The Festival and Fun Run were well supported by local businesses. The City received $24,250 in sponsorships for the weekend. In addition, the City received overwhelming support in the form of in-kind donations of goods and services from local businesses. STAFF RECOMMENDATION: Accept gifts and formally recognize donors. 3.2 Certificate of Appreciation to Crystal Dunlop for 10 Hours of Community Service (File # 010-50) 3.3 Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes of Regular Meeting of April 2, 2002 xoxoxo STAFF RECOk~MENDATION: Approve 4.2 Award of Contract - Street Sweeping and Parking Lot Sweeping Services (5-Year Contract beginning July 1, 2002) (File # 600-30) Proposals were recently received for street sweeping and parking lot sweeping services. Three proposals were received. City Staff has reviewed the proposals submitted and recommends awarding the contract to Universal Building Services. The proposed annual cost, based on budgeted quantities for the 2001-02 Fiscal Year is $125,560. This cost is budgeted in the Street Sweeping Operating Budget and is paid from the City's General Fund. STAFF RECOMMENDATION: Adopt Resolution. 4.3 Senior Center Design - Request for Proposal (File # 600-30) In February 2002, the City Council received a feasibility study on the costs of renovating the existing library for a senior center or building a new senior center. The Council determined that new construction was the preferred option. In order to proceed, the City Council will consider circulating a Request for Proposal to interested design teams. STAFF RECOMMENDATION: Authorize Staff to issue RFP. 4.4 Agreement with Economic & Planning Systems, Inc. (EPS) to identify and implement a financing mechanism for the Transit Center and the East Dublin Specific Plan Area if the Transit Center is approved (File # 600-30) The City Council will consider a contract for financial and analytical services relating to the funding of infrastructure improvements to assist the Planning Commission and City Council in evaluating proposals in the Transit Center area and the East Dublin Specific Plan area. STAFF RECOMMENDATION: Adopt .Resolution approving Agreement with EPS and authorize Community Development Director to execute on behalf of City. 4.5 Approval of Summary Vacation for Public Access Easements (P.A.E.) Encumbering Parcels 4, 5 and 6, and for Public Service Easements (P.S.E.) EnCumbering Parcels 2, 4, 5 and 6 of Tract 7148 (Dublin Ranch, Area G) (File # 670-40) This action would eliminate easements that are no longer necessary and/or are in conflict with building improvements. Should additional easements be needed, they will be dedicated on the next Final Maps. STAFF RECOMMENDATION: Adopt Resolution. 4.6 Authorization to Solicit Bids for Contract 02-05, Annual Slurry Seal Program (File # 600-35) This project will slurry seal various streets as a preventive maintenance technique to prolong the life of asphalt pavement. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.7 Acceptance of Work, City Facilities Lighting Retrofit, Contract 01-11 (File # 600-35) This project retrofitted existing light fixtures with energy efficient bulbs and ballasts in three City facilities. The project was completed within funds allocated. STAFF RECOMMENDATION: Accept work and authorize $42,103.34 final payment to Amtech Lighting, less retention to be paid in 35 days if no subcontractor claims are received. 4.10 4.8 Approval of Traffic Control Services Agreement with the State Department of California Highway Patrol for the 1-580/Tassajara Road Interchange Improvement Project (File # 600-50) This agreement will allow for the aid of the CHP in closing lanes and setting up detours in conjunction with the 1-580 freeway work at the Tassajara Road interchange. STAFF RECOMMENDATION: Adopt Resolution. 4.9 Approval of Agreement with the Dublin San Ramon Services District (DSRSD) for cooperation concerning Dublin Boulevard Widening Project and Construction and Acquisition of Recycled Water Line, Fiber Optics Conduit and Adjustments to Various Appurtenances (File # 600-40) This agreement provides that the City of Dublin will incorporate the construction of DSRSD facility within the project limits and that DSRSD will pay the City for the associated costs. STAFF RECOMMENDATION: Adopt Resolution. Disposal of Property - Surplus Equipment (File # 350-40) City Staff has identified a number of surplus equipment items that can be eliminated by forwarding to an auction firm for disposal. Consistent with past practice, Staff proposes to transfer all items to a single professional auctiOn firm, which has a current agreement with the City (Nationwide Auction Systems). STAFF RECOMMENDATION: Adopt Resolution. 