5.1 Proclamation recognizing April 22, 2001 as "Earth Day" (File 610-50)
3.2 Presentation by Caltrans on status of 1-580 High Occupancy Vehicle (HOV) Lanes Project
from Tassajara Road to Greenvi!le Road (File 800-30)
3.3 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items.
COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements
made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any
member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future
City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Govemment Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of April 3, 2001
STAFF RECOMMENDATION: Approve
4.2 Approval of Summary Vacation for portion of Emergency Vehicle Access Easement
(E.V.A.E.) originally dedicated on Parcel Map 7406 (Emerald Pointe) for Parcel 1 (File 670-40)
This action would abandon an Emergency Vehicle Access Easement in an area now approved
for a parking structure. There is adequate alternate emergency access to the site.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Agreement between the County of Alameda and the City of Dublin regarding the
Community Development Block Grant Program for Fiscal Year 2001-02 (File 600-40)
In accordance with the Alameda County CDBG Administrative procedures and the U, S.
Department of Housing and Urban Development regulations, the City of Dublin~ as an Urban
County City, must enter into an agreement with Alameda County for complying with the
CDBG program for FY 2001-02.
STAFF RECOMMENDATION: Adopt Resolution approving agreement and authorize Mayor
to execute 6 originals.

4.4 Acceptance of Improvements for Jefferson Apartments, 5050 Hacienda Drive (File 600-60)
Public and private Street improvements have been satisfactorily completed within and fronting
this apartment development and it is now appropriate to accept the public improvements for
City maintenance.
STAFF RECOMMENDATION: Adopt Resolution and authorize Staff to accept a maintenance
bond at a future date.
4.5 Day on the Glen at Emerald Glen Park (File 950-40)
In January, 2001, the Council directed Staff to plan a new festival called "Day on the Glen" at
Emerald Glen Park. Staff was also directed to prepare an event plan and budget for
consideration by the Council at a future meeting. The event plan and budget have been
developed for approval by the Council.
STAFF RECOMMENDATION: Approve overall budget for event and approve Budget Change
allocating $620 from Unappropfiated Reserves to cover expenses related to the festival that will
be incurred in FY 2000-01.
4.6 Support of Joint Dublin San Ramon Services District (DSRSD)/East Bay Municipal Utility
District (EBMUD) Water Recycle Grant Application (File 1000-90)
The City Council will consider a letter in support of the Recycle Water Program grant
application by DSRSD and EBMUD.
STAFF RECOMMENDATION: Authorize Mayor to sign letter to State Water Resources
Control Board in support of grant application.
4.7 Opposition to SB 910, Penalties for Non-Compliant Housing Elements (File 660-40)
SB 910 requires a court that finds that a local government's housing element is not in
substantial compliance with the state law, to levy a penalty not to exceed $1,000 per unit of the
total projected housing need for the jurisdiction, and award the plaintiffs attorney fees and
costs.
STAFF RECOMMENDATION: Authorize the Mayor to sign and send letter opposing SB 910.
4.8 Financial Reports for the Month of March 2001 (File 330-50)
STAFF RECOMMENDATION: Receive Reports.
4.9 Acceptance of Work - Contract 00-08, Traffic Signals - Village Parkway ~ Tamarack
Drive, Brighton Drive and Davona Drive (File 600-35)
This project installed 3 traffic signal systems on Village Parkway.
STAFF RECOMMENDATION: Accept improvements; authorize release of retention after 35
days if there are no subcontractor claims; approve Budget Change of $5,858 from Measure B
Fund 217, $6,644 from TIF Fund 300 and $14,318 from Gas Tax Reserves Fund 206; and
approve Contract Change Order No. 4.

STAFF RECOMMENDATION: Approve
WRITTEN COMMUNICATIONS
5.1 Artwork for Shannon Park (File 900-:~0)
The City Council will consider a request from the Dublin Fine Arts Foundation (DFA) to
permanently install the artwork "Sirius" at Shannon Park and to provide $30,000 in funding to
acquire, move and install the artwork.
STAFF RECOMMENDATION: Consider request.

NEW BUSINESS
8.1 Approval of Summary Vacation for Landscape Easement and Acceptance of Replacement
Grant of Public Landscape Easement (File 670-40)
This item proposes to abandon an existing landscape easement originally granted by the
Te~jens for public landscaping at the northeast comer of San l~amon Road and Amador Valley
Boulevard (Casa Orozco Restaurant), and to accept a replacement easement deed that will
encompass a modified landscape plan.
STAFF RECOMMENDATION: Adopt Resolution(s).
