety of Social Service Agencies.
STAFF RECOMMENDATION: Adopt Resolution
4.13 Alternative to Jail - Work Program
Alameda County Sheriff's Department provides volunteer adult labor who serve with public
agencies as an alternative to jail. The volunteers are minor offenders and often provide
litter control, basic parks maintenance and similar community services. The City must
provide supervision, supplies and workers' compensation coverage. The County requires
approval of an agreement to implement the program.
STAFF RECOMMENDATION: Authorize Mayor to execute Agreement; Direct City Manager to extend
Workers' Compensation Coverage to Program Volunteers pursuant to Resolution No. 90-84.

5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 Stop Sign at the Intersection of Lewis Avenue & Portage Road
TJKM performed a study on the intersection of Lewis Avenue & Portage Road in response to a
resident's request. Due to traffic volume, turning movement and sight distance problems, a
stop sign on Lewis Avenue @ Portage Road is recommended.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance for
installation of stop sign on Lewis Avenue at intersection of Portage Road; approve installation
of related improvements.
6.2 Amarillo Road Traffic Study
~taff received a petition requesting stop signs on Amarillo Road at Nielsen School and a
reduction of the speed limit to 15 mph. The City's Traffic Engineer has done a study and
recommends modifications to the passenger loading zones and other measures to help relieve
traffic congestion.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance on
an urgency basis.
b.3 Three-Way Stop at Tamarack Drive & Burton Street
At the March 23, 1987 meeting, the City Council held a public hearing regarding a traffic
study on Tamarack Drive and determined that installation of stop signs at the Burton Street
intersection is appropriate. Adoption of an ordinance is required prior to said
installation.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance on
an urgency basis.
6.4 Modification of No Parking Zone on Dublin Boulevard
The no parking and limited parking zones on Dublin Boulevard between Village Parkway and
Clark Avenue were incorrectly identified in the previous ordinance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance on
an urgency basis.
6.5 Bus Stops on Dublin Boulevard @ Golden Gate Drive
A.C. Transit has moved the transfer points for for BART buses to the stops on Dublin
Boulevard @ Golden Gate Drive and has requested additional red curb to accommodate more than
one bus. Bus stops must be declared by ordinance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt urgency
ordinance for placement of bus stops on Dublin Boulevard @ Golden Gate Drive.
6.6 PA 86-046 Fire Safe Roofing Materials Ordinance Amendment
This ordinance was noticed for a public hearing at the April 13th Council meeting, however,
additional Staff analysis is needed.
STAFF RECOMMENDATION: Continue the item until the April 27, 1987 City Council meeting.
6.7 Ordinance Establishing Licensing for Kennels
This ordinance, which was introduced at the City Council meeting of March 23, 1987,
establishes procedures by which the City can control the operation of kennels. The
ordinance is based upon the current County ordinance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
v.8 Ordinance Relating to Animal Control
This ordinance was introduced at the March 23rd Council meeting with a request by the
Council that the ordinance be revised as an urgency ordinance in order to become effective
immediately upon adoption. The ordinance addresses the requirement of an Animal Fanciers
Permit for individuals keeping more than 2 dogs or 2 cats or livestock as an accessory to a
dwelling unit. The ordinance also addresses Dog Licenses, Running at Large/Biting,
Abatement of Vicious Dogs, Impounding of Animals, Fees and Exotic Animals.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance on
an urgency basis; adopt resolution establishing fees related to animal control activities.
6.9 PA 87-015 Zoning Ordinance Amendment - Sleeping in Vehicles
Amendment to the City's Zoning Ordinance 1) prohibiting sleeping in vehicles in all zoning
districts within the City and 2) an Amendment reorganizing and establishing section numbers
for the previously adopted ordinance relating to Recreational Vehicles.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution for Negative
Declaration; waive reading and introduce ordinance amending City Zoning Ordinance relating to
sleeping in vehicles.
6.10 Ordinance Establishing Regulation of Alarm Systems
This ordinance would require the operator of any alarm business to register with the Police
Department prior to engaging in or discontinuing such business.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce ordinance
7. UNFINISHED BUSINESS
7.1 Dublin High School Task Force
The Council has been provided with the applications of those community groups and members of
the community who have indicated an interest in serving on the Dublin High School Grounds
Improvement Task Force.
STAFF RECOMMENDATION: Approve revised Task Force Guidelines and appoint Task Force Members
8. NEW BUSINESS
8.1 Written Communication from Emergency Services Network (ESN) of Alameda County
ESN has requested contributions from cities throughout Alameda County. This organization
provides coordinating services to agencies which provide emergency shelter. They have
indicated that the contribution may either be direct or in the form of membership dues. The
request is for ESN's fiscal year which begins July 1, 1987. Therefore, if the City of
Dublin participates, the funding would be included in the 1987-88 budget.
STAFF RECOMMENDATION: Consider request and direct Staff as appropriate.