4.11 City Treasurer's Investment Report for 3ra Quarter of FY 2001-02 (File # 320-30) The City's investment portfolio totals $88,432,942 (cost basis), and funds during the 3rd quarter were invested at an average yield of 4.124%. STAFF RECOMMENDATION: Receive Report. 4.12 Amendment to Agreement with Cordoba Consulting, Inc., for Coordination and Management of Freeway Projects and Associated Engineering Services (File # 600-30) The City's agreement with Cordoba Consulting is being amended to extend the contract until June 30, 2003, and to allow an adjustment to the Consultant's hourly rate. STAFF RECOMMENDATION: Adopt Resolution. 4.13 Financial Reports for the Month of March 2002 (File # 330-50) STAFF RECOMMENDATION: Receive Reports. 4.14 Approval of Budget Change and Authorization to Solicit Bids for Contract 01-04, Alamo Canal Bike Path from Iron Horse Trail Junction to 1-580 (File # 600-35) This trail project would construct the Alamo Canal Bike Path from the Iron Horse Trail junction to 1-580. STAFF RECOMMENDATION: Approve Budget Change and authorize Staff to advertise for bids. 4.15 Warrant Register ($820,213.88) dated April 16, 2002 (File 300-40) STAFF RECOMMENDATION: Approve. WRITTEN COMMUNICATIONS - None PUBLIC HEARING 6.1 Toll Brothers ' Ordinance approving Development Agreements for Dublin Ranch Area G (Neighborhoods H-l, H-2, MHI & MH2) PA 01-009 (File # 600-60) This is the second reading of an Ordinance approving Development Agreements between the City of Dublin, and Toll CA II, L.P. The DA~s are required by the Eastern Dublin Specific Plan. The Agreements will vest the project approvals recently granted by the City Council and to provide for additional Das at the time of development of the individual parcels within the project area. STAFF RECOMMENDATION: Conduct public hearing; deliberate~ waive reading and adopt Ordinance. 6.2 Downtown Core Specific Plan Area Rezoning PA 02-005 (File # 410-55/450-30) This is the second.reading of an Ordinance for a City-initiated application to rezone parcels in the Downtown Core Specific Plan area from existing zoning districts C-l, C-2, and PD to Planned Development zoning district. STAFF RECOMMENDATION: Conduct public heating; deliberate; waive reading and adopt Ordinance. 6.3 Eastern Dublin Properties Planned Development (PD) Prezone (Stage 1 Development Plan) PA 00-025 (File # 450-30) The City Council will consider adopting an Ordinance approving a Prezoning/Stage 1 Development Plan for an area 1,120 acres in size that is located in an unincorporated area of Alameda County bounded by 1-580 to the south and Fallon Road to the west, and the City's Sphere of Influence line to the east. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt Ordinance. 6.4 Amendment to Heritage Tree Ordinance, Section 5.60 of the Dublin Municipal Code PA 02-013 (File # 910-40) The intent of this amendment is to implement City Council objectives as requested in December, 2000 to both protect Heritage Trees and facilitate develOpment of sites containing Heritage Trees. The amendment clarifies procedures and requirements under the Heritage Tree Ordinance and makes the Ordinance consistent with approved changes to the Dublin · Wildfire Management Plan. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and I]',ITRODUCE Ordinance. 7. UNFINISHED BUSINESS - None NEW BUSINESS 8.1 Request for Proposal for Development of Senior Housing at 7606 Amador Valley Boulevard (File # 430-50) The City Council will consider an RFP for the development of senior housing on the same site as the proposed new Senior Center. STAFF RECOMMENDATION: Direct Staff to proceed with RFP -or- provide other direction. 8.2 Report on Fireworks Committee Recommendations (File # 650-60) In response to community concerns about last year's fireworks celebration, the City Council directed Staff to form a Fireworks Committee to provide recommendations to address the concerns. The Committee proposes several solutions to ensure that all Dublin residents and visitors can enjoy a safe July 4th celebration. STAFF RECOMMENDATION: Receive report and consider Committee recommendations. 8.3 City Seal Use Policy (File # 610-20/120-10) The City Council will discuss establishing a formal policy concerning the use of the City Seal.
